It is not a verified completed building. The proposal combines homes, offices, retail and cultural spaces with a landscaped Skypark, but the available sources do not establish that it has been approved or is under construction.
What is Downtown Circle?
Downtown Circle is a proposed mixed-use structure designed around the Burj Khalifa in Dubai. The name refers to the project concept, not an existing landmark. New Atlas described it as conceptual in 2022, and ZNera Space’s project portfolio lists “Circle Downtown.” A firm-authored post from about five months before this article’s research also describes Dubai Downtown Circle as conceptual architectural research. Those materials do not confirm approval or construction.
The proposal imagines a continuous ring rather than a single tower: a large circular form surrounding the world’s tallest skyscraper. Its scale is striking, but its figures describe design intentions, not a building that has been measured on site.
How large would the proposed ring be?
New Atlas and ArchDaily reported a proposed height of 550 metres in 2022; New Atlas also reported a circumference of 3,000 metres. New Atlas described five interior floors. These are figures for the concept, not verified as-built dimensions.

What uses and spaces does the design propose?
The concept divides the ring into two sections and assigns space to residential, office, retail, cultural and research uses. A central green Skypark would connect the sections and bring varied landscapes into the project. In ZNera Space’s words, “As a green lung, the Skypark seeks to replenish the air with oxygen and intends to incorporate a series of activities and research centers.” That is the firm’s stated aspiration for the design, not evidence of an existing park or measured environmental benefit.
How would people move through Downtown Circle?
New Atlas and ArchDaily described a proposed rail or pod transport system circulating around the structure at speeds of up to 100 km/h. That is a design claim, not an operating speed demonstrated by a completed system. The available reporting provides no completed-project performance data.

Are the sustainability features proven?
New Atlas reported solar panels and rainwater collection among the intended features. The proposal also presents the Skypark as a green space. These elements should be understood as design intentions: the available sources do not provide a technical feasibility study or verified operating results for energy, water, transport or environmental performance.
How does the concept differ from a conventional skyscraper?
A tower-led development concentrates floors vertically in one or more buildings. Downtown Circle instead imagines density distributed along a large loop, with multiple uses and a continuous landscaped space linking sections of the ring. That changes the proposed relationship between buildings, circulation and green space, but does not by itself establish better density, access or environmental performance. ZNera Space presents the project as research into urban density and alternative forms; the available sources do not supply comparative performance data against conventional development.

Is Downtown Circle being built?
The sources establish a concept and ongoing conceptual framing, not an approved or active construction project. New Atlas’s 2022 report said the proposal lacked government backing at that time. The more recent firm materials cited here still describe it as conceptual, but they do not settle its current approval, financing or construction status. It would therefore be inaccurate to describe Downtown Circle as a completed building or a confirmed project under construction.
