A sound office-building evaluation combines a planned walkthrough with document review, site research, and interviews—not a brief visual visit alone. Check whether the site suits the intended use, record visible building deficiencies and operational concerns, and identify questions that require qualified specialist investigation before you commit to a purchase, lease, renovation, or capital plan.
Set the scope before you inspect
Start with the decision the evaluation needs to support. An acquisition review, lease decision, renovation plan, operating review, and design assessment may require different access, records, and levels of investigation. Define the property and buildings in scope, intended occupancy, available time and access, known exclusions, and the questions that must be answered.
ASTM International’s E2018-24, Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process, describes a baseline commercial property condition assessment (PCA) as a walkthrough combined with research, document review, and interviews, with findings communicated in a property condition report. It is a framework for baseline due diligence, not a guarantee that every defect will be found or that specialized engineering, environmental, or code questions will be resolved.
Gather records and interview people who know the building
Request the records available for the property before the walkthrough. Use them to understand what was designed, changed, maintained, inspected, and reported—and to identify gaps that should affect your confidence in the assessment.

- Utility bills, operating schedules, known leaks or settlement, system failures, and recurring comfort complaints.
Interview the owner, property manager, building engineer, and relevant operators. Ask which problems recur, how they were addressed, which equipment or areas are difficult to access, and whether actual operations differ from the records. The U.S. Environmental Protection Agency’s Standardized EPA Protocol for Characterizing Indoor Air Quality in Large Office Buildings describes using plans, a walkthrough, and interviews with the owner, manager, and operator to compile building information.
Where records are missing or conflict with what people report, record the uncertainty rather than treating one account as established fact. Note which documents were unavailable and what further evidence would help resolve the question.
Check the site and its constraints
Walk the accessible property and compare its observed conditions with site records. A building can be in good visible condition yet still face site constraints that affect safe access, drainage, future work, or intended use.
- Property and use: Confirm the parcel information and boundaries available to you. Review access, circulation, neighboring uses, and zoning or other land-use constraints relevant to the intended occupancy or planned changes.
- Ground and elevation: Note topography, slopes, vegetation, and visible retaining conditions. Review available geology, soils, geotechnical, and subsurface information rather than inferring soil conditions from appearance.
- Water and environmental conditions: Look for drainage paths, ponding, stormwater features, and signs of water reaching the building. Review available hydrology and environmental records, and flag potential contamination or vapor-intrusion concerns for appropriate investigation.
The EPA’s Facilities Manual, Volume 2, Architecture and Engineering Guidelines (revised December 15, 2023), identifies site-resource analysis, surveys, geotechnical and subsurface work, environmental studies, and stormwater hydrology investigations among pre-development inputs. The General Services Administration’s (GSA) Due Diligence Site Assessment describes Phase I assessment for proposed sites and notes that vapor-intrusion measures may be considered when site conditions warrant. These references help frame questions; they do not establish the conditions of a particular property.

Consider commissioning more specific site work if the records or walkthrough raise questions about soils, drainage or flood exposure, contamination, unusual retaining conditions, or vapor intrusion. The appropriate scope depends on the property and decision.
Walk through the building systematically
Use a repeatable route through accessible areas rather than relying on memory or a general impression. For each material concern, record its location, extent, apparent severity, visible evidence, and likely next step. Photograph observations where permitted and connect them to a plan, room number, or system identifier. Compare observations with records and ask operators about recurring failures.
Exterior enclosure and visible roof areas
Inspect accessible exterior walls, windows, doors, visible roof areas, and transitions for apparent damage, deterioration, water entry, or maintenance concerns. Record where an observation occurs and whether access limited the view. A visual observation is a prompt for follow-up, not by itself proof of a concealed defect or its cause.
Foundations, structure, and interior signs
Note accessible foundations and structural elements, along with visible signs of movement, cracking, deformation, or water entry in the interior. Describe what you can see and where; do not convert a visual indication into a conclusion about structural adequacy. Concealed elements, inaccessible spaces, and questions requiring calculations or testing need an appropriately scoped specialist assessment.

Circulation, accessibility, and building systems
Review circulation routes and visible accessibility features in relation to the intended use, and note obstacles or questions for a local accessibility review. Observe major building systems and equipment that are accessible, recording apparent condition, access constraints, and reported operating issues. A walkthrough does not establish the condition of inaccessible systems or settle code compliance.

Judge whether the layout and building systems support the intended occupancy, circulation, operations, maintenance, and possible future adaptation. Consider how design choices affect energy and water use, indoor environmental quality, durability, safety, resilience, and the effort and cost of operating the building over its life.
GSA’s high-performance building guidance treats performance as an integrated set of attributes, including energy conservation, environment, safety, security, durability, accessibility, cost-benefit, productivity, functionality, and operational considerations. EPA’s GreenCheck checklist organizes questions around sustainable sites, energy, water, indoor environmental quality, materials and waste, and resilience. These federal frameworks can help structure a review, but they are not blanket requirements for privately owned office buildings.
Energy and water
Review utility information and operating schedules alongside the building’s characteristics. Where reliable data and suitable peer comparisons are available, use them to identify potential underperformance—not to assume that a single bill or benchmark explains its cause. ASTM International’s 2025 edition of E3224, Standard Guide for Building Energy Performance and Improvement Evaluation in the Assessment of Property Condition, provides an approach that can be incorporated into property condition work, including benchmarking, identifying underperformance, and considering improvement measures and probable costs.

For federal facilities, the Department of Energy’s Federal Energy Management Program offers remote and on-site energy and water audit approaches and decision resources. That federal program does not, by itself, create an audit obligation for a private property.
Occupants, operations, and future use
Ask whether the design supports the people and work it is meant to serve: circulation, usable space, comfort, indoor environmental quality, safety, security, and day-to-day maintenance. Consider whether the building can accommodate likely operational changes without disproportionate disruption. Treat reported comfort problems or operational difficulties as leads to investigate, not as diagnoses.
Compare alternatives consistently
If you are comparing buildings or design options, use the same criteria and evidence standard for each. A common set of comparison dimensions is:
- Site suitability, access, land-use constraints, and unresolved site conditions.
- Visible structural and enclosure condition, plus the limits of what could be inspected.
- Energy and water information, indoor environmental quality, and resilience considerations.
- Accessibility, durability, maintenance burden, materials, and operational functionality.
- Occupant needs, lifecycle costs, and the quality or completeness of supporting evidence.
These are comparison dimensions, not a universal weighting system or pass/fail score. The importance of each depends on the intended use and the decision being made.

Prioritize findings and commission follow-up
Organize observations by urgency and decision impact: immediate safety or operational concerns, near-term repairs, planned capital renewal, and longer-term improvements. For each finding, state the evidence, its limitations, the urgency as currently understood, and the next investigation or corrective action. Avoid unsupported diagnoses or promises about repair costs and remaining service life.
Bring in qualified local professionals when a question could materially affect the decision and cannot be answered by the baseline review. Depending on the issue, follow-up may involve structural adequacy, geotechnical conditions, environmental contamination, vapor intrusion, fire and life safety, accessibility, code interpretation, or building-system testing. Confirm applicable permits, codes, and requirements with the relevant local authorities; GSA’s P100 facilities standards apply to GSA-owned buildings, not automatically to private offices.
The scope of any formal PCA or specialist work should match the decision, property, available access, and unresolved concerns. ASTM’s baseline framework is useful for organizing due diligence, but property-specific conclusions depend on the records and qualified fieldwork available for that building.
