For an occupied home, an ozone generator is not a recommended way to clean indoor air. These devices deliberately release ozone, a lung irritant, and the U.S. Environmental Protection Agency (EPA) says no federal agency has approved them for use in occupied spaces. At levels that do not exceed public-health standards, ozone is generally ineffective against indoor pollutants. For a healthier home, focus instead on pollution sources, appropriate ventilation, and filtration suited to the problem.
Why the “best ozone generator” is the wrong question for an occupied home
Ozone generators are sold as air cleaners, but their core action is to release ozone into a room. Ozone is a reactive gas made of three oxygen atoms. That reactivity is promoted as a way to alter contaminants, yet it can also affect the respiratory system and other organic materials.
EPA’s guidance states: “No agency of the federal government has approved these devices for use in occupied spaces.” It also concludes: “Available scientific evidence shows that, at concentrations that do not exceed public health standards, ozone is generally ineffective in controlling indoor air pollution.” Those statements concern ozone generators in occupied spaces; they are not a ranking of particular models. No model-level testing or comparison supports naming a best generator here. Read EPA’s ozone-generator guidance.
What ozone can—and cannot—do to indoor pollutants
EPA says ozone at concentrations that do not exceed public-health standards has little potential to remove indoor contaminants. It does not remove particles such as dust and pollen, and is not effective against carbon monoxide or formaldehyde. At those concentrations it also does not effectively remove viruses, bacteria, mold, or other biological pollutants.

Some chemicals can react with ozone, but those reactions may take months or years for many common indoor chemicals. They can also create other chemicals that are irritating or corrosive. Porous materials may shield contaminants embedded inside them, even at high ozone levels. EPA reports that concentrations five to ten times higher than public-health standards were needed in cited studies to sufficiently decontaminate air and prevent biological organisms from surviving and regenerating after ozone was removed. That does not make such concentrations appropriate for occupied homes.
Why room-size claims and odor do not establish safety
A generator’s output does not translate predictably into a safe concentration in a particular room. Indoor ozone levels depend on the device’s output and setting, the number of devices, room volume, open or closed doors, ventilation, surfaces that absorb or react with ozone, outdoor ozone, and distance from the generator. EPA says some study conditions exceeded health-based limits even when people followed manufacturers’ instructions.
EPA describes a historical study in which a large generator on high produced 0.50–0.80 ppm in a 350-square-foot room, although the manufacturer recommended it for spaces up to 3,000 square feet. EPA also reports that some generators used on high in a cited home study frequently produced 0.20–0.30 ppm with interior doors closed; in adjacent rooms, a powerful unit on high produced 0.12–0.20 ppm when interior doors were open. These are study findings under particular conditions, not predictions for every device or home. They do show why a square-foot rating alone cannot verify safe exposure. Smell is not a reliable warning system: people differ in their ability to detect ozone, and that ability can decline during exposure. Not smelling ozone does not establish that a room is safe.

Health effects and exposure limits are not consumer-use endorsements
EPA lists potential effects of ozone exposure including reduced lung function, aggravated asthma, throat irritation and cough, chest pain and shortness of breath, lung-tissue inflammation, and increased susceptibility to respiratory infection. Risk can vary with concentration and exposure time; exercise can increase breathing rate, and people with asthma or other lung disease may be more vulnerable. Susceptibility differs between individuals.
EPA’s guidance reports several figures that apply to different settings and purposes. They should not be treated as interchangeable consumer-device safety limits:

These standards have distinct scopes; none is an approval to operate an ozone generator in an occupied home. The figures and their qualifications are reported in EPA’s ozone-generator guidance.
What to do instead to improve indoor air
Start by matching the response to the source and pollutant. No single air cleaner addresses every indoor-air problem.
Reduce pollution at the source
EPA and the California Air Resources Board (CARB) advise reducing or eliminating sources of pollution where possible. This addresses pollutants where they originate, rather than relying on a device to treat all the air after release. Ventilate when outdoor conditions make it appropriate
Bringing in outdoor air can help dilute indoor pollutants, but whether and when to ventilate depends on outdoor air conditions and the home. CARB recommends ventilation with outdoor air where appropriate; ventilation is not a substitute for source control in every circumstance.
Use a portable particle air cleaner for airborne particles
A portable air cleaner can help with airborne particles when selected for the space and the problem. Particle filtration does not mean that every gas or contaminant is removed. EPA points consumers to air-cleaner resources from the Association of Home Appliance Manufacturers (AHAM) and to its Clean Air Delivery Rate (CADR) certification information. EPA does not certify air cleaners or endorse particular brands. See EPA’s guidance on air cleaners and filters.
Check forced-air system compatibility before upgrading its filter
For a home with central forced-air heating or cooling, CARB suggests considering at least a MERV 13 filter. Check the equipment manufacturer’s requirements or consult a qualified HVAC professional before changing filter type: the system must be compatible with the filter. This is HVAC filtration, not a universal solution to gases or every indoor pollutant. CARB explains its filter guidance.

How to evaluate an air-cleaning device without relying on ozone
- Identify the pollutant. Particle filters address airborne particles; source control and ventilation may be needed for other indoor-air concerns.
- Match the device to the room or system. Choose portable equipment for the space it will serve, and verify that an HVAC filter is compatible with the forced-air equipment.
- Look for relevant performance information. EPA points to AHAM resources and CADR information, but does not certify air cleaners or endorse brands.
- Check ozone-emissions information. CARB describes certification based on low, usually near-zero, ozone emissions as well as electrical safety. Its list of hazardous ozone generators is partial and periodically updated; not appearing on the list does not establish that a product is safe.

What about treating an unoccupied area?
Ozone treatment in an unoccupied area is a different use case from routine air cleaning in an occupied home. The evidence here does not establish safe operating procedures, re-entry times, or reliable treatment outcomes for a particular device or building. Do not infer that an “unoccupied” label, room-size rating, or lack of odor makes a treatment safe. For a specific building or contamination concern, use qualified professional guidance rather than treating a consumer ozone generator as an ordinary air purifier.
