Drivers cannot eliminate a queue, but early decisions reduce avoidable weaving and sudden stops. Larger congestion fixes—such as lane layout, signing and queue storage—are the responsibility of toll-road agencies and their engineers.
Why traffic backs up before a toll plaza
A plaza approach is a sequence of decisions, not just a stretch of crowded road. Drivers may need to identify payment options, check vehicle restrictions, judge a queue and confirm that a lane is open. The Federal Highway Administration (FHWA) describes the resulting movement as diverging and weaving. Unclear lane groupings and differences in speed between conventional payment lanes and electronic toll collection (ETC) lanes can add conflict points; a driver who realizes too late that they are in the wrong lane may brake abruptly. FHWA’s discussion of toll-plaza approaches explains these design and traffic-flow concerns.
What drivers can do on the approach
- Start reading signs as soon as they appear. Note payment options, vehicle restrictions and lane-use instructions before reaching the queue. FHWA says advance orientation helps travelers make lane decisions early. Payment rules differ by facility, so check the toll operator’s current information rather than assuming a transponder, cash or another payment method is accepted everywhere.
- Choose a lane that fits your payment method and vehicle. Follow overhead signs and lane-use controls. Consider whether the lane is open and the queue’s length and composition; a shorter-looking queue is not useful if your vehicle or payment method is not permitted there.
- Avoid weaving at the last moment. If a lane change is not clearly safe and permitted, stay in the lane you have chosen and follow the facility’s instructions. Late crossings of queued traffic and abrupt stops can create hazards for vehicles behind you. This is prudent safety guidance based on FHWA’s description of approach weaving and sudden stops, not a quoted agency driver rule.
- Leave room for traffic to slow or stop. Obey posted speed limits and adjust to conditions ahead. There is no single stopping-distance figure established for every toll approach; speed, vehicle and road conditions matter.
How toll agencies can reduce avoidable congestion
These are planning and engineering measures, not instructions for drivers to adjust traffic controls or markings themselves.
Give drivers consistent advance information
An FHWA policy memorandum from circa 2006 recommends advance signs at 1 mile and 1/2 mile before a mainline plaza, with a sign at 2 miles where feasible. Signs can warn that a plaza is ahead and identify payment lanes, vehicle restrictions and, where appropriate, toll rates. Make lane assignments and markings clear
Lane assignments should be clear and consistent. FHWA’s plaza guidance discusses ETC, automatic coin or exact-change machines, and attended cash lanes as payment categories. At conventional plazas, it recommends separating dedicated ETC lanes from cash lanes with markings and channelizers or barriers extending upstream—approximately to the point where off-peak approaching speeds fall below 30 mph. Markings should continue upstream and downstream of the toll island to reduce lane changes. These are engineering recommendations, not a cue for drivers to interpret or cross traffic-control devices independently.
Plan queue storage using local demand
FHWA’s circa-2006 toll-plaza design guideline says designers should estimate actual or design peak-hour queues through simulation and analysis, add a safety factor, and provide at least 200 feet of queue zone. It also calls for considering traffic mix, day-of-week and holiday profiles, and unusual demand generators. Those values are recommendations in that cited guidance, not universal current legal minimums or measurements of congestion reduction. Consult the FHWA toll-plaza design guideline.

Choose a site with adequate visibility and approach space
FHWA recommends locating a new plaza where motorists can see it at posted speeds and have adequate stopping sight distance before the queue zone. Where possible, merges and diverges should be kept out of approach and departure zones. The FHWA design guideline describes these considerations for plaza planning.
Electronic tolling is not a universal shortcut
An open-road electronic toll lane avoids the conventional stop-and-pay arrangement, but that does not establish that a particular transponder or purchase will reduce an individual’s delay at a particular plaza. Availability, eligibility, rates, interoperability and lane rules depend on the toll facility. Check the operator’s current guidance before choosing a payment method.

Using FHWA design guidance today
The cited FHWA signing and design documents are older guidance, including material from circa 2006. Their distances and design values should be understood as recommendations in those documents, not as proof of current compliance requirements. Engineers planning or modifying a facility should verify the applicable current edition of the Manual on Uniform Traffic Control Devices (MUTCD), state standards and toll-agency requirements, and account for local traffic conditions.
