Start with NRCS’s national Conservation Practice Standards index to identify a practice and its supporting documents. For work at a particular site, use the applicable state’s Field Office Technical Guide (FOTG), especially Section 4. The national index is for discovery and comparison; NRCS says national standards alone should not be used to plan, design, or install a practice.
Find the standard that applies to your project
- Identify the practice. Browse the national Conservation Practice Standards index by practice name or code. Entries commonly show a practice code, units, document issue date, and supporting materials.
- Open the FOTG page and select the state. Choose the guide for the state where the work will occur. FOTG content is localized for the geographic area it serves.
- Search Section 4. Use the selected guide’s document tree and available filters, such as section, file type, or subject, to find the practice standard and related implementation documents.
- Confirm the applicable version. Check the state-adopted standard and applicable supporting materials for the project area. A national document’s issue date does not establish that it is the locally applicable version.
- Ask NRCS if the local material is missing or unclear. Contact the NRCS State Office or local USDA Service Center if the applicable state standard cannot be found in FOTG or its status is uncertain.
National standard or state FOTG: which should you use?

NRCS says a state standard may be more restrictive than the national version, but not less stringent. For actual project decisions, use the standard adopted for the place where the work will occur, along with its applicable implementation requirements. Do not treat a national PDF as the final specification for a particular site.
What the FOTG sections contain
- Section 1: General references and technical notes; it can include cost data and applicable tribal, state, or local laws.
- Section 2: Natural and cultural resource information, including data and interpretation procedures.
- Section 3: Planning criteria and related planning, design, implementation, evaluation, and monitoring activities.
- Section 4: Conservation Practice Standards and Practice Support Documents. This is the main collection for locating a practice standard and its related materials.
- Section 5: Conservation effects.
Content and presentation can differ by state, so check the guide you selected rather than assuming every FOTG has identical files or organization.
Which supporting documents are useful?
- Conservation Practice Standard: Describes the practice’s purpose and where it applies, and establishes minimum planning criteria for achieving that purpose.
- Conservation Practice Overview: Summarizes the practice, common uses, and expected effects when properly applied; it may include a photo of an installed practice.
- Conservation Practice Physical Effects (CPPE): Describes effects on soil, water, air, plants, animals, energy, and human resources, along with related concerns.
- Network effects diagram: A visual aid, available for many practices, showing relationships and effects.
- Other Section 4 support documents: May include implementation requirements and related practice documents. Availability varies by practice and state.
Use supporting documents to understand the practice and its effects, but rely on the locally adopted standard and applicable implementation materials for the project-specific requirements.

How to check for changes
NRCS releases new or updated national standards through National Handbook of Conservation Practices notices in eDirectives, linked from its Conservation Practice Standards Information page. For a high-consequence project, check the notice and confirm the version adopted in the relevant state FOTG when making the technical decision. A notice about a proposal or draft does not, by itself, mean that a revision has been adopted.
As of October 4, 2026, the NRCS information page reported a Federal Register proposal to revise 48 national standards under docket NRCS-2026-0100; comments were due October 1, 2026. The page also listed stakeholder engagement on draft changes to two standards and one CEMA, with feedback due October 7, 2026. These are dated notice details, not confirmation that proposed or draft changes had become adopted standards. Check the official page and applicable state FOTG for current status.
