How Disaster Survivors Can Keep Rebuilding Costs Under Control

Rebuilding cost control starts with comparing contractor scopes, confirming insurance benefits and payment timing, and identifying financing for any remaining gap.

Disaster survivors can make rebuilding costs easier to manage by comparing contractor estimates on the same scope, checking insurance benefits and code-upgrade coverage, accounting for labor and material delays, and arranging financing before work begins. In California’s Eaton and Palisades wildfire recovery, state-reported survey data show how sharply those pressures can affect decisions: 39% of survivors cited high out-of-pocket costs and 30% cited delayed or insufficient insurance payouts as factors in whether to rebuild or repair. Those figures describe survey responses, not the share of all survivors who will face a particular shortfall.

Why rebuilding costs can rise after a disaster

Reconstruction demand can surge in a limited area while contractors, skilled tradespeople, and building materials remain constrained. Competition for those resources can push costs higher and extend timelines, as described in congressional testimony on post-fire reconstruction. The pressure is local and depends on what was damaged, what work is required, and when crews and materials are available; it does not establish one standard increase for every project. The House hearing document, “Increasing Costs Beyond the Fire”, discusses these forces.

Build a reliable picture of the project cost

Compare estimates by scope, not just by total

Ask contractors to describe the work included, allowances, assumptions, exclusions, and schedule. Compare estimates on the same scope so a lower headline price does not conceal omitted work or different assumptions. Confirm how changes in material availability, labor scheduling, or site conditions could affect price and timing. The available evidence identifies these as practical comparison points; it does not establish a universally effective budgeting tool or a single cost-control method.

Separate the construction budget from the insurance settlement

California’s Department of Insurance reported more than $22.4 billion in insurance payments to Southern California wildfire survivors as of December 31, 2025. That is a statewide total already paid, not an estimate of what an individual homeowner will receive. The department’s December 31, 2025 update provides the figure.

For an individual project, compare the contractor’s estimate with the insurer’s written scope and settlement, then identify the gap that household funds or financing would need to cover. Policy language and claim circumstances determine covered amounts; a statewide payment total cannot predict an individual claim.

Check insurance benefits and payment timing

Ask about replacement-cost and code-upgrade benefits

The California Department of Insurance said eligible policyholders may be due replacement-cost and building-code-upgrade benefits whether they rebuild or relocate. Whether those benefits apply, and their amount, depends on the policy and the individual claim. Ask the insurer to explain the applicable provisions and any documentation or deadlines. The department’s 2025 announcement describes the guidance.

Clarify how insurance proceeds will be released

Some survivors told California officials that mortgage lenders held insurance proceeds in escrow during construction and that this contributed to delays. Escrow can be part of a rebuilding arrangement, but the reported difficulties do not mean every lender or claim is delayed. Before construction starts, ask the lender what documents and inspections release funds, who approves each draw, and how quickly approved payments are issued. California raised the issue in its July 14, 2026 update on payouts to Los Angeles fire survivors.

Consider financing when insurance does not cover the full rebuild

California’s Disaster Rebuilding Assistance Program

On September 17, 2026, California announced a $100 million Disaster Rebuilding Assistance Program intended to provide financing options for Eaton and Palisades survivors and help close the gap between insurance proceeds and rebuilding costs. The announcement directed interested homeowners to explore eligibility and meet with a participating construction lender. It does not, by itself, establish current eligibility rules, application steps, remaining funds, or referral arrangements; confirm those details through the state’s current program information before relying on the program in a project budget. The state’s September 17, 2026 announcement describes the program.

HUD FHA Section 203(h)

For eligible survivors in presidentially designated disaster areas, HUD’s FHA Section 203(h) mortgage insurance may support financing to reconstruct or buy a one-family principal residence. It is mortgage insurance for qualified lenders, not a direct grant. Eligibility and loan terms should be checked with HUD or a participating lender. See HUD’s Section 203(h) program page.

For flood damage, verify coverage before budgeting

Most homeowners insurance does not cover flooding, and federal disaster assistance is not guaranteed. A rebuilding budget for flood losses should be based on the coverage that actually applies and any assistance confirmed for the household, rather than an assumption that a standard homeowners policy or federal aid will pay the gap. The National Flood Insurance Program’s cost-of-flooding information explains these limits.
