Greater Chennai Corporation (GCC) has prepared detailed project reports for a first phase of road improvements covering 160 km, with an estimated cost of ₹1.5 billion (₹150 crore). The proposals are awaiting government administrative approval and financing clearance; they are not yet confirmed tenders or completed works.
What the first phase includes
Construction World reported on October 1, 2026 that the first-phase detailed project reports (DPRs) cover 780 roads across all 15 Chennai zones.

The reported ₹1.5 billion is an estimate for the DPR scope, not audited expenditure or a final contract value. Construction World reported the estimate and first-phase scope.
How phase one fits the wider programme
The 160 km phase is part of a reported 2026–27 programme to improve 360 km of bus-route and interior roads across Chennai. Construction World put the wider programme estimate at ₹3 billion; DT Next quoted GCC Commissioner GS Sameeran describing the allocation as ₹300 crore. These are two equivalent ways of expressing the reported estimate, not separate budgets.

Construction World’s October 1 report gives the wider programme figure. Sameeran’s remarks on the programme and phase-one review were reported by DT Next on September 25, 2026.
What stage the road works have reached
The corporation has prepared DPRs, but approval, funding and procurement steps remain. DT Next reported that Tamil Nadu Urban Infrastructure Financial Services Limited (TUFIDCO) was reviewing phase-one estimates in connection with loan funding and final approvals. A presentation to the state-level Chief Minister’s Infrastructure Development and Urban Mission (CMIUDM) committee was scheduled for September 29, 2026. The available reporting does not establish the committee’s decision.

Commissioner GS Sameeran told DT Next: “Overall, the project commits Rs 300 crore to upgrade 360 km of roads across Chennai in 2026–27. For the Phase 1 DPRs, project estimates are actively under review by Tamil Nadu Urban Infrastructure Financial Services Limited (Tufidco) to release loan funding and clear final approvals.”
Tenders were expected after approvals. No tender award or confirmed construction start date was verified in the reporting. The reported aim was to finish physical improvement work before the northeast monsoon; that was a target, not confirmation that the work was completed on that schedule.

Which Chennai roads are named in reports?
DT Next cited the following as example stretches associated with the proposal:
- Nelson Manickam Road and Sterling Road
- Velachery Main Road
- Indira Nagar 1st and 3rd Avenues
- Ashok Nagar 10th Avenue
- Vijayaraghava Road and Ormes Road
- Madanakuppam Road and East Kalmandapam Road
- Arunachalam Street
This is not a confirmed final tender schedule. The DT Next report presents them as examples; the eventual tender documents are needed to establish the contracted streets and limits.

What the reported work may involve
GCC’s road-department page describes its general approach to bus-route road relaying: typically a 40 mm compacted bituminous-concrete layer, with a 50 mm dense bituminous macadam base course where the existing base is badly damaged. It also describes milling, sensor paver finishers, rollers and night work intended to allow roads to reopen the next morning, with relaying following Ministry of Road Transport and Highways specifications. These are general departmental practices, not confirmed specifications for every road in the new DPRs. See GCC’s roads department information.
The same department describes pedestrian-oriented measures such as wider footpaths, table-top crossings and ramps, with stated goals that include reducing pedestrian-vehicle conflict, pollution and congestion. Those goals do not establish measured outcomes for this proposed 160 km phase.
