WIVT/WBGH reports that the project is expected to finish in May 2027 and is intended to prepare the site for future developers.
What work is underway at the former BAE site?
The project is site elevation, not construction of a named new building. WIVT/WBGH reports that 16 acres of the property are being raised six feet above the flood plain. The station describes the property as 27 acres; Broome County’s circa-2018 comprehensive plan gives its area as 27.2 acres.
The reported earthwork focuses on part of the property rather than all of it. The immediate stated purpose is to make the site ready for developers, according to WIVT/WBGH.
When is construction expected to finish?
Work reportedly started October 6, 2026, and is expected to be complete in May 2027. That is a forecast, not confirmation that work will finish on that date.

How is the project funded?
WIVT/WBGH reports that The Agency, Broome County’s development agency, will use a state grant exceeding $11 million for the work. The station’s report does not establish the grant program or identify a separate award record, so the reported amount and funding description should be understood as attributed to that report.
Why raise the property?
The work responds to the site’s flood exposure and supports possible future redevelopment. Broome County planning documents describe the former BAE property as vulnerable to potential future flooding and identify flood risk as an issue redevelopment needed to address.

The property has a direct history with flooding: Broome County’s 2019 Natural Resources Inventory says severe flood damage in 2011 led BAE to move operations to Huron Campus. The county inventory identifies The Agency as the property’s owner.

County planning records describe a wider set of resilience measures considered for the bluefield redevelopment effort. In addition to raising developed areas, they list green infrastructure, added flood storage and levee improvements. Those are elements of the planning context; the available report does not establish that all are included in the current construction work.
