Work through those checks in order: identify the parcel and intended use, verify access and right-of-way requirements, obtain parcel-specific utility answers, then put the resulting routes and systems on the building plan. A visible track or nearby utility line is not proof of legal access or service. Costs and schedules depend on the parcel, so get written estimates rather than relying on generic figures.
Start with the parcel and intended use
Gather the parcel number (APN), legal description, a parcel map, and the intended use and scale of the project. Those details let the county, utility providers, and state agencies answer questions about the actual site instead of giving general guidance. The available information cannot establish whether an unspecified parcel is buildable, whether its access is recorded or insurable, what a well will yield, whether its soils will support wastewater disposal, or what service extensions will cost. Those require parcel-specific records, agency confirmation, site investigation, and professional estimates.
1. Verify legal and practical road access
Do not treat a visible dirt road or track as proof that you can legally reach the property, that it is maintained, or that construction vehicles can use it in every season. Review the deed and title materials for recorded access and road or utility easements, identify who is responsible for maintaining each road segment, and visit the route to check terrain, drainage, seasonal conditions, bridges, culverts, and access to the proposed building area. Elko County warns that not all lots are buildable; its Rural Living in Elko County guide also notes that flooding can damage private roads, bridges, and culverts. Roads in subdivisions that the county has not accepted for maintenance are the responsibility of the landowners who use them.
Find out which right-of-way rules apply
Map every proposed driveway, road improvement, utility crossing, and line route against the property boundary and road right-of-way. If work is within a county roadway easement, the county guide says a right-of-way permit must be granted before work starts. The county procedure calls for an application and two sets of detailed drawings, including a vicinity map or legal description, road details, materials, cut location, and intended facility or utility use; it also specifies construction-related notice and traffic-protection requirements. If the route uses state roadway right-of-way, NDOT has a separate occupancy or encroachment permit process that covers utility installation. NDOT says approval is required before using state roadway right-of-way and that other permits required by state law or local ordinance must also be obtained. Confirm the current process and Elko contact directly through NDOT’s occupancy permits page.
2. Get a written power-service assessment
Ask the electric purveyor serving the parcel to assess the proposed project, not just the nearest visible line. Elko County cautions that electric service may not be available in every area and that extending lines to remote locations can be expensive. Request a written response identifying the point of connection, route, extension cost, schedule, available capacity and service configuration, and easements needed across the parcel or other land. Confirm that the service type—including any required phase for special loads—is available at the site, and ask whether capacity could change if construction is delayed. Do not assume that proximity to a line establishes affordable or adequate service.

Consider temporary or off-grid power only after sizing the load
If grid service will not be available during construction, discuss temporary power or an engineered off-grid system with a qualified electrician. For a well pump, have an electrician or pump professional determine both the running and starting loads, along with the rest of the site’s needs; a generic portable inverter generator is not guaranteed to run a particular pump. Elko County also warns that outages in outlying areas can interrupt a well’s water supply, so include that risk in the system design.
The county’s residential checklist calls for plans to show the main electrical service and electrical line. For new installations over 300 feet, it calls out distances for voltage-drop calculations. 3. Establish water supply, rights, and well feasibility
First ask whether treated public water is available and whether connection is required for the parcel. If it is not available, do not plan around a well until you have checked both the water-right rules and the physical prospects for a usable supply. Elko County describes domestic wells as a common rural alternative but cautions that drilling and pumping can be costly and water quality and quantity vary by location and season. Some domestic well permits restrict use to domestic needs and may not authorize irrigation or livestock watering. Confirm that the permitted use matches your plans; the county guide also flags allocated basins and possible water-right issues when parcels are divided.
Check state well requirements and intended uses
Nevada Division of Water Resources (NDWR) guidance says a licensed Nevada well driller must drill the well and submit a Notice of Intent for state review and approval for domestic well work. If the parcel is within a municipality’s service area, a letter from the municipality may be required to establish distance from water lines and whether connection is required. The guide also describes an additional Nevada Division of Public and Behavioral Health approval for domestic wells on parcels smaller than one acre, to ensure separation from septic systems. NDWR says water uses outside the statutory domestic-use exception generally require a water right. Review the state’s records and contact the Elko NDWR office with the APN and relevant records before assuming water rights transfer with the land or cover the intended use. If public sewer is unavailable, Elko County says the property needs an approved septic system or another approved treatment process. Soil available for a leach field strongly affects system function and cost, so do not assume a conventional septic system will fit. Arrange a site evaluation and have the responsible authority confirm the available leach-field area, setbacks, and design requirements.

For residential septic systems, NDEP says approvals are issued by local health authorities or county building departments, not by NDEP. Ask Elko County which local approval route applies to the project. NDEP’s program covers specified commercial systems: systems handling more than 15,000 gallons per day, accepting non-domestic waste, using surface disposal, or serving multiple buildings may need an individual permit. 5. Coordinate approvals and show the plan accurately
Once access and service routes are understood, incorporate them into the site and building plan before construction. Elko County’s residential checklist calls for a plot plan showing an accurate legal description; property dimensions or acreage for larger parcels; building locations and setbacks; the main electrical service and line; and applicable utility locations, including a well, water lines, septic tank and lines, and gas tank. Confirm the current checklist and code editions with Building & Safety.
The county code page states that a certificate of occupancy is required before covered buildings are occupied. It also places the exterior service disconnect within 30 feet of structures with electricity and requires evidence of applicable paid water or sewer connection fees when a government entity or utility provides those services.
