A mostly enclosed toilet paper holder with a narrow dispensing opening is the strongest design choice for limiting a cat’s access to the roll. It is not a guarantee: cats differ, and an opening that blocks paws can also make paper awkward for people to dispense and tear.
What makes a toilet paper holder more cat-resistant?
Enclosure matters more than a simple front flap. A mostly enclosed holder limits direct paw access, while a basic flap can be pushed or lifted by some cats. The opening still needs to let paper feed and tear without inviting paws inside. How to choose the right holder for your bathroom
Check the opening and everyday usability
A tight opening can limit paw access, but an overly restrictive feed can frustrate people. Check how the paper pulls and tears, how quickly the roll reloads, and whether the last sheet is easy to feed back into the holder.

Measure both the roll and the space
Measure the available wall area and the roll you actually buy. Catster reports that JunSun accommodates regular and mega rolls but also calls it larger than some alternatives. PetsCareLife gives a maximum roll size for its JunSun listing; because retailer specifications can change, confirm the size on the live listing rather than relying on a roundup figure.
Match the mounting to the wall
Adhesive mounting may suit smooth surfaces but may not be appropriate for painted walls. Screw-mounted holders require holes. Follow the product’s current directions for surface preparation and any adhesive cure time, and choose a location and mounting method compatible with the bathroom surface.

Separate active-roll protection from spare-roll storage
A lidded canister can keep spare rolls together, but it does not protect the roll on the wall. If the cat can still reach the active roll, choose an enclosed dispenser or keep that roll somewhere inaccessible when it is not in use.

If a holder’s opening or flap is still accessible to your cat, a more enclosed design—or relocating the active roll—addresses access more directly.
