The Kurdistan Regional Government (KRG) reported the Dukan–Chwarqurna Dual Carriageway 16% complete on 13 June 2026. On 23 July, Kurdistan24 relayed a ministry statement that 11 kilometres of work across phases two and three had been completed and were expected to open the following week. The reviewed sources do not confirm that opening or provide a newer overall completion figure.
What progress has been reported?
The KRG’s 13 June 2026 regional roads update listed the dual carriageway as 16% complete, with a stated budget of IQD 260.699 billion and a route length of 35 kilometres. These are figures from that specific project listing, rather than a current independently audited measurement. KRG Department of Media and Information, 13 June 2026.
A later report by Kurdistan24, dated 23 July 2026, relayed a Ministry of Construction and Housing statement that 11 kilometres of work in phases two and three had been completed. The ministry said that section was expected to open the following week; the report does not establish whether it did. It described the full route as 36.5 kilometres and its cost as more than IQD 243 billion. The completed-segment report and the KRG’s 16% overall figure refer to different measures and dates, so they should not be treated as interchangeable. Kurdistan24, 23 July 2026.
Why do reported route lengths differ?
Published figures do not settle the project’s definitive length. They range from 35 to 55 kilometres, and the sources do not explain whether the differences reflect changes in scope, distinct sections, or inconsistent reporting.

How did the project reach this point?
The current reports follow a long and uneven history. In January 2023, the KRG said phase one was 95% complete. That update put the phase-one cost at IQD 52 billion and described four bridges with a combined length of 340 metres; it also gave 53 kilometres as the total project length. In February 2025, 964media reported that construction had resumed after residents of Khalakan and 15 surrounding villages staged a 10-day protest. The report described 2014 as the planned completion date and quoted an executing-company representative raising concerns about payments after work restarted. A representative of Action Company overseeing the second phase told the outlet: “Work is progressing smoothly with no major issues. If the weather remains stable, asphalt paving will begin soon.” The statement was conditional and came from a company representative; the same report also noted payment concerns. 964media, 12 February 2025.
Company representatives told 964media that 40 machines were operating daily for eight hours and forecast completion within 12–14 months of the February 2025 restart. That was a dated forecast, not a current schedule, and the later updates cited here do not confirm that it was met.

What is the road intended to do?
Kurdistan24 described the project as intended to ease congestion and reduce crashes on a route connecting Sulaymaniyah Governorate and Raparin. Those are intended benefits, not reported measurements of changes in traffic or crash rates.
Gardeen Group’s undated contractor page lists barriers, a bridge, underpasses, culverts, and wildlife crossings among the construction elements. It also gives project parameters of more than 500 machines, 5 million cubic metres of excavation, 2.2 million cubic metres of embankment, and 3 million square metres of asphalt surfacing. These are contractor-published figures and descriptions, not independent verification that all elements are complete or that project-wide safety outcomes have been achieved.
