To read a public construction timeline, first identify what work it covers and when it was last updated. Then read the time scale and milestone labels, compare the approved baseline with the current forecast, and check which activities depend on others. Most importantly, verify what “completion” means: a phase opening, substantial completion, contract completion, or the agency’s acceptance of all construction work.
Start with the scope and the date of the update
A timeline is only meaningful in relation to the work it includes. Check the project name and location, then look for a phase, segment, contract, or package label. A project-level delivery timeline may cover environmental review, design, construction, and closeout; a contractor’s schedule usually breaks down work within a construction contract. Federal Highway Administration (FHWA) guidance describes these broader highway delivery stages, but public agencies do not all use the same format or terminology. Find the update’s “data date” or status date, if shown. It marks the point through which progress has been recorded. Activities completed by that date are different from work that is still planned. A construction schedule update can also revise activities, durations, or logic—not just report progress. Federal Lands Highway’s 2024 Standard Specifications, Section 155
- Confirm the geography, phase, contract, and included work.
- Note the update date or data date.
- Look for a legend that distinguishes actual progress, planned work, and forecast dates.
Read the time scale, bars, and milestones
Check whether the horizontal scale shows calendar dates, months, quarters, or contract days. A bar’s position shows when an activity is planned; its length represents its planned duration. If the chart is divided into quarters or months, do not infer a more precise start or finish date than the scale supports. Bars may overlap because some activities can happen at the same time. Other work must wait for an earlier task to finish. Look for predecessor columns, arrows, or logic links before assuming that a delay to one activity will automatically delay everything after it.
Milestones are significant events, but their labels are not interchangeable. Find the project’s definition of each milestone rather than treating every date as the final finish.

- Notice to proceed: authorization to begin work under the contract.
- Traffic shift or service change: a change in how the road, facility, or service operates; it does not necessarily mean the work is finished.
- Phase opening: a defined part of the project is open or operational.
- Substantial completion: a contract-defined milestone that may occur before all remaining work is finished.

Compare the baseline with the current forecast
The baseline is the approved reference plan; it is not the same thing as the latest forecast. Put the original or approved schedule beside the current update and compare equivalent scopes and milestone definitions. Record the update’s data date so you can distinguish elapsed time from future work. When reviewing a change, ask:
- Did the end date move, or did the scope or milestone definition change?
- Which activities are complete, underway, or not yet started as of the data date?
- Does the update show a revised forecast, an approved contract date, or both?
- Does its narrative explain the change and the agency’s response?
If an update forecasts completion later than the contract completion date, that is a meaningful difference in the schedule. It is a forecast, not by itself proof of why the date changed, who is responsible, or whether a contract extension was approved. Check the update narrative, change records, and agency explanation before drawing conclusions. Use the critical path to interpret delay carefully
In a critical path method (CPM) schedule, activities are linked by their dependencies. The critical path is the longest linked sequence that determines the project’s duration. As Federal Lands Highway defines it, “The critical path is the longest sequence of activities in the CPM schedule that determines the project’s duration.” Section 155, Federal Lands Highway Standard Specifications (2024)
A delay to a critical-path activity can push the forecast finish later unless the schedule is adjusted. A delay to a noncritical activity may not immediately change the project end date. But a public-facing summary chart may not show the dependencies or float—the time an activity can slip before affecting a later milestone—so the chart alone may not establish whether a specific delay changes completion.

Why public construction timelines change
Schedules are estimates based on scope, activity logic, production rates, risk, and assumptions. FHWA schedule-estimating guidance calls for interdisciplinary input, schedule-risk discussion, and appropriate contingency. It identifies utility and railroad adjustments, additional work discovered after award, procurement choices, winter or rainy seasons, and interfaces between concurrent contracts as possible schedule risks. Production rates also vary with project size, location, and whether the setting is urban or rural. Work that can proceed concurrently may be scheduled in parallel. FHWA’s contract-time guide notes that unreasonable contract time has consequences: too little can contribute to higher bids and overruns, while excessive time can prolong public inconvenience. Check whether a date applies to a phase or the whole project
Public projects can be funded or delivered in phases. A schedule may therefore show both an overall completion date and an anticipated completion date for a funded phase. The phase has its own scope; an opening or completion date for it should not be reported as completion of the entire undertaking unless the project record confirms that the scopes match. The cited FHWA material concerns federal highway projects, not a universal template for municipal buildings, water systems, transit, or local roads. For any project, the agency’s project records and contract documents govern. A public summary may leave out schedule logic, float, assumptions, or the reason a date changed; the underlying update narrative and project records are the right places to look when those details matter.
When an agency presents alternative schedules
Compare alternatives only after confirming that they cover the same work and use comparable milestones. A faster-looking option may omit a phase, change service or traffic impacts, or rely on different assumptions.
- Compare the scope and phases included.
- Check how each option defines its milestones.
- Separate the approved baseline from each current forecast.
- Identify dependencies and any stated critical-path activities.
- Compare traffic, access, or service impacts.
- Review assumptions and contingency.
- Determine whether each date is a target, an approved baseline, or a contractual date.
These are useful comparison questions; the actual alternatives and their details must come from the project record.
