The Fontaine Central Energy Plant is a district-energy project at the University of Virginia’s Fontaine Research Park. Completed in spring 2026, it is designed to provide heating and cooling to the Paul and Diane Manning Institute of Biotechnology and to expand as the research park grows. Its design combines geoexchange wells, heat pumps, heat-recovery chillers, thermal storage and low-temperature hot-water distribution.
What the Fontaine project includes
UVA’s first phase comprises an approximately 19,000-square-foot central energy plant, an associated service yard and underground utility distribution. Rather than locating all heating and cooling equipment in each building, the project centralizes thermal services and distributes them through a shared system. UVA describes the initial service recipient as the Institute of Biotechnology and says the system is designed to serve additional Fontaine Research Park buildings as development proceeds. UVA Board of Visitors materials recorded a $70 million project budget at schematic-design review on September 14, 2023. That is a dated planning-stage budget, not a confirmed final project cost. The board materials say planners considered both centralized district energy and standalone building systems, recommending centralization for the needs of new and renewed facilities. How the district-energy system is designed to work
The components are intended to work together: geoexchange provides a way to store and exchange thermal energy with the ground; heat pumps move heat to useful temperature levels; heat-recovery chillers can produce cooling while capturing heat for other uses; and thermal storage tanks help shift when thermal energy is produced and used. Low-temperature hot-water piping distributes heat to buildings. UVA identifies these technologies as elements of Fontaine’s design, rather than as separate consumer-scale systems.

Geoexchange, heat pumps and thermal storage
UVA Sustainability’s current climate-action page describes 100 geoexchange wells, thermal storage tanks and heat pumps in connection with Fontaine. Its 2024–2025 Sustainability Annual Report, published in January 2026, describes over 100 geoexchange wells. The figures differ slightly; the current page gives the specific figure of 100. Neither source supplies post-completion operating data that would show how much energy the wells or storage deliver in practice. Heat recovery and lower-temperature hot water
Heat-recovery chillers link heating and cooling: when the equipment removes heat for cooling, it can recover that heat for another use instead of treating the heating and cooling loads as entirely separate processes. UVA’s broader utility transition includes replacing parts of its older steam and high-temperature hot-water network with lower-temperature hot-water piping and equipment. Completion and what the performance claims mean
UVA’s current climate-action page says the Fontaine plant was completed in spring 2026. An earlier 2024–2025 annual report had described it as nearing completion and expected online in late 2025; that was an earlier schedule expectation, not the latest status.
UVA presents the plant as zero-combustion and fossil-fuel-free. During construction, UVA News quoted Paul Zmick, then UVA director of Energy & Utilities: “The Fontaine plant won’t burn fossil fuels to create heat.” The statement describes the project’s design intent; it does not establish measured emissions after completion. The 2024–2025 annual report says the planned Fontaine system is five to ten times more efficient than a traditional district energy plant. The same report’s five-to-ten-times comparison with traditional boilers refers to heat-recovery chillers generally, not a measured Fontaine result. UVA does not provide the comparison methodology in the cited material, and the available sources do not report independently measured Fontaine energy use, emissions, water use or operating costs after completion. Fontaine is part of a wider university utility operation, but UVA-wide infrastructure figures are not project specifications for this plant. Facilities Management’s Energy & Utilities department operates and maintains central heating and chilled-water plants, high-voltage electrical systems, water storage and pumping, and associated distribution. Some campus buildings instead receive utility service directly from local providers or use standalone heating and cooling equipment.

Across UVA, the department reports more than 150 miles of underground utility systems, chilled-water service to more than 10 million square feet, and over 1,300 physical meters.
