Urban Construction Prices in Pakistan: September 2021 PBS Table

PBS’s September 2021 table lists selected construction and energy item prices by urban center. See cement and brick examples and how to interpret the figures.

The Pakistan Bureau of Statistics (PBS) table matching “Urban Construction Prices in Pakistan 2021” reports selected urban prices for construction and energy items in September 2021. It is a historical, item-by-item comparison—not a current price list, national construction-cost index, or complete estimate for building a house.

What the September 2021 table contains

PBS published the figures in table 7.9.1, “Urban Inter-City Consumer Prices of Construction and Energy Items,” in its Monthly Bulletin of Statistics, October 2021. The table lists observations for named urban centers and selected items, with a separate unit for each item.

Coverage includes building materials, labor and services, paint, and fuels. Examples of the units used include bricks per 1,000, cement per 50 kg bag, iron bars per tonne, labor per day, electrician service per point, and fuel per litre. A price is meaningful only with its item specification, location, unit, reporting month, and source attached.

These entries illustrate how the table supports like-for-like city comparisons. They are individual observations, not national averages or headline measures of construction costs.

For cement, Karachi’s listed price was PKR 46.57 more than Rawalpindi’s for a 50 kg bag in September 2021. For the specified bricks, Karachi’s entry was PKR 1,262.47 more per 1,000. These subtractions compare only the cited PBS entries; they do not establish why prices differed or how prices compare today.

How to use the figures responsibly

  • Compare the same item specification and unit across cities, and use figures for the same reporting month.
  • When comparing another bulletin, check its month and year as well as the urban center, item wording, unit, and whether the figure is an observed price or a derived index or estimate. PBS’s December 2021 bulletin has a separate table reporting November 2021; it is not a replacement for September’s figures.
  • Do not treat a dash in a table cell as a zero price or fill it with an assumed value.
  • Do not turn a city observation into a countrywide average without a separate, documented calculation and method.

What these prices do—and do not—measure

PBS’s Price Statistics page describes the Consumer Price Index (CPI) as measuring changes in household consumer prices and separately identifies urban and rural construction-item price tables. The September table is therefore best read as dated item-price observations, not as a construction-cost index.

Nor is the table a bill of quantities or complete house-building budget. A project estimate also depends on quantities, design and specifications, materials and services not covered by the selected items, and project-specific costs such as transport, taxes, contractor overhead, financing, and contingency. The September 2021 observations cannot establish a current supplier quote; current prices require a current, dated source.

Finding the official September table

Look for table 7.9.1 in the PBS Monthly Bulletin of Statistics dated October 2021. Its title is “Urban Inter-City Consumer Prices of Construction and Energy Items,” and its reporting period is September 2021. The matching title also appears in a Scribd repost, but PBS is the primary source for the table and figures.
