Japan: 754 Employers’ Technical Intern Training Accreditations Cancelled, Mainly in Manufacturing and Construction

Tokyo Shoko Research counted 754 publicly named employers with cancelled Technical Intern Training accreditation. Its analysis of 660 non-individual employers found manufacturing and construction accounted for 71% of cases—but not 71% cancellation rates.

Tokyo Shoko Research (TSR) counted 754 employers publicly named for cancellation of Technical Intern Training Program (TITP) training-plan accreditation from fiscal 2018 onward. In its industry analysis of 660 non-individual employers, manufacturing and construction together made up 71.0% of the cases. Those are shares of publicly announced cancellations—not the likelihood of cancellation for an employer in either sector.

What the 754 figure counts

TSR published its analysis on October 1, 2026, compiling implementing employers whose names had been publicly announced by Japan’s Ministry of Justice and Ministry of Health, Labour and Welfare (MHLW) for cancellation of accreditation under the TITP Act. The count covers announcements from FY2018 onward; TSR says the current system began in November 2017. The administrative action concerns training-plan accreditation, while the 754 figure counts the named implementing employers—not 754 individual plans or supervising organizations. For its company-level breakdowns, TSR excluded sole proprietors and similar cases, leaving 660 employers. The 754 total and the 660-company analysis therefore have different coverage.

Manufacturing and construction account for 71% of the industry breakdown

Within the 660 non-individual employers analyzed by industry, manufacturing was the largest category, followed by construction. TSR describes both as labor-intensive or labor-short sectors.

These percentages describe the composition of the cancellation dataset, not sector-specific cancellation rates. To say whether a construction or manufacturing employer was more likely to face cancellation would require comparable counts of all participating employers in each sector and consistent measures of their exposure. The figures also concern employers publicly named in the period TSR analyzed; they do not measure undisclosed violations.

TSR’s subcategory figures include scaffolding work (51 employers, 7.7%), civil engineering (38, 5.7%), and clothing sewing or repair (35, 5.3%). These are categories within the 660-company analysis, not additional totals to add to the main industry figures. TSR’s industry analysis

Annual and prefectural counts need context

Annual announcements

TSR recorded 50 named employers through August in FY2026, a partial-year figure. Its reported annual peak was 177 in FY2021. Counts exceeded 100 in every fiscal year except FY2024; TSR says that year’s decrease was likely influenced by one unusually large cancellation action. That explanation does not establish that underlying compliance improved or worsened.

Prefectural totals

The largest counts in TSR’s analysis were Aichi (46 employers), Osaka (42), and Hiroshima (41), followed by Ehime (37) and Tokyo (28). They are raw counts, not regional risk rates. TSR cautions that the company database location it used may differ from the location in the public announcement. It also notes that Aichi had 6,274 implementing employers in FY2024, illustrating why participation volume matters when interpreting cancellation totals. TSR’s prefectural analysis

What cancellation means for employers and trainees

According to TSR, affected technical interns must transfer to another host when accreditation is cancelled. The employer is barred from accepting new technical interns for five years from the cancellation, and TSR notes reputational harm as another consequence. Cancellation does not mean every affected company shut down: 24 of the 660 analyzed employers were already listed as suspended, discontinued, or dissolved, and TSR said it could not establish whether cancellation caused those statuses. A separate MHLW notice dated September 29, 2026, illustrates continuing enforcement: the Immigration Services Agency and MHLW cancelled training-plan accreditation for 16 implementing organizations; the Ministry of Justice and MHLW also cancelled a supervising organization’s permit and issued two improvement orders. Scheduled transition to a successor system

TSR reported in October 2026 that TITP was scheduled to transition from April 2027 to the Employment for Skill Development system, with a more explicit focus on developing and securing workers. TSR said company-name disclosure and penalties for accreditation cancellations were generally carried over in the planned successor system.
