Start with the conservation practice and the state where the work will occur, then use that state’s adapted Conservation Practice Standard in the Field Office Technical Guide (FOTG). The national standard is a baseline—not a stand-alone plan, design, or installation document. If you cannot locate the state standard, ask your local USDA Service Center or NRCS State Office.
What is an NRCS Conservation Practice Standard?
USDA NRCS describes Conservation Practice Standards (CPS) as official technical documents that set minimum science-based criteria for planning, designing, installing, and maintaining conservation practices. They explain what a practice is, why and where it is used, and the quality requirements it must meet to function as intended.
A standard defines technical criteria; it is not, by itself, a complete site plan, construction drawing, permit, contract, or funding approval. The right design and installation depend on the applicable state standard and the project’s conditions.
Which NRCS conservation standard should I use for my state?
Use the version adopted or adapted for the state where the work will take place. NRCS makes state standards available through each state’s FOTG. The agency cautions that national standards should not be used alone to plan, design, or install a practice. State criteria may be more restrictive than the national standard.

- Identify the conservation practice, using its name or practice code if known.
- Open the FOTG for the state where the project is located and find that practice’s standard.
- Check for related state materials and current notices that affect planning or implementation.
- If you cannot find the applicable document or need help interpreting it, contact the local USDA Service Center or NRCS State Office.
State adaptations reflect differences in natural resource conditions, including soils, climate, and topography, as well as state regulations. Requirements can also depend on site details and the conservation program involved. Without a state, practice, and project description, no single construction method or technical criterion can be treated as universal.
NRCS’s Conservation Practice Standards page provides national standards and explains their relationship to state standards. For the applicable version, use the state FOTG linked from NRCS’s Field Office Technical Guides page.
Can I use the national NRCS standard to build the project?
Not by itself. NRCS states: “National conservation practice standards should not be used to plan, design or install a conservation practice.” Use the state-adapted standard for the project location, together with any applicable implementation guidance and site-specific planning. A national document can help explain the baseline criteria, but it does not replace state requirements or a project-specific design.

What are the overview, CPPE, implementation requirements, and network diagram for?
These materials support different parts of understanding and planning a practice; they are not interchangeable.

- Conservation Practice Physical Effects (CPPE): Describes or estimates effects on resource concerns involving soil, water, air, plants, animals, energy, and human resources.
- Implementation requirements: Provide more detailed guidance and, where available, worksheets for documenting planning and design for a particular site. NRCS has national implementation requirements for only a limited number of practices.
- Network diagram: Illustrates potential direct, indirect, and cumulative effects of a practice, including both positive and negative outcomes.
For a construction decision, use the applicable standard and site-specific technical direction—not an overview or effects worksheet as a substitute for design criteria.
What should landowners know about hiring a technical service provider?
NRCS’s participant-and-provider fact sheet assigns responsibilities to both the participant and the technical service provider (TSP). It says the participant selects the TSP and should confirm that the provider is certified for the practice in the plan. The participant’s responsibilities include decisions, permits, coordination, oversight of installation, notifying NRCS when work is complete, documentation, and maintenance. The TSP provides technical services and documentation that meet NRCS requirements.

The fact sheet is dated 2019. Confirm current procedures, roles, and any contract-specific obligations with NRCS before relying on it for a current project. Requirements may also be shaped by the program agreement and applicable permits.
Does following the NRCS standard mean I’ll be paid?
No. Meeting a technical standard does not, by itself, establish eligibility for financial assistance or guarantee a payment. NRCS payment schedules document applicable rates and estimated practice costs under technical standards and specifications, while program rules determine how assistance applies.

Before budgeting work, confirm eligibility, the payment method, and the current rate with the relevant program and local NRCS office. Those details can depend on program, state, fiscal year, and contract; a standard is not a payment quote.

Yes. NRCS’s information page reports proposed revisions to 48 national standards under Federal Register docket NRCS-2026-0100. It lists October 1, 2026, as the comment deadline for the notice and October 7, 2026, for feedback through a CPS feedback link. Because the page gives different dates for different submission routes, check the current notice and status rather than assuming a comment period is open or closed.
Regardless of a proposed national revision, check the state FOTG for the standard that applies to work at your location. Proposed revisions do not, on their own, tell you which state-adapted requirements currently govern a project.

How should I compare practice approaches or contractor proposals?
Compare proposals against the same site conditions and applicable state criteria. A useful review includes:
- The resource concern each approach is intended to address.
- Site conditions and the proposed technical approach.
- Expected effects on resources, including possible negative effects.
- State standard criteria, implementation guidance, and maintenance obligations.
- Required permits and coordination responsibilities.
- Cost, payment method, and any program conditions.
- Whether the contractor or TSP is qualified for the specific practice and technical role.
NRCS materials can help evaluate these dimensions, but without a project location and description they do not support ranking specific practices or specifying a universal method. For project-level guidance, provide NRCS with the state, practice name or code, project setting, and program, if applicable.
