Peel Ports Group is calling for construction materials to be consolidated at coastal ports before being moved on to major projects, rather than relying on a less coordinated supply chain. Its Sustainable Construction Partners initiative names the Port of London Medway and Port of East Anglia as deep-water hubs intended to serve projects including Sizewell C and the Lower Thames Crossing. The proposal is a company-backed approach, not a demonstrated result: the account reports no measured savings in cost, carbon or congestion.
What is Peel Ports proposing?
Peel Ports wants a more coordinated way to bring construction materials into the UK and move them inland. Its Sustainable Construction Partners collaboration aims to consolidate materials at coastal hubs, then distribute them to housing and infrastructure projects.
Peel Ports Chief Operating Officer David Huck framed the proposal against challenges facing construction, including higher material costs and skills shortages. He said: “We believe an obvious place to start is with how vital construction materials get into and move around the country. A more considered, sustainable and better-coordinated approach could open up growth right across the country, and that’s why we’re partnering with like-minded businesses through our Sustainable Construction Partners.”
The account describes this as an industry response to delivery pressures, but does not independently quantify those pressures or establish that port consolidation would resolve them.

Which ports and projects are involved?
The two named deep-water consolidation hubs are the Port of London Medway and the Port of East Anglia. The report says they are supporting Sizewell C, the Lower Thames Crossing and other major projects in south-east England. It does not provide project-by-project details about materials, volumes, delivery schedules or the hubs’ operational results.
The partnership is described as involving four organizations, but the account names only three: Peel Ports Group, Ecocem and Mibau Stema Group. It does not identify the fourth organization.

What do the partners contribute?
Peel Ports Group: ports and logistics
Peel Ports is advancing the port-centric consolidation model through its Sustainable Construction Partners collaboration. Its stated objective is to improve how materials enter and travel around the country.
Ecocem: low-carbon cement technology
Ecocem Managing Director for North-West Europe Paul Roos said the company has “more than 25 years’ experience supplying low-carbon cement,” including to major UK and European infrastructure projects. He described its technologies as compatible with existing cement, concrete and construction processes. These are claims from the company’s representative; the account does not provide independent project data or quantified emissions comparisons.

Roos said: “The UK has a major programme of housing and infrastructure to deliver, and we already have proven low-carbon cement technologies that can help deliver it with significantly less CO₂.”
Mibau Stema Group: aggregates and vessel transport
Mibau Stema Group Managing Director Martin Johansen said the company uses self-discharging vessels to move aggregates through deep-water terminals across the North Sea and Baltic. He said this takes pressure off roads and helps keep projects on schedule. The report offers no independently measured congestion or reliability results for those operations or for a UK rollout.

Those are the intended benefits, not established outcomes. The account provides no cost comparison, emissions assessment, congestion measure or independent evaluation showing how the hubs perform against direct road delivery, rail or other logistics arrangements.

Whether consolidation works for a particular project would depend on factors the report does not assess, including the material and its origin, the destination, onward transport, handling requirements and delivery schedule. A port-based route should therefore be treated as a proposal to evaluate for suitable projects, not a proven replacement for other transport modes.
When will more evidence be available?
The report says a wider research project examined barriers to efficiency and resilience in the UK construction supply chain, with full findings expected in early 2027. Those findings are not included in this account, so it cannot yet support a broader assessment of supply-chain performance or quantify the case for the hubs.
