How to Inspect a Reinforced Concrete Bridge During Construction

Inspect a reinforced concrete bridge against its approved project requirements—from pre-pour checks and concrete placement through curing, final inspection and records.

Inspect bridge construction in stages: review the controlling project documents, check forms, falsework, reinforcement and embedded items before concrete placement, observe placement and testing, verify finishing and curing, then inspect and document the completed work. At every stage, compare the work with the approved plans, specifications, inspection and test plan, and owner procedures. FHWA checklists offer useful prompts, but they are not universal acceptance criteria.

This guide draws on U.S.-oriented FHWA material, including older guidance and sample checklists. Contract requirements, inspection frequencies, tolerances, test methods and corrective actions vary by project and jurisdiction. Routine construction inspection is not a substitute for a formal in-service bridge safety inspection.

1. Review the project requirements before arriving in the field

Start with the documents that govern this bridge. Confirm you are working from current, approved versions and identify what must be inspected, tested, witnessed or documented before work can proceed.

  • Approved plans and specifications, including applicable revisions.
  • Approved concrete mix information, material sources and relevant submittals.
  • The inspection and test plan, owner procedures, required forms and assigned testing responsibilities.
  • Pre-pour meeting records, hold points, notification requirements and any approved placement procedures.

FHWA’s concrete construction inspection guide includes preparation topics such as pre-pour meeting minutes, approved formwork and falsework, mix design and material sources, reinforcement placement procedures, and concrete testing. Published in 2004, it is useful as a guide to review categories, not as a statement of current project rules.

2. Check forms, falsework, reinforcement and embedded items before the pour

Inspect components while they remain accessible. Resolve discrepancies through the project’s procedures before concrete covers them; do not rely on a later surface check to confirm concealed work.

Forms and falsework

  • Check form condition, alignment, support, tightness and cleanliness against the approved construction documents.
  • Confirm release agent use and application follow project requirements and will not contaminate reinforcement or construction joints.
  • Verify required formwork and falsework approvals are in place. Where required, observe and record deflection or other movement during placement.

Reinforcement

Compare installed steel with the plans and approved shop drawings. Check identification and required certification, grade or type, bar size, location, spacing, bends, splice details and splice locations. Verify bars are tied and supported securely, cover is as specified, and any coating is in acceptable condition. FHWA’s reinforcing bar checklist includes these types of checks as well as placement records.

Record the placement and resolve any nonconforming condition using the owner’s process. A cover meter may be an optional aid for checking cover where appropriate, but the cited checklists do not require or endorse a particular device. Use only methods accepted by the owner, and apply the contract’s measurement and acceptance criteria.

Embedded items

Check the location and security of items that will be cast into the concrete, such as conduits, voids, bolts and railing anchors. Confirm they match the approved details and will not interfere with reinforcement, required cover or concrete placement.

3. Complete the pre-pour check and monitor concrete placement

Use the project’s pre-pour hold point and checklist. Before release, make sure the required inspections are complete, forms and reinforcement are clean, and the specified clearances and cover can be verified. Do not authorize a pour in place of the person or process designated by the contract.

Delivery, testing and placement

  • Review delivery and batch records as required, and observe the concrete’s condition on arrival.
  • Follow the project sampling and testing plan for fresh-concrete properties and strength. The specifications determine test methods, frequency and acceptance limits.
  • Observe placement sequence and rate, consolidation, and signs of segregation or other placement problems.
  • Watch forms and falsework for movement, and reinforcement for displacement. Record observations and respond under project procedures.

FHWA’s construction inspection guide covers concrete placement and testing. Its prompts do not supersede current contract requirements or owner procedures.

Deck-specific observations

For a bridge deck, FHWA’s bridge deck checklist prompts inspectors to consider the finishing machine, grade, crown, weather and surface finish, as well as avoiding water addition during finishing. Apply these as relevant inspection prompts: the project’s current specifications establish which requirements apply and what limits govern.

4. Observe finishing and verify curing

Observe strikeoff and finishing against specified geometry and finish. Check the required curing product or method, its condition and application, coverage, and ongoing maintenance. Document observations and required records according to the project’s procedures.

Do not assume a curing duration, application rate or weather threshold from a sample checklist applies to every bridge. Use the governing specification for the required method, timing, coverage, monitoring and any corrective action.

5. Inspect the completed work and close out records

Inspect the finished deck and related work against the contract requirements. Note surface roughness, cracking, tearing, joints and visible defects; check specified geometry and thickness using the approved methods. Verify that required follow-up work, such as specified treatments or joint or crack sealing, is complete.

FHWA’s concrete construction inspection guide and bridge deck checklist provide example post-placement prompts, not universal tolerances or repair decisions. Apply the project specifications to determine acceptance and disposition of deficiencies.

Close out the inspection record with the information required by the owner. Depending on the project, that may include inspection notes, test results, batch information, required photographs and the disposition of nonconforming work. FHWA guidance addresses recording procedures for reinforcement and embedded items as well as concrete placement and testing.

What governs acceptance

Use checklists to organize field observations, not to replace the contract. The controlling plans, specifications, approved submittals, inspection and test plan, and owner procedures establish applicable hold points, test responsibilities, acceptance limits and corrective actions. If a checklist example differs from those requirements, follow the project’s established document hierarchy and raise the discrepancy through the designated process.
