The Kerala government has given in-principle administrative sanction for a revised first package of a new fishing harbour at Vizhinjam. The package is reported to include a 235-metre breakwater, a 500-metre L-shaped fishery berth, dredging, lighting and road connectivity. The decision is not confirmation that construction has begun: the latest report gives no firm start date, completion date or revised package cost.
What did the government approve?

What is planned for the new harbour?

Why was the layout revised?
The reported revision changes the breakwater and berth location, alignment and configuration. It followed physical wave-model studies by the Central Water and Power Research Station (CWPRS), Pune, after the fishing community and the Harbour Engineering Department raised concerns about wave tranquillity at the existing harbour entrance after construction of the seaport breakwater. A 2025 Kerala Council of Ministers note records that CWPRS advised against the original spur breakwater at its proposed location because modelling found it would worsen wave-tranquillity conditions at the existing fishing harbour. The note described a recommended 235-metre breakwater and approximately 500-metre L-shaped fishery berth for the new basin, along with a separate 250-metre breakwater intended to improve tranquillity at the existing entrance and protect the new basin. Who is responsible for construction?
The latest report says Adani Vizhinjam Port Private Limited (AVPPL), the seaport concessionaire, will implement the revised package under the concession agreement’s funded-works provisions. The 2025 Cabinet note describes the earlier delivery arrangement as AVPPL undertaking the new harbour facilities, with the government reimbursing an agreed lump-sum cost. It assigned the separate existing-harbour breakwater to the Harbour Engineering Department as deposit work. That earlier allocation is context, not confirmation that every detail remains unchanged. How much will it cost?
The 3 October 2026 report does not state the revised Package-I cost. Older figures refer to earlier plans and should not be treated as the price of the package now sanctioned.

How does the new harbour differ from the existing-harbour works?
The earlier two-package plan treated the new landing basin and improvements at the existing entrance as separate work. The distinction matters because they address different locations and purposes; the October 2026 report does not confirm current cost or schedule details for the separate entrance works.
