Why are some construction workers concerned?
The concern reported from the rally is that billionaires or other top taxpayers might leave California in response to the tax. If that happened, opponents argue, the state could collect less revenue over time. The cited coverage presents this as a prediction, not a demonstrated effect: it supplies no independent economic study, fiscal estimate, or evidence establishing that departures will occur.
That distinction matters for evaluating a funding proposal. Its reported tax rate and residency date describe the measure as covered by a publication; they do not, by themselves, show how much revenue it would ultimately raise or whether taxpayer movement would offset any proceeds.

Do construction workers or labor organizations have one position?
No. The Yes on 40 campaign’s endorsements page lists the San Diego County Building & Construction Trades Council as a supporter. That is the campaign’s own roster entry, not independent verification of the organization’s position, and it does not establish the views of every construction worker or union.

The report shows that trade workers publicly raised a concern about possible long-term revenue loss.
