The $10 million redevelopment will turn the historic mill and warehouse property into a boutique hotel. The Kingsport Economic Development Board announcement names Pennsylvania developer Tim Butters and Hilton Head Hospitality Management as project participants. The plan described by the board and the City of Kingsport includes approximately 60 rooms, a full-service restaurant, flexible event space and parking. Neither source identifies a hotel brand or provides booking details.
The county work-session document describes the former warehouse project area as approximately 108,301 square feet across six buildings. That figure describes the project area, not the hotel’s confirmed occupied floor area.
Where is the hotel, and what is the site’s history?
The project is in downtown Kingsport, Tennessee, at the former Kingsport Hosiery Mills property, also known as the Dobyns-Taylor Warehouse. The mill began operating in 1917. According to the Kingsport Economic Development Board, it produced 26,400 pairs of finished hose daily and had more than 400 employees by 1928. It closed in 1932 during the Great Depression; Dobyns-Taylor Hardware bought the property in 1945 and used it as a warehouse.

Mayor Paul W. Montgomery said in the board’s November 4, 2025 announcement: “Thanks to a public/private partnership between the KEDB and the developer, we now have the chance to restore one of the most historic buildings in downtown Kingsport,”
When is the Hosiery Mill Hotel expected to open?
The City of Kingsport’s 2026 progress publication gave spring 2027 as the expected opening. A report updated October 6, 2026 says construction is underway, but the cited sources do not confirm an opening day. Treat spring 2027 as the published expectation rather than a guaranteed date.

What has been announced about the project’s economic impact?
The Kingsport Economic Development Board projected 40 temporary construction jobs and 50 permanent jobs. It also estimated annual sales-tax revenue of $65,000 and annual occupancy-tax revenue of $160,000. These are estimates from the project announcement, not measured outcomes.
Developer Tim Butters said in that announcement: “Our goal is to protect the hotel’s historic character while thoughtfully adapting it for modern use.”
