The clearest UK estimate is a 2019 model of panelised and volumetric housebuilding: in a scenario where MMC accounted for half of housing output, it estimated 80,000 skilled-trade and manual workers would be based offsite. That was a scenario, not a count of jobs observed then or today—and it does not show that skilled trades broadly disappear.
What MMC means for construction work
MMC is an umbrella term for different building systems and processes, not one technology or job type. The 2019 Ministry of Housing, Communities and Local Government framework groups it into seven categories: 3D primary structural systems; 2D primary structural systems; non-systemised structural components; additive manufacturing; non-structural assemblies and sub-assemblies; traditional building products used to reduce site labour or improve productivity; and site-process-led productivity improvements. The framework was created to give lenders, insurers, valuers and others a consistent way to understand these approaches. See the government’s MMC framework.
For trades, a useful distinction is between two offsite approaches studied in the main UK workforce estimate:
- Volumetric construction: three-dimensional units are made in controlled factory conditions and assembled on site.
- Panelised construction: factory-made wall, floor or roof panels are transported flat and assembled on site.
These approaches can shift where work happens, but the effect depends on the system. A factory-made module is not equivalent to a site-process improvement, and neither represents every form of MMC.

What the main UK workforce estimate found
The Ministry commissioned CITB and Whole Life Consultants to model how increased MMC use might affect labour requirements in homebuilding. Industry experts estimated labour demand for a typical house across five uptake scenarios, including scenarios in which MMC accounted for 25% or 50% of output. The study covered panelised and volumetric offsite housing—not all seven MMC categories, all construction sectors or every trade. Read the 2019 housebuilding study.

Across the scenarios, the model found no change in professional and non-manual workforce requirements. It did estimate changes in skilled-trade and manual labour requirements and in the split between onsite and offsite work. The figures therefore point to a potential change in work location and workforce profile, not a general disappearance of skilled trades.

How the work could change for tradespeople
With offsite construction, some production and assembly can take place in a factory. Site teams may then receive and position units or panels, connect them to the building, and complete finishing work. Which tasks move, and which remain onsite, depends on the design and construction method.
The 2019 study reports aggregate estimates for skilled-trade and manual workers; it does not provide a dependable job-by-job breakdown. It cannot support a claim that a named trade—such as bricklayers, electricians, plumbers or carpenters—will gain or lose a specific number of jobs.

Factory production, installation, logistics, quality assurance and digital coordination are practical areas to consider when assessing how roles might evolve. They are implications of how offsite production works, not roles for which the study quantified future demand. Employers and workers should assess each project’s system, supply chain and division of work rather than assume every MMC project requires the same skills.
What evidence can—and cannot—tell us
Homes England says evidence supporting MMC benefits was limited when it set out its research programme. It commissioned monitoring across eight pilot sites totalling approximately 1,800 homes. Measures included labour productivity, factory and site time, costs, safety, waste, logistics, quality, energy performance and lifecycle issues. The programme compared MMC approaches but did not include a traditionally built control site, limiting direct comparisons with conventional construction. That distinction matters: a workforce model estimates what could happen under stated assumptions; a pilot monitors projects that were built. Neither, on the evidence described here, establishes the current number of MMC-related jobs by trade or proves a general productivity or employment outcome across construction.

Wider workforce reports show why skills and training matter, but they do not update the older MMC-specific scenario. The National Audit Office reported 1.9 million construction jobs in June 2025 and said more than five out of every six people joining the workforce came from another career. It also described a government funding package announced in March 2025: £625 million for initiatives intended to support up to 60,000 additional skilled construction workers by 2029. Skills England’s 2026 annual report says employers report more than a quarter of job vacancies are hard to fill because of skills shortages. It describes construction as a growing sector and says significant reskilling will be needed where education pipelines are insufficient. Construction Technical Excellence Colleges are intended to align training more closely with employer demand. These are broad skills-policy findings, not measurements of demand created by MMC. In a September 2025 parliamentary answer, the government said it wanted greater MMC adoption and described potential benefits including productivity, faster delivery, improved energy performance and new offsite construction jobs. It also cited £700 million in additional Home Building Fund support for manufacturers and publication of PAS 8700 for residential MMC. Questions to ask when assessing an MMC project
To understand what a particular project could mean for its workforce, check the method and the evidence rather than relying on the MMC label alone:

- What is being adopted? Is it volumetric, panelised, component-based, or a site-process improvement?
- Which work moves offsite? Identify the production, assembly and finishing tasks retained by the site team.
- Which skills change? Ask about installation, logistics, quality checks and digital coordination, while distinguishing project requirements from sector-wide job forecasts.
- What has actually been measured? Look for project evidence on labour productivity, time, cost, safety, waste, logistics, quality and lifecycle performance.
- Is the comparison fair? Separate modeled assumptions from observed results, and check whether a traditional-build comparison is available.
