Odisha is planning a dedicated Plastic Upcycling Policy to support turning low-value plastic waste into useful products, including construction and building materials. The proposal was discussed at the 13th monthly meeting of ANKUR (Atal Network for Knowledge, Urbanization and Reform), according to a Times of India report published October 5, 2026. The report describes a plan, not a formally notified policy.
What Odisha has proposed
The reported policy aims to create an ecosystem involving urban local bodies, waste collectors, recyclers and micro, small and medium enterprises (MSMEs), so that low-value plastic can be converted into useful products rather than sent to landfills. The report does not provide a policy text or establish its final provisions, funding, implementation schedule, responsible agencies or targets.
Odisha is already working with local MSMEs in Bhubaneswar on construction and building materials made using discarded plastic that is difficult to recycle, the report says. It does not identify the businesses or specify the products.
What is known about the construction materials
The reported activity is limited to the broad category of construction and building materials. The available information does not confirm that the MSMEs make plastic paver blocks or any other particular product. Nor does it provide product test results, engineering specifications, building-code approvals, prices, commercial availability or purchase channels.

For a plastic-derived product to be considered for construction, buyers and project teams would need verifiable information about the plastic feedstock and sorting requirements, recycled content and traceability, test results and relevant standards, approved use and durability, manufacturing scale and cost, and the availability of an authorized supplier. These are practical questions to check, not claims that the reported products have met those requirements.
How the proposal relates to Odisha’s existing rules and resources
The proposed policy would sit alongside existing plastic-waste rules and administrative resources; those materials do not establish that the new policy has been notified.

- The Housing and Urban Development Department’s resource index lists an SOP for Assessment & Characterization of Plastic Waste, an operational resource relevant to identifying and sorting waste streams.
- The Board’s annual-report index lists an Annual Report 2023–24 on the Plastic Waste Management Rules, 2016. The index listing alone does not provide a waste-generation or recovery figure.
A Startup Odisha policy index summarizes existing plastic-waste routes as collection and recycling, use in road construction under Indian Road Congress guidelines, energy recovery and waste-to-oil. Those routes should not be mistaken for specifications or approvals for plastic building products.

The October 5, 2026 report and the official index pages cited above do not establish whether Odisha has since formally notified the policy. They also do not identify participating MSMEs, particular products, technical performance, approvals, pricing or sales channels. Construction teams should seek current confirmation from the Odisha government and the businesses involved before treating a product as available or suitable for a project.
