Italy’s construction downturn eased in September 2026, but the sector did not return to growth. The S&P Global Italy Construction PMI rose to 46.5 from 41.7 in August; because readings below 50 signal month-on-month contraction, the increase means activity fell more slowly. At the same time, Istat’s construction confidence index dropped to 97.5 from 102.8, offering a more cautious signal about business sentiment.
What the September construction PMI says
The September PMI reading of 46.5, up from 41.7 in August, points to a less severe contraction in construction activity—not an expansion. The PMI’s 50 threshold separates month-on-month growth from contraction. The September figure is from S&P Global’s Italy Construction PMI as reported by Trading Economics on 6 October 2026; a primary S&P Global September release and its full component tables are not available in the cited material.
Trading Economics’ summary says the decline in new orders was less marked, employment increased modestly, supplier lead times lengthened and input-cost inflation accelerated. It also reports continued contraction across subsectors: housing was weakest, while commercial construction contracted only slightly. These are details from the secondary summary, not independently verified figures from a full primary-source release.
Why confidence fell while the PMI improved
The PMI and Istat’s construction confidence index describe different things. The PMI tracks the direction of activity relative to the previous month; Istat’s confidence indicator reflects firms’ survey assessments and expectations. Their movements can diverge without contradiction.

Istat’s construction confidence index fell from 102.8 in August to 97.5 in September. In its 30 September 2026 release, Istat said, “Nelle costruzioni entrambe le variabili registrano un peggioramento” (“In construction, both variables worsened”). The August figure had risen from 96.8 to 102.9, with improved employment expectations and order-book assessments, so September reversed that rebound; see Istat’s August release.
The wider business-confidence backdrop was also weaker: Istat’s overall business confidence indicator fell from 97.0 to 95.9 in September after three consecutive months of growth. Among the sectors covered, confidence improved only in manufacturing. This broader measure is context, not a construction-specific result.

What official construction production data show—and do not show
At the time of the cited reporting, the latest construction production figure on Istat’s construction trends page was for July 2026: production decreased 1.4% from June and 1.2% year over year. Those figures describe July, not September, and should not be read as a direct confirmation of September’s PMI movement.
Istat’s 2026 release calendar scheduled August construction production data for 20 October, after the 7 October 2026 reporting cutoff. September output growth therefore was not yet established by the official production series.

How to read the mixed signals
- Activity: The PMI improved, but at 46.5 it still indicated contraction in September.
- Business confidence: Istat recorded deterioration in both construction confidence components, taking the index down to 97.5.
- Measured output: The latest cited Istat production data covered July, so they do not settle what happened to construction output in September.
The evidence supports a narrower conclusion than a sector recovery: the pace of the surveyed activity decline eased, while confidence weakened. It does not establish broad growth in construction or a September increase in official output.

The modest employment increase appears in Trading Economics’ PMI summary, so it is best treated as a survey signal rather than a separately confirmed national construction employment statistic.
