A construction hold point is a mandatory inspection or verification gate set by the project documents. Stop the affected work before it passes that gate; proceed only after the required checks are complete and the person authorized by the contract or inspection and test plan (ITP) has released it.
What a construction hold point requires
A hold point marks a stage beyond which work cannot proceed without the required inspection or verification and authorized release. Waka Kotahi NZ Transport Agency’s NZTA Z8:2022, Revision 6 (May 2022) describes a hold point as a mandatory inspection or verification point; NSW Government Procurement likewise explains that work cannot continue until the specified inspector has viewed it and verified conformance.
The binding requirement for a particular job comes from its contract, specifications, approved ITP, and applicable authority requirements—not from a generic example. Those documents should identify the work stage, required checks, acceptance criteria, notice process, and person empowered to release the point.
When to stop work
Stop the activity that would cross the hold point. The pause does not automatically mean every unrelated task on site must stop. Read the ITP to find the exact boundary: it may be before a later operation covers the work, or before a specified test, inspection, or approval is required.

Do not cover or conceal work identified as a hold point before its inspection. CQI | IRCA / ConSIG’s 2020 major-infrastructure guidance states that contractors should not cover identified hold-point work until inspection has taken place. The project documents determine which work is subject to that rule.
Before requesting release
- Confirm the relevant ITP step, drawings, specifications, and applicable standards.
- Complete the listed inspection or test and check the stated acceptance criteria.
- Gather the required records, measurements, and test results.
- Give notice and request inspection using the project’s specified process.
At release
The authorized person checks the evidence required by the project and records the decision in the designated sign-off or release record. NZTA Z8 ties release to verification against the schedule and ITP and sign-off by an authorized person.

If the criteria are unclear, evidence is incomplete, the required inspector is unavailable, or release is disputed, keep the work at the hold point and use the project’s quality, nonconformance, or contract-escalation process. Do not treat silence as approval unless the governing documents expressly provide for that outcome.
Hold point vs. witness point vs. review point

Point codes, attendance expectations, and waiver rules can vary by owner, contract, and jurisdiction. Use the project’s definitions rather than assuming the labels have identical effects on every job.

What the ITP should tell you
Useful ITP fields described in agency and vendor guidance include:
- the activity and stage being inspected;
- the governing drawings, specifications, and standards;
- the inspection or test method and measurable acceptance criteria;
- the responsible inspector and authorized release person;
- notice and scheduling requirements;
- required records or test results; and
- the sign-off or record that documents release.
These are checks for understanding the project’s control points, not a substitute for the approved ITP or contract. If required information is missing or conflicts, seek clarification through the project’s established quality and contract process before crossing the point.

Examples—and why they are not universal requirements
A pre-pour reinforcement inspection is a common example: placing concrete can make the reinforcement difficult to inspect afterward. Depending on the project, a hold point may also be set before covering, backfilling, grouting, energizing, commissioning, or another consequential next step. These are examples only; a project’s contract, approved ITP, specifications, and applicable authority requirements establish its actual hold points.
Notice periods depend on the project
CQI | IRCA / ConSIG’s Recommended Quality Requirements for Major Infrastructure Projects (2020) recommends at least five days’ notice for UK hold points and at least ten days outside the UK in the major-infrastructure context it addresses. These are recommendations in that guide, not universal statutory periods. Use the notice period in the governing contract and project requirements.
