Will Torch Tower become Japan’s tallest building?
Mitsubishi Estate describes Torch Tower as a mixed-use complex intended to become Japan’s tallest building at approximately 385 m and 62 floors when complete. That is a future plan, not a current record: the tower is still under construction. The Council on Vertical Urbanism’s Skyscraper Center lists the building at 385 m (1,263 ft), with 62 floors and expected completion in 2028; it cautions that data for a building under construction can change until completion and confirmation. The Skyscraper Center building record provides the standard height and floor figures.
When is Torch Tower expected to be completed?
Construction began in September 2023, and the current plans point to completion in 2028. Mitsubishi Estate gives two related milestones: its district update forecasts overall TOKYO TORCH completion at the end of May 2028, while its office listing gives June 2028 for Torch Tower itself. These are schedule forecasts, not confirmation of a finished building. Mitsubishi Estate’s June 27, 2025 district update covers the overall project; the developer’s office property listing gives the tower schedule.
What has the project team disclosed about Torch Tower’s earthquake design?
The project information available from Mitsubishi Estate and Mitsubishi Jisho Design does not describe Torch Tower’s seismic system, design-basis earthquake motions, or target performance during and after an earthquake. It therefore does not substantiate a specific claim that the tower is earthquake-resistant, nor does it show that the building will use base isolation, dampers, or another named vibration-control system.

The design team’s 2025 publication calls the construction method “extra super tall” and highlights a diamond-grid framework on the exterior. It does not characterize that framework as a seismic damping system or explain its role in resisting earthquake loads. Mitsubishi Estate describes the structure as steel and partly steel-reinforced concrete, but the cited office information does not provide seismic engineering details. Mitsubishi Jisho Design’s Year Book 2025 and Mitsubishi Estate’s office listing document those design and structural descriptions, not project-specific earthquake performance.
To assess the earthquake claim, readers would need project engineering information identifying the lateral-force-resisting system, any isolation or damping devices, the earthquake assumptions used in design, and the intended performance or post-event occupancy. Those details are not established by the cited project materials. A tower’s height, exterior form, or location in Japan cannot substitute for that evidence.

How tall is Torch Tower, and what are its planned specifications?
The planned tower is 385 m (1,263 ft) tall, with 62 floors above ground and four below ground. Mitsubishi Estate’s FY2025 third-quarter data book lists a total floor area of 553,000 m². Mitsubishi Jisho Design’s 2025 publication describes an approximately 100 m by 100 m footprint. All are project figures for a building still under construction; the Skyscraper Center notes that under-construction building data may change before final confirmation.

What will be inside Torch Tower?
The planned program combines workplaces, hospitality, homes, entertainment, retail and public-facing space. Mitsubishi Estate’s FY2025 third-quarter data book assigns uses by floor as follows:

How does Torch Tower fit into TOKYO TORCH?
Torch Tower is the centerpiece of TOKYO TORCH, a larger redevelopment near Tokyo Station in Tokyo. Mitsubishi Estate describes the district as including the tower, a substation building and TOKYO TORCH Park, with district completion planned for 2028. The park’s scale was substantially reduced from January 2026 due to tower construction, so it should not be assumed to be a fully open, finished amenity during construction. Mitsubishi Jisho Design is identified as design supervisor and core architect; Sou Fujimoto Architects advised on the upper portion of the design. Shimizu Corporation is the builder. Mitsubishi Jisho Design’s 2025 publication said above-ground steel-frame work was underway and that installation of steel members for the exterior diamond-grid framework was expected to finish by February 2026. That was a dated forecast, not confirmation that the work was completed. The same publication reported excavation reaching approximately 30 m below ground at the foundation’s spread footing; Mitsubishi Estate also described the deepest excavation point as approximately 30 m below ground in its June 2025 update.
