How to Prevent and Repair Cracks in a Concrete Bridge

Concrete bridge cracks need assessment before repair. Learn how to document them, reduce water and salt exposure, and understand the limits of common deck treatments.

Preventing and repairing cracks in a concrete bridge starts with identifying what is causing them—not simply filling what is visible. The right response depends on the bridge element, crack pattern and movement, exposure to water and deicing salts, signs of corrosion or concrete damage, and the member’s structural role. For an actual bridge, inspection and repair decisions belong with the bridge owner and qualified bridge engineers.

What causes cracks in a concrete bridge?

A crack is evidence of a change or distress in the concrete, not a diagnosis by itself. Several mechanisms can produce similar-looking cracks, and more than one can act at the same time. The Federal Highway Administration (FHWA) lists chemical attack—including alkali-silica reaction and sulfate attack—structural loads, reinforcement or prestressing corrosion, creep or shrinkage, ground motion, collisions, earthquakes, and other sudden external actions as possible causes. A 2024 Illinois Center for Transportation report on bridge-deck cracks also identifies traffic loads, temperature variations, moisture, and chemical exposure as contributing factors.

Appearance alone cannot reliably distinguish among these causes. A crack’s location and direction, whether it is changing, the element it crosses, and nearby conditions such as rust staining, dampness, efflorescence, spalling, or exposed reinforcement all matter. A deck crack exposed to water and road salts presents different durability concerns from a crack in a prestressed girder, even if their widths appear similar.

How can bridge owners help prevent cracking and deterioration?

Prevention is best understood as managing exposure and addressing deterioration early, rather than following one universal mix, curing recipe, or crack-control specification. Concrete bridges differ in design, climate, traffic, materials, and owner requirements; the reviewed guidance does not establish a single preventive formula suitable for every bridge.

  • Use an inspection and preservation program. Locate and document cracks, map areas of cracking, and compare records over time when movement or deterioration is a concern.
  • Manage water and chloride exposure. Water and deicing salts can pass through deck cracks and increase reinforcement-corrosion risk. Surface protection, deck sealing, or crack sealing may be appropriate in particular conditions, but selection should reflect the deck’s condition, exposure, and applicable owner specifications.
  • Plan repairs around the deterioration mechanism. A surface treatment will not resolve an underlying structural problem or active deterioration. Repair planning should account for causes such as corrosion, chemical attack, or load-related distress rather than treating only the visible opening.
  • Follow bridge-owner requirements. State transportation agencies and other owners may set their own inspection, material, and repair specifications.

How should cracks be inspected and documented before repair?

FHWA’s Long-Term Bridge Performance protocol calls for locating and documenting individual cracks and map cracking. Record enough information to track the condition and allow an engineer to assess it; photographs and spatial documentation help make later comparisons meaningful.

  1. Identify the element and location. Note whether the crack is in a deck, girder, or another member, and record its position so it can be found again.
  2. Describe its geometry. Record orientation, length, maximum width, and an estimated depth where possible. A crack-width comparison card can help record width, but it cannot establish structural safety or prescribe a repair.
  3. Record surrounding evidence. Note moisture, efflorescence, rust, exposed reinforcement, spalling, or other visible deterioration.
  4. Photograph and map it. Preserve the location and appearance in a way that supports repeat inspection.
  5. Recheck when behavior matters. Repeat observations over time if movement or progression is a concern, and refer the findings to the bridge owner or qualified engineer.

The FHWA protocol’s recording criteria are 0.025 inches and wider for reinforced-concrete cracks and 0.005 inches and wider for prestressed elements. These are documentation thresholds in that protocol—not universal safe-width limits, acceptance criteria, or instructions to repair only above those values. FHWA notes that even a small crack in prestressed concrete can matter because some states do not allow tension cracking in prestressed bridge elements.

How do engineers choose a crack repair?

Repair selection should follow an assessment of the crack and its consequences. The key questions are whether it is active or dormant, how deep it is, whether the concrete is delaminated or spalling, what structural role the element serves, and whether corrosion, moisture, salts, freeze-thaw damage, or chemical attack is involved. The owner’s specifications, traffic disruption, repair scope, and expected maintenance needs also affect the choice.

FHWA summarizes several bridge-deck preservation approaches, but they are not interchangeable remedies:

Approach What it is intended to address Selection boundary
Deck sealing Surface protection used as part of deck preservation. Suitability depends on deck condition, exposure, and agency guidance.
Crack sealing Filling suitable deck cracks to limit passage of moisture and deicing salts. Crack condition and exposure matter; sealing alone is not a structural diagnosis or remedy.
Concrete deck repair Repair of deteriorated concrete in a localized area. The repair extent depends on the damage and applicable owner criteria.
Full-depth repair Repair extending through the deck thickness where conditions warrant that scope. It is a distinct, more extensive intervention; triggers are owner- and condition-specific.
Thin polymer overlay A deck-preservation overlay option in appropriate conditions. In FHWA’s summary of New York State DOT guidance, it is described for a deck with general condition rating 5, a good concrete wearing surface, and limited delamination. This is an agency-specific example, not a universal rule.

FHWA-HRT-25-009 explains the purpose of crack sealing this way: “Crack sealers are used to fill cracks in concrete decks to prevent the passage of moisture and deicing salts through the crack.” That purpose is exposure control; whether sealing is suitable for a particular crack still depends on inspection and engineering judgment.

Where the concern involves a girder, prestressed member, load transfer, or structural capacity, the response may require an engineered structural repair rather than a deck-sealing treatment. Ultra-high-performance concrete (UHPC), for example, has specialized bridge-preservation applications such as deck overlays, girder-end repairs, and link slabs. It is one option in a broader engineering toolkit, not a universal crack filler.

What should not be inferred from crack width or a repair guide?

  • A crack below a documentation threshold is not automatically harmless, and one above it is not automatically unsafe. Width criteria cited here specify when the FHWA protocol records cracks; they are not universal safety cutoffs.
  • A sealant does not establish or correct the cause of a crack. It may help limit water and salt ingress in a suitable application, but it cannot substitute for structural assessment where capacity may be affected.
  • An agency example does not become a rule for every bridge. FHWA’s New York State DOT summary describes conditional applications, not binding criteria for other owners or projects.
  • A cost-comparison tool is not a crack-diagnosis tool. FHWA’s Bridge Deck Preservation Tool compares relative initial costs, service-life benefits, life-cycle costs, and risk for reinforced-concrete decks when chloride-induced topside corrosion is the governing mechanism and adequate data are available. Its scope is limited to that decision context.

The 2024 Illinois Center for Transportation report, Concrete Bridge Deck Crack Sealing, reviews crack categories, inspection and classification, sealant selection in regional conditions, remediation options based on deck rating and crack characteristics, and consideration of initial and ongoing costs. The available report record does not establish a universally recommended sealant brand or a general cost comparison. Product and material choices should therefore follow bridge-specific assessment and owner specifications.

When should a bridge crack be referred for engineering assessment?

Any concern about a crack in a load-carrying element, prestressed member, or area with signs of active deterioration should be handled through the bridge owner’s inspection and engineering process. The same applies when cracks appear to be changing, or when corrosion, exposed reinforcement, spalling, or other significant damage is present. A general article cannot determine the safety of a particular bridge or specify its repair detail; that requires bridge-specific evaluation under applicable owner requirements.
