In the United States, there is no single safety certification every construction worker must hold. Employers must provide training that applies to the hazards and duties of each job, while OSHA 10- and 30-hour Outreach cards are voluntary under federal rules but may be required by a state, local authority, employer, union, or project. An Outreach card does not replace task-specific training.
Is a safety certification required for every construction worker?
No. Federal OSHA rules do not establish one universal construction safety certification for all workers. Training requirements depend on the work, hazards, equipment, and assigned duties. Employers are responsible for ensuring workers receive training required by applicable standards, including training before certain work begins. OSHA explains this distinction in its Outreach Training Program guidance and construction standards.
This guide covers the United States. OSHA standards are U.S. federal rules; requirements elsewhere must be checked with the relevant national and local authorities. Even in the U.S., state-plan jurisdictions can have supplemental or more stringent requirements. Check the rules for the actual job location using OSHA’s State Plans directory.
What do OSHA 10 and OSHA 30 cards mean?
OSHA’s Outreach Training Program offers construction 10-hour and 30-hour courses taught by OSHA-authorized trainers. Students who complete a course receive a completion card. OSHA describes the 10-hour course as basic hazard awareness and the 30-hour course as broader and more detailed, making it more suitable for supervisors and workers with safety responsibilities.

The courses are voluntary under federal OSHA rules, but state or local laws, employers, unions, and project owners may require one for particular work. Confirm the exact requirement before enrolling: whether it must be construction-industry Outreach, and whether 10 or 30 hours is requested. OSHA’s card guidance and FAQ also explain that only authorized trainers may teach Outreach courses and issue student cards; use OSHA’s official trainer and course finder to check authorization.

Why an Outreach card does not replace required training
Outreach provides general hazard-awareness education, but OSHA says Outreach courses do not satisfy the training requirements in OSHA standards. The employer must identify applicable requirements for the worker’s exposure and duties and provide the necessary instruction. OSHA’s Outreach FAQ and compliance assistance resources explain that distinction.
For example, a worker’s Outreach card does not by itself show that the worker received the training required for a specific fall hazard, confined-space assignment, chemical exposure, or powered industrial truck operation. The applicable standard and the worker’s assigned task determine what additional training is needed.

Examples of job-specific OSHA training
These are examples, not a checklist that applies to every construction worker. The employer should match training to the hazards and work actually assigned.
Fall protection
OSHA requires a training program for employees who might be exposed to fall hazards. The training must cover how to recognize fall hazards and the procedures to minimize them. Employers must retain a written record identifying the trained employee, training date, and trainer or employer signature. Retraining is required in circumstances such as a change that makes earlier training obsolete or evidence that the worker has not retained necessary knowledge or skill. See 29 CFR 1926.503.

Construction confined spaces
Employers must train affected employees so they have the understanding, knowledge, and skills needed for their assigned duties. Training must be provided before assignment and in a language and vocabulary the workers understand. See 29 CFR 1926.1207.
Chemicals and powered industrial trucks
OSHA’s card guidance cites chemical hazards and powered industrial truck operator training as examples of training that may be required when workers encounter those hazards or perform those tasks. Ask the employer which standard applies and confirm training is complete before exposure or assignment when the standard requires it. See OSHA’s card FAQ and construction compliance assistance.

Does a competent person need a certification?
“Competent person” is a role defined by the work and applicable standards, not the name of one universal OSHA card. OSHA defines the term as “one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.” — 29 CFR 1926.32(f), as quoted in OSHA’s Competent Person overview.
OSHA has no single standard that creates a universal competent-person certification; individual standards may set additional requirements. Employers designate competent persons where required, and the specific operation determines the knowledge and training needed. Do not assume a course marketed as an “OSHA competent person certification” is a universal credential; verify what the employer and applicable standard require.
What about an advanced construction safety certificate?
OSHA’s Safety & Health Fundamentals Certificate Program for Construction is an optional, structured education pathway, not a requirement for every worker. OSHA’s current program page specifies at least seven OTI Education courses totaling at least 68 contact hours, including required and elective courses. How to find out which training you need
- Get the exact requirement. Ask the employer or project contact for the required course or card name, whether construction Outreach is required, and whether the request is for 10 or 30 hours.
- Check the job location. Verify state and local requirements, including any state-plan rules, with the relevant jurisdiction and project contact.
- Match training to assigned work. Identify your tasks, equipment, and exposures. Ask the employer which OSHA standards apply and how required training will be delivered; an Outreach card is not a replacement.
- Verify an Outreach provider. If you choose or are asked to take an Outreach course, check that the trainer is OSHA-authorized through the official trainer finder. OSHA warns that unauthorized providers cannot issue valid student cards.
- Keep your records. Ask what documentation will be maintained and keep your own completion records. Some OSHA standards specify employer records; the precise recordkeeping rule varies by training requirement.
How to choose between OSHA 10 and OSHA 30
Neither course is automatically right for every worker. Use the role and depth as a starting point, then follow the employer, jurisdiction, union, or project’s stated requirement. OSHA’s description of the courses is available in its Outreach program guidance.
