Airport infrastructure is the connected network that lets aircraft move safely, passengers get through the airport, and people and goods reach it. It includes runways and taxiways, terminals and baggage systems, operational facilities, and roads and transit links—not just the terminal building. In the United States, the FAA’s airport-planning framework also considers capacity, forecasts, airspace and the airport’s role in the national system.
What airport infrastructure includes
Airport infrastructure spans four closely linked areas. The precise facilities at an airport depend on its role and activity; the categories below reflect areas identified in FAA planning and design material, not a universal engineering checklist.
Airfield facilities
Runways, taxiways and their pavement support aircraft movement. Their geometry and condition shape how aircraft can use the airfield, while the layout must work with the airport’s capacity and airspace planning. The FAA describes these topics in its Airport Planning & Capacity resources and Airport Planning and Design material.
Passenger terminals and processing
Terminal space, gates and baggage-handling systems serve passengers and aircraft at the point where airside operations meet passenger processing. A change to gates or baggage handling can affect the flow through other parts of the airport, not just the building where work takes place.

Operational facilities
Service vehicles and the facilities that support airport operations are part of the infrastructure system. These functions have to fit alongside aircraft movement, terminal activity and maintenance needs.
Landside access
Parking, access roads and connections to other transport modes link the airport to the surrounding area. Terminal improvements can shift pressure onto these links if road, parking or transit capacity does not keep pace.

Why airports plan infrastructure as a system
Airport planning relates an airport’s role and projected activity to future facility needs. The FAA’s planning topics include capacity, aviation forecasts, master and regional planning, and airspace. That scope helps explain why a project cannot be assessed only by the part being built: a runway change, for example, may interact with taxiways, terminal activity, ground access and the airport’s operating capacity.

- Safety and standards: What safety need or applicable requirement does the project address?
- Capacity: Which constraint or bottleneck is it intended to relieve?
- Passenger flow: How could it affect terminal processing, gates or baggage handling?
- Connectivity: Does it improve the links among airside facilities, terminal functions and landside access?
- Access and local effects: What changes are expected for roads, transit, sustainability or nearby communities?
- Lifecycle: What future maintenance and updating needs will the facility create?
- Funding and eligibility: Which funding source applies, and does the project meet its rules?
These are practical comparison questions based on the facility and funding areas identified in FAA materials; they are not an FAA-published scoring system.
How airport projects are planned and prioritized in the United States
From national system needs to airport projects
The FAA’s National Plan of Integrated Airport Systems (NPIAS) identifies airports significant to the national system, their roles and system funding needs. As the FAA puts it, “The National Plan of Integrated Airport Systems (NPIAS) identifies significant airports and their roles in the national system as well as identifies funding needs for the public and Congress.” An airport’s presence in the NPIAS matters to certain federal funding programs; it does not mean every proposed project automatically qualifies.

Airport capital plans and FAA review
Airport sponsors develop capital improvement plans that detail projects and funding requests. For eligible projects, that information feeds the FAA’s internal Airport Capital Improvement Plan (ACIP) process. The FAA describes its review as considering eligibility, justification, reasonableness and prioritization, with safety improvements receiving the highest priority in the AIP process described in its Airport Improvement Program overview.

Airport Improvement Program
The FAA’s Airport Improvement Program (AIP) supports planning and development at eligible public-use airports included in the NPIAS. Projects are subject to program rules and review; inclusion in an airport plan alone does not guarantee an award.
Airport and Airway Trust Fund
The FAA says the Airport and Airway Trust Fund was established in 1970 and helps finance airport construction and safety improvements, air traffic technology upgrades, and FAA operations. The FAA reports that the Trust Fund provided all funding for its Facilities and Equipment and Research, Engineering, and Development accounts in FY 2025. Infrastructure and terminal grants
Under the Infrastructure Investment and Jobs Act (IIJA), FAA materials describe Airport Infrastructure Grants (AIG) and the Airport Terminal Program as funding streams for airport sponsors. The FAA’s AIG page reports $14.5 billion over five years beginning in FY 2022, including a $2.89 billion allocation for FY 2026, described as the fifth and final installment. The FAA lists eligible uses that include runways, taxiways, safety and sustainability projects, terminals, transit connections and roadways. These are federal program figures and categories, not typical airport project costs; allocations and program availability can change.
