To apply for Ottawa rent-geared-to-income (RGI) housing, complete the Social Housing Registry of Ottawa’s Application for Rent-Geared-to-Income Housing in Ottawa, attach the required records, and mail or drop it off. Below Market Rent (BMR) housing uses a separate application, while Rent Supplement is selected on the RGI form. Choosing the right route matters: each program has different rent rules and form selections.
Choose the Ottawa housing program that fits
“Affordable housing waitlist” can refer to three different routes. Check the program before you download a form or submit an application.

How to submit an application
- Get the correct current form. Use the RGI form for RGI or Rent Supplement, and the Affordable Housing application for BMR. The Registry’s RGI page and BMR page provide the relevant application information.
- Complete household and preference sections carefully. For RGI, select the communities you would consider; for BMR, identify the providers of interest. Preferences affect which offers may be relevant, so review the offer rules before narrowing your choices.
- Gather supporting records. Include proof of status in Canada and proof of income for every household member, as well as any other records requested by the current form. Every household member aged 16 or older must sign.
- Mail or drop off the completed package. Send or deliver it to The Social Housing Registry of Ottawa, Suite 110, 240 Catherine Street, Ottawa, ON K2P 2G8. The Registry says it will not accept applications by fax or email.
- Keep the Registry informed. Update your phone number, email and mailing address if they change, and respond to Registry correspondence. For file-status questions, the City lists 613-526-2088.
Check eligibility before applying
RGI eligibility depends on provincial and local rules and an assessment of your household. The City currently lists these income limits based on the largest unit size for which a household qualifies, and asset limits by household size:

These are the thresholds currently listed on the City’s RGI assistance page; they can change and do not determine eligibility on their own. Confirm the current figures and how they apply to your circumstances with the Registry or the latest application form.

Priority status and wait time
The City lists the RGI selection order as Special Provincial Priority, overhoused, Local Priority Access Status, then chronological. Circumstances that may be relevant include abuse and permanent separation, confirmed homelessness, a terminal or life-threatening condition worsened by current housing, and defined urgent safety risks. A circumstance does not automatically confer priority; ask the Registry what evidence it requires.
There is no reliable individual offer date to calculate from published wait-list figures. In its June 2025 Inclusionary Zoning Assessment Report, the City said the Centralized Wait List grew by 36.8% from 2022 to 2024 and surpassed 15,000 households. The same report gave average waits of 4.2 to 7.6 years, depending on household composition. A separate City facts page in 2026 context said approximately 10,000 households were on the list and described waits as up to five years or more. The figures reflect different update cycles and measurement contexts, not a live October 2026 count. Actual waits vary with household composition, unit size and type preferences, priority status and availability.

What happens after you apply—and if you receive an offer
Housing providers make offers for available units through the Centralized Wait List. The City says an applicant receives one offer; refusing it cancels the application and closes the file. Under Ottawa Directive 25-02, effective September 1, 2025, refusing one valid offer can end RGI eligibility, though a documented extenuating circumstance may be considered.
If an offer seems unsuitable, your household’s needs have changed, or you did not disclose a special requirement, contact the Registry promptly before accepting or refusing. Keep your contact information current so you do not miss correspondence or an offer.

Registry address and public hours
The City lists the Registry at Suite 110, 240 Catherine Street, Ottawa, ON K2P 2G8, telephone 613-526-2088. Listed public hours are Monday, Wednesday, Thursday and Friday, 8:30 a.m.–4:30 p.m., and Tuesday, 1:00–4:30 p.m. The City advises arriving before 4 p.m. for service. Confirm the hours before travelling.
