The project’s official construction page still lists Hamilton/Sundt in association with Raimore. That roster has not yet reflected the reported change, but its continued listing does not establish that Raimore will remain. The available information does not specify Raimore’s final date, which work will transfer, who will take it on, or whether the handoff will affect the schedule.
ODOT and project information reviewed for this update do not announce Raimore’s departure. Until an official or company notice clarifies the arrangement, the exit and its stated context should be understood as reported by Rose City Beat rather than as a fully detailed change published on the project roster.

Is construction stopping or delayed?
The departure report is not a report that all active construction has been canceled. The official project homepage said on October 2, 2026, that active construction was on schedule, with one day of weather delay and no significant equipment issues. That update does not address the consequences of Raimore’s reported transition. It therefore does not establish that the change has caused a delay—or rule out a later schedule effect.
ODOT says Phase 1A construction began in summer 2025 and is scheduled to conclude in late 2026. The latest published status is a snapshot, not confirmation of the outcome of the contractor transition. No quantified impact or revised completion date for that transition is established in the available sources.
What work is covered by the current phase?
It is important to distinguish the funded early work from the broader Rose Quarter vision. ODOT describes the project as intended to improve safety and congestion where major interstates converge and reconnect the Albina neighborhood through a highway cover over part of I-5. The agency identifies Phase 1A as an independent early phase; its project details say future-phase funding is not secured and construction will be sequenced to match available funding.
Rose City Beat reports that neither Phase 1A nor planned Phase 1B includes building the highway cover. That does not prove the cover has been canceled. It means the reported Raimore transition and the current early-phase schedule do not, by themselves, settle whether or when the cover or other later work will proceed.
Why are the cost and federal-funding figures different?

The official FAQ’s estimate is substantially lower than the figures used in recent news reports. The sources do not explain the difference in scope, assumptions or timing sufficiently to reconcile them, so each figure is best read with its publisher and date attached.
