You can make a tiered garden with a horizontal raised bed built from concrete blocks, stacked pots on a stable support, or a vertical pallet garden secured upright. Choose based on the space available, the weight of the filled structure, how easily you can reach each tier, and how much watering it will need. If you plan to grow food in a pallet, use one stamped HT and avoid pallets marked MB or lacking reliable treatment information.
Choose the right tiered garden for your space

Before choosing, consider growing volume, reach, drainage, watering access, durability, and how the structure will be stabilized. The cited extension guidance offers build recommendations, not comparative yield measurements or universal load ratings.
Plan the footprint, access, and weight
Choose a reachable bed width
For a raised bed accessible from one side, Iowa State University Extension suggests a width of about 1½–2 feet. If you can reach it from both sides, it suggests 3–4 feet. Typical raised-bed heights in its guidance range from 6 inches to 20 inches or more; it notes approximately 2–3 feet for wheelchair users. Adjust the layout to the gardener and site rather than treating those dimensions as structural specifications.
Prepare a stable location
Level the footprint and choose a surface that can carry the filled, wet structure. Raised beds need reinforced corners and walls secured against outward movement. Pots and shelves also become heavy after watering; the sources do not specify a universal support rating, so size the supports for the actual containers and structure. Bring a pallet close to its final location before filling it, since a loaded pallet is difficult to move.

Account for water and sun
Put the garden within reach of a water source. Consider wind exposure and ensure the upper tiers do not shade lower plants more than intended. Pots and pallet pockets can dry quickly. Virginia Tech notes established container plants may need daily or even twice-daily watering when conditions dry them rapidly; check the soil rather than following a fixed schedule.
Build a vertical pallet garden
Materials
- A sound pallet with treatment markings you can identify
- Landscape fabric or weed cloth, a staple gun, and staples
- Potting mix and plants suited to the available pockets
- Sandpaper
- If needed, backing pieces, plywood, outdoor-rated screws, chicken wire, or brackets or feet to support and secure the pallet
Check the pallet before using it for food
North Carolina State Extension identifies HT as heat-treated, DB as debarked, KD as kiln-dried, and MB as methyl bromide. For food crops, use an HT-marked pallet; avoid one stamped MB. University of Saskatchewan’s 2025 pallet-gardening guide also advises against unmarked or suspicious pallets for food growing. KD means kiln-dried and is not necessarily the same as HT, so do not treat those stamps as interchangeable.

North Carolina State Extension describes the HT process for pallets manufactured in Canada or the United States as a minimum core temperature of 56°C (132°F) for softwoods and 60°C (140°F) for hardwoods, held for at least 30 minutes in a kiln. These are the treatment figures reported in its handbook chapter, not a way to verify an unknown pallet’s history.
Fit and line the pallet
- Inspect and prepare it. Reject damaged or unstable pallets. Sand rough spots. If the back is open or poorly supported, add support pieces; Kentucky State’s design uses plywood back and bottom panels attached with outdoor-rated screws. Chicken wire can help stabilize plants.
- Secure the fabric. Staple fabric across the back, bottom, and sides so it can retain the soil. Fold and fasten corners and seams firmly to reduce spills.
- Position it before filling. Move the pallet near its final location, then lay it flat. Texas A&M AgriLife Extension gives about 2.5 cubic feet of potting soil for its 25 × 38 inch pallet example. Kentucky State University Cooperative Extension says a 40 × 48 inch horizontal pallet may require up to 5 cubic feet, depending on how densely it is filled. These are examples for those designs, not a universal volume.
- Plant from the bottom upward. Add plants and soil progressively, packing soil around the roots and filling gaps. Water thoroughly.
- Let roots establish before standing it up. Texas A&M recommends leaving the planted pallet horizontal for one to two weeks, then standing it upright and securing it against tipping or falling.
Water naturally runs downward through the pallet, so place drought-tolerant plants toward the top. Choose plants that fit the pockets and be prepared to check moisture often; the range of suitable plants is limited compared with a conventional bed.

Arrange tiered pots and containers
- Choose a stable support. Use shelves or supports that can carry the weight of all containers after watering. Place them where the setup will not be easily bumped or exposed to destabilizing wind.
- Select pots for the mature plants. A pot must provide enough room for the plant as it grows. Every pot needs unobstructed drainage holes.
- Use a suitable growing medium. A porous container potting mix can help water drain. Virginia Tech cautions that some soilless mixes may be too light to support vegetable roots.
- Arrange tiers for light and access. Leave room for plants to grow and avoid having upper containers block light from lower ones. Appropriate spacing depends on plant size and site exposure.
- Water through and let excess drain. Do not leave pots standing in the water draining from them. Check soil moisture frequently, especially in hot, dry, or windy conditions. Small pots and porous clay pots dry faster.
Build a raised bed with concrete or cinder blocks
Lay out the bed for access
Mark the footprint before placing blocks. Use the reach guidelines above to set the width, then choose a practical height for the gardener and the amount of soil required. Multiply the bed’s length, width, and height to estimate its fill volume, using the same units for each measurement.
Set and secure the walls
Place the blocks on a prepared, stable base. Reinforce corners and secure the walls so they cannot move outward. Iowa State Extension lists concrete blocks alongside decay-resistant wood, composite lumber, PVC boards, metal, rock, and brick as possible raised-bed wall materials. It cautions that some treated wood may need a woven geotextile barrier and that galvanized metal may leach heavy metals; the right material depends on the product and site.

The cited guidance does not provide a block-specific structural design or engineering load capacity. Keep the wall height and site conditions within your construction experience; seek qualified help if the stability of a taller or more complex wall is uncertain.
Decide whether you are comfortable with block-material uncertainty
University of Maryland Extension’s response, published April 20, 2017, says that concrete-block labels do not identify the aggregate used in manufacture and that little research data addresses the specific fly-ash concern. It presents the choice as a matter of personal comfort and suggests sealing with polymer paint as an option for gardeners who are concerned. That limited evidence does not establish that all blocks are safe or that all are toxic. If the uncertainty is not acceptable to you, select another wall material.

Fill with well-drained soil
Iowa State Extension offers two raised-bed mix examples: equal parts topsoil, organic matter, and coarse sand, or about 70% topsoil and 30% compost. Choose a light, well-drained mix and calculate how much you need from the bed’s dimensions.

Keep the garden watered and maintained
- Check soil moisture rather than assuming the same schedule will work in every season or location.
- Expect pots and vertical pallet pockets to dry sooner than a larger bed, especially in hot, sunny, or windy conditions.
- Confirm that drainage holes remain clear and that containers do not sit in runoff.
