Choose based on a documented comparison of realistic options—not the school’s age or a single construction-cost ratio. A qualified feasibility study should assess renovation, renovation with an addition, replacement on the existing site, and a new site if one is under consideration. Keep the educational program, enrollment assumptions, cost basis, and planning horizon consistent across the options.
Why age alone cannot decide
An older school is not automatically obsolete. The U.S. Environmental Protection Agency puts it plainly: “The terms ‘old’ and ‘obsolete’ are not synonymous.” A building’s age does not establish its condition, remaining useful life, or ability to support the district’s educational program. The EPA’s School Siting Guidelines discuss renovation, new construction, site selection, and community considerations.
There is no universal age cutoff or renovation-cost percentage at which replacement automatically becomes the better choice. The conclusion depends on the specific building, site, educational needs, cost assumptions, and local requirements.
What a sound comparison should cover
Compare options against the same set of needs and assumptions. A facility condition assessment is important, but it is only one part of the decision: it identifies deficiencies and estimates repair or replacement needs, while educational adequacy, enrollment, accessibility, site fit, and health and safety require their own evaluation.

How to build the decision, step by step
1. Define what the school must do
Document the educational program, curriculum and teaching approach, grade configuration, enrollment projections, special education needs, capacity, and space use. Apply that same program brief to every option; otherwise, a cost comparison may reflect different scopes rather than the merits of renovation or replacement. NYSED’s long-range planning guidance identifies educational and demographic factors to consider.
2. Establish the building and site facts
Have qualified professionals assess structural soundness and major systems, including the roof, HVAC, electrical and plumbing systems, building envelope, interiors, and site improvements. Record deficiencies, remaining useful life, and estimated repair or replacement costs. Separately assess health and safety, code and accessibility needs, room suitability, site capacity, and whether additions or circulation changes could address limitations. The National Center on School Infrastructure’s facility condition assessment overview describes an FCA as a baseline for capital planning, not a stand-alone determination of educational adequacy. 3. Test more than two alternatives
At minimum, compare renovation and expansion with replacement. Where relevant, include replacement on the existing site, construction at a different site, and a mixed option that retains suitable portions while replacing others. For each option, state what would be retained, demolished, added, or temporarily housed, and whether students could remain on site during construction. Prince George’s County Public Schools describes renovation, replacement, and combined approaches in its feasibility study information.
4. Compare the full cost and delivery consequences
Use a common cost model that accounts for design and construction, remediation, site acquisition or disposal, temporary facilities, phasing, off-site roads, sewers and utilities, transportation, operations and maintenance, and future renewal costs where relevant. A lower initial construction price does not establish a lower long-term cost. EPA’s siting guidelines identify factors such as transportation, site acquisition, infrastructure, environmental cleanup, and long-term monitoring and maintenance.

Requirements vary by jurisdiction. Rhode Island’s school construction regulations, Part 200-20-05-4, require a life-cycle cost analysis using a 20-year lifetime for the comparison under that state’s process. That is a Rhode Island regulatory requirement, not a universal planning period.
5. Weigh public and community effects
Assess how each option affects students, families, staff, taxpayers, the surrounding neighborhood, and the long-term use of public property. Consider historic status, neighborhood continuity, access, traffic, environmental conditions, and whether a new site would change the district’s service pattern. EPA addresses transportation and community effects in its School Siting Guidelines. Pennsylvania’s school construction reimbursement criteria encourage reuse where reasonable and adaptive reuse planning when renovation is not feasible for safety, educational, economic, or other reasons.

6. Make the decision traceable
Present the assumptions, assessment scope, options considered and rejected, risk ranges, funding and schedule constraints, and evidence supporting the preferred option. Verify applicable building, education, funding, environmental, procurement, and public-process requirements with the relevant local and state authorities before advancing a project.

This framework cannot determine the best option for a particular school without its condition assessment, enrollment forecast, cost estimates, jurisdiction, and any candidate sites. A feasibility study can make the trade-offs visible; the recommendation should follow from those local facts rather than a rule of thumb imported from another district or state.
