Turkish cement producer Çimko and Syria’s General Establishment for Cement and Building Materials, OMRAN, signed an agreement on 1 October 2026 to redevelop and operate the Al-Muslimiyah cement works near Aleppo. Çimko puts the planned investment at approximately US$200 million. The project calls for a new clinker line followed by rehabilitation of the existing works, but its capacity, schedule and job figures are targets—not operating results.
What the agreement covers
Çimko says the protocol was signed at a ceremony in Aleppo by SANKO Holding and Çimko chairman Adil Sani Konukoğlu and OMRAN general director Mahmud Fadile. The company describes the project as an integrated cement plant investment intended to serve construction, reconstruction and infrastructure demand. Çimko’s announcement gives the investment as approximately US$200 million.
The Syrian Arab News Agency (SANA) reports that the deal is a 30-year build-operate-transfer arrangement. Under that model, the project is to be built and operated before transfer under the agreement’s terms; the reports do not provide the detailed financing, transfer conditions or other contractual provisions. SANA’s report describes the agreement and planned works.
What is planned at Al-Muslimiyah
First phase: a new clinker line
SANA says the project’s first major step is a new integrated production line rated at 5,000 tonnes of clinker per day. Its stated commissioning target is within 12 months after the site is handed over. This is a conditional schedule, not a calendar date: the handover date has not been disclosed.

Next phase: rehabilitation of the existing works
Rehabilitation of the existing plant is planned to follow construction of the new line and connect to it. The available announcements do not set out the rehabilitation scope, its schedule or how it will affect the project’s final output.
A Syria TV report says an OMRAN investment bulletin from December 2025 described the Al-Muslimiyah works as completely destroyed and in need of debris clearance. That is a description attributed to the bulletin, not a newly reported site inspection. Syria TV’s report provides that account.

Capacity and jobs are targets, not confirmed results

The figures describe different stages and products. Clinker is an intermediate material used to make cement, so the daily clinker-line rating should not be treated as a daily cement-output figure. The announcements do not report actual production, staffing or commissioning.
When could the plant start operating?
SANA reports that commissioning of the new line is targeted within 12 months of site handover. Because the handover date has not been announced, that window cannot be converted into a confirmed start date. A Syrian Investment Authority official quoted by SANA said production was expected to begin in about a year and rise in following years to nearly 1.5 million tonnes annually; that expectation does not establish a commissioning date or actual production.

The reports also do not establish post-signing construction progress. The signing of an agreement is not proof that construction has begun or that the plant is operating.
What the project could mean for construction and cement supply
The stated aim is to add local cement supply for construction, reconstruction and infrastructure work. SANA says surplus production could potentially be exported in the future, but exports are a possibility rather than a confirmed plan or outcome.

More local capacity would not automatically mean lower cement prices. SANA identifies energy availability and cost as factors affecting production economics; the project announcements do not promise a particular price change. Nor do they establish how much of the planned output would reach local buyers or when.

- Construction progress since the agreement was signed.
- Detailed project financing or a named lender.
- Confirmed environmental approvals or a project-specific environmental and social assessment.
- Actual capacity, production, employment or export volumes.

What Çimko’s chairman said
In a statement published in Turkish by Ekonomim, Adil Sani Konukoğlu called the investment an important step as the first Turkish-origin integrated cement plant investment in Syria in the new period, and said it aims to respond to the country’s infrastructure and development needs. He also described the facility as a contribution to regional cooperation and a long-term partnership in Syria’s reconstruction. These are the chairman’s characterization and project aims. Ekonomim published the statement.
