Neither option is automatically better. Adaptive reuse can avoid some demolition and new-material emissions and may cost less if the building can meet the new use’s structural, code, and planning needs. Demolition and replacement may be the more workable choice when those constraints make conversion infeasible or disproportionate. For a specific vacant site, decide by comparing equivalent outcomes for whole-life carbon, lifecycle cost, feasibility, and the value of retaining the building and its place.
What should be compared?
Start by defining the outcome both options must deliver: intended use, capacity, quality, location, and the period over which the project will be assessed. Then compare adaptive reuse with demolition and replacement—and, where practical, a partial-retention option—against that same brief. A new building that provides a different amount or quality of space is not a like-for-like baseline.
Use consistent boundaries and assumptions. For carbon, include material supply, construction, operations, renovation or replacement during the study period, and end of life. For cost, consider the full lifecycle rather than construction cost alone. Record local energy assumptions, quantities, financing, maintenance, replacement, and residual-value assumptions so readers can see what drives the result.
How does the carbon comparison work?
Keeping usable structure and materials can avoid some emissions from demolition and from producing and transporting replacement materials. The benefit depends on how much fabric can actually be retained, what new work the conversion needs, the building’s future operations, and the assessment boundary. An upfront embodied-carbon result is not the same as a whole-life result.

A 2026 office-to-residential case study in Finland by M. Moisio and co-authors illustrates why the boundary matters. Against that study’s new-construction baseline, its adaptive-reuse scenario had lower reported upfront greenhouse gas emissions and lower emissions over a 50-year lifecycle:

These are results for one office-to-residential project and its model, not a forecast for another property or a general savings rate. A separate 2017 library-tower study in Sustainable Cities and Society found that repurposing scenarios reduced impacts by 20–41% in six of seven assessed categories relative to demolition and new construction. That assessment excluded operational energy, so its results should not be compared directly with whole-life studies that include operations.

How should lifecycle cost affect the choice?
Compare capital, maintenance, replacement, operating, and financing costs over the same period, and state the residual-value assumptions. Initial construction cost alone can miss later costs or benefits. A reuse option may require substantial investigation or upgrades; replacement may bring a different cost profile. Which is less costly depends on the building, proposed use, local requirements, and project assumptions.
In the same 2026 Finnish case study, adaptive reuse’s reported initial building costs were 48% of the new-construction baseline, while its total lifecycle costs were 62% of that baseline. These are case-specific modeled outputs, not a promise that conversion elsewhere will cost less.

What can make reuse feasible—or rule it out?
Test the building against the intended use early. The condition of the structure and systems, the amount of fabric that can be retained, and the work needed to meet local requirements can change the comparison. There is no universal pass/fail threshold in the available evidence; the decision requires site information and professionals familiar with the relevant jurisdiction.
- Building and structure: establish condition and structural capacity, and identify which parts can practically remain.
- Building systems and envelope: assess their condition and fit for the proposed use, including the work needed to meet energy requirements.
- Safety and access: review hazardous materials, accessibility, fire safety, and life-safety needs against applicable local requirements.
- Use and approvals: check whether the proposed use fits the building and whether planning, zoning, and building-code pathways support it.
- Delivery constraints: consider schedule, finance, site limitations, disruption, and whether work can be phased.
These checks apply to both options, although they raise different design and delivery questions. A reuse proposal must show that the retained building can serve the new use; a replacement proposal must account for demolition and the requirements for a new building. Local planning and code rules matter: guidance or policy in one jurisdiction is not a substitute for approval analysis in another.

What value might be lost by demolishing?
Carbon and cost do not capture every project objective. A building may contribute historical or social value, or help maintain continuity in its surroundings. The US Environmental Protection Agency says adaptive reuse can preserve “the historical and social fabric of the place, while creating new opportunities.” Whether that value applies to a particular property is a local question, not an assumption that every vacant building should be retained.
Place-based value should be considered alongside practical constraints, including finance, demographics, and zoning. The European Commission’s Directorate-General for Environment described the New European Bauhaus direction on 27 March 2026 as “prioritising the better use of existing buildings over demolition and new construction.” That is EU-wide policy guidance, not an engineering conclusion about an individual site.

A practical decision process
- Set a matched brief. Specify the intended use, capacity, quality, location, and study period that both options must meet.
- Establish site facts. Commission building-condition and structural assessments, and determine what can be retained. Gather the information needed to assess systems, envelope, hazardous materials, safety, and access.
- Test local feasibility. Review planning and zoning, building-code routes, energy requirements, fire safety, and accessibility for the proposed use with qualified local professionals.
- Model both options consistently. Prepare whole-life carbon and lifecycle-cost comparisons using the same functional outcome, time period, and clearly stated assumptions. Include operations and end-of-life treatment in the carbon boundary; state which cost categories, financing, and residual-value assumptions are included.
- Compare delivery and place impacts. Weigh schedule, disruption, site constraints, phasing, financing, and the value of retaining the building in its context.
- Choose on the evidence. If key surveys, approvals, or assumptions are unresolved, treat the result as provisional rather than presenting a reuse-savings percentage as settled.
What can be concluded about this vacant site?
Without an address, condition survey, proposed use, zoning context, and cost model, the better option for this particular site cannot be determined. The next defensible step is to establish building condition and structural capacity, review planning and code feasibility, and compare matched whole-life carbon and lifecycle-cost scenarios. Use any project-specific percentage only with its baseline, study period, and assessment boundary attached.
