If nearby construction is disrupting your home, start by recording what is happening, then contact the site using its posted details and ask for a specific change. If the impact continues, report it to the local council or the authority responsible for that site or road. The right rules and complaint route depend on where you live and what is being built.
Record what is happening
A clear record helps the site manager or authority understand the problem and decide what response is appropriate. For each incident, note:
- Date, start and end time.
- Where you were affected, such as a bedroom, garden or driveway.
- What happened: loud machinery, reversing alarms, dust drift, mud on the road, blocked access or another specific impact.
- How it affected use of your property, including whether you could open windows, sleep or safely enter and leave.
- Any visible traffic effects, such as queuing, speeding or vehicles using a route that appears unsuitable.
Keep relevant site notices and correspondence. If it is safe and lawful, take factual, time-stamped photographs or recordings. Do not put yourself in danger or trespass to gather evidence; a concise written record is useful even without images.
Contact the site and ask for a practical fix
When the project provides a contact, raise the issue with the project manager or site contact first. NSW EPA guidance recommends notices and contact details for nearby residents, and local authority guidance also encourages contacting the responsible party. Keep the message brief: describe the impact, give dates and times, and request a concrete action.

Depending on the problem, you could ask for advance notice of particularly disruptive work, loud tasks to be scheduled more considerately where feasible, dust suppression, covered or dampened stockpiles, defined vehicle routes or speed controls, or cleaning mud and dust from affected roads. Ask for a named contact and how to report problems outside staffed hours. Save the response and note whether the situation changes.
Match the complaint route to the problem
If the impact persists, contact the local council or environmental health team and ask which authority handles that site and type of complaint. Responsibility varies with jurisdiction and project type; a residential building site, commercial site, major infrastructure project and public roadworks may not follow the same route.

In Victoria, residential construction noise complaints go to the local council; the EPA handles commercial and major infrastructure matters within its remit. In England, DEFRA says councils must investigate noise complaints that could amount to statutory nuisance. These examples are jurisdiction-specific, not universal complaint instructions. NSW EPA says general road traffic noise is managed by Transport for NSW and councils; that does not establish a single route for every construction traffic or road-safety issue.
Check hours and permissions locally
Do not assume that work is unlawful because it is noisy, happens outside a schedule found online, or takes place during ordinary hours. Ask the council or relevant authority whether this project has approved hours, permit conditions or exceptions, and which complaint channel applies. Site type and local requirements matter, and some activity within ordinary hours can still be unreasonable.

For context, Victoria EPA lists advisory normal hours for residential construction and demolition as weekdays 7 am–6 pm and Saturdays 9 am–1 pm. Those are Victoria guidance for that site category, not a general rule elsewhere; the EPA notes that councils may impose requirements and that exceptions and local flexibility can apply. In England, DEFRA describes council powers to issue notices controlling noise levels, machinery, working hours and mitigation where construction or demolition noise may be statutory nuisance. The assessment and any consent depend on the circumstances.
Controls worth asking about
Noise
- Schedule the loudest tasks at more considerate times where feasible, and give nearby residents advance notice.
- Use quieter methods or equipment where practical; maintain machinery and consider acoustic covers or barriers where appropriate.
- Keep deliveries and vehicle movements within approved hours and conditions.
Victoria EPA identifies scheduling, quieter techniques, equipment measures and maintenance as noise-management options. Luton Council also describes equipment, barriers and scheduling controls.

Dust
- Use water suppression and keep stockpiles damp or covered.
- Screen dusty work where appropriate; set vehicle speed limits and designated routes.
- Clean mud and dust from road surfaces affected by the work.
Communication
- Ask for notice of disruptive tasks, updates on planned work and a named site contact.
- Request a clear way to report impacts when the site office is not staffed.
- Keep your requests and the site’s replies together with your incident log.
Make an effective report
When contacting the authority, include the site location, project type if known, dates and times, the specific impact, steps already taken with the site, and any response. State what would help—for example, dust suppression, road cleaning or clarification of permitted hours. Ask the authority to confirm whether it is responsible or to direct you to the correct body. Avoid claims that a rule has been broken unless the authority or project conditions establish that.
The HSE’s public guidance reflects common neighbour concerns, including construction or demolition next door, dust reaching a public area, and noise affecting nearby homes. The practical first question is often who is responsible for addressing the particular impact, rather than whether every site follows one national complaint process.
