This guide covers a simple educational launcher powered by stomping on an empty two-liter bottle—not a compressor-fed pressure vessel. Use a complete bottle-powered plan and its assembly diagram; do not attach a compressor or adapt these PVC parts for mechanical pressure. TeachEngineering specifically warns, “do not use mechanically compressed air with launchers built with PVC pipe!” (TeachEngineering.)
How the bottle-powered launcher works
A student stomps on an empty two-liter soft-drink bottle, pushing air through connected plastic pipe and up a launch tube. A lightweight paper rocket fitted loosely over the tube is propelled upward. NASA’s Pop! Rocket Launcher is an educational stomp launcher, not a compressor-fed pressure chamber (NASA Jet Propulsion Laboratory; NASA Rockets Educator Guide).
Choose one plan and gather its materials
The plans differ in their listed parts. Choose one plan, follow its full parts list and diagram, and do not combine dimensions or assembly details from different versions.

Build the launcher and paper rocket
Assemble the launcher from the chosen diagram
Cut and connect the pipe and fittings exactly as shown in the complete NASA plan you selected. The diagrams determine the lengths and arrangement; the materials list alone is not a substitute for those instructions. Secure the bottle-to-pipe connection as the plan specifies. Do not improvise a compressor fitting, add a pressure chamber, or change the air source.

Make a rocket that slides freely
For the NASA JPL paper rocket, wrap paper loosely around the 24-inch shaping tube so the rocket body can slide easily over the launcher’s vertical tube. Tape the paper seam airtight, add a taped nose cone, and attach symmetrical fins. Keep the rocket’s open end clear. A tight fit or blocked opening can interfere with launch.
Set up a safe launch area
- Launch outdoors in a clear area away from trees, roofs, power lines, people, and the expected landing zone. Lightweight stomp rockets work best on a non-windy day.
- Wear eye protection and explain the launch and retrieval rules before starting. California Department of Education guidance recommends hazard analysis and risk assessment for projectile investigations and aiming rockets nearly vertically, within 30 degrees of vertical (California Department of Education projectile safety guidance).
- Keep people away from the tube and landing zone. NASA JPL says only the person stomping should be near the launcher, the tube should point away from that person, and rockets should be retrieved only after landing.
- Check the bottle before each use. Replace it if it is damaged or failing. NASA JPL reports that bottles in its lesson may launch 20 to 40 rockets before failure and replacement is needed; that is an activity-specific observation, not a guaranteed service life.
Launch and retrieve the rocket
- Place the launcher on stable ground in the cleared area, with the tube aimed nearly vertically and away from the stomper.
- Slide the rocket over the launch tube and confirm it moves freely. Check that everyone else is clear of both the launcher and landing area.
- Have only the designated stomper approach the bottle, then stomp to force air through the pipes and launch the rocket.
- Wait until the rocket has landed before retrieving it. Do not approach the launcher or landing zone while a rocket is still in flight.
Why this is not a compressor-fed build
A stomp bottle and a mechanically pressurized system are different architectures. The NASA plans support the bottle-powered design described above. A launcher supplied by a pump or compressor needs a pressure chamber, release mechanism, gauge, rated components, and operating limits engineered for its particular materials and design. Science in School describes these system elements but does not establish a universal safe DIY specification (Science in School). Its historical examples—a copper launcher used at European Space Camp stated as capable of more than 8.3 bar (120 psi), and a particular NASA PVC launcher discussed with a 2.0 bar (30 psi) limit—are not generic ratings or construction targets.

Do not use the bottle-powered PVC plans with mechanically compressed air. For a compressor-fed launcher, use purpose-built, properly rated equipment and obtain engineering review appropriate to the components and operating environment rather than adapting this classroom build.

Change one design variable at a time and record results consistently. NASA JPL’s lesson has students track altitude, compare rocket designs, and refine them based on observed flights. Useful variables include rocket mass and shape, fin placement and symmetry, launch angle, wind, and the air source. Science in School explains that stability relates to the rocket’s center of gravity and center of pressure, while wind and drag also affect flight; therefore a single launch is not a reliable comparison between designs.

For NASA JPL’s altitude-tracking method, a 100-meter baseline is preferred; the lesson also permits shorter 50-meter or 25-meter baselines. Use the same measurement method and setup for each trial, and note conditions such as wind and launch angle so the comparisons remain meaningful.
