The Metro Inner Development Assessment Panel (MIDAP) approved the proposed 156-apartment development at 42–46 Leonora Street, Como, on 3 April 2025, subject to conditions. PerthNow described the scheme as an 11-storey, two-tower project with a reported $70 million estimate. That figure is a reported project estimate, not a verified final construction cost, and planning approval does not establish that building work has begun.
What MIDAP approved

PerthNow reported an 11-storey, two-tower design comprising 82 one-bedroom, 52 two-bedroom and 22 three-bedroom apartments. Its $70 million figure is an estimate attributed to the project coverage, not a final cost stated in the panel’s decision record. PerthNow report, 9 April 2025
How the approval was reached
The panel considered the application at its 3 April 2025 meeting. Its minutes record that the recommendation to refuse the proposal lapsed because it had no mover or seconder. The panel then carried an alternate motion to approve, moved by Karen Hyde and seconded by Francesca Lefante, subject to conditions. Parking and waste were central planning concerns
The refusal recommendation cited an oversupply of resident car parking alongside shortfalls in motorcycle or scooter parking and visitor parking. It also raised waste-storage and resident-amenity concerns, including the absence of dedicated bin chutes and service lifts. PerthNow reported 184 resident car bays, 11 visitor bays and 13 motorcycle bays, and described the City’s concern that future high-density growth could increase demand for street parking. These concerns formed part of the refusal recommendation; the panel’s decision was approval with conditions.
PerthNow also reported objections from an adjoining resident concerning height, views, privacy and vehicle movements, presented through planning representative Daniella Mrdja of Urbanista Town Planning. Representatives of Blueways Group and Embrace Architects supported the proposal. Those are reported submissions and arguments, not findings made by the panel.

Conditions that shape the next stages
The approval sets obligations for the project rather than confirming that those obligations have already been completed. Key requirements in the official minutes include:
- Parking management: A parking management plan must be submitted to the City before the relevant building-permit stage. Parking spaces must be marked, and visitor bays must be made visible or signposted.
- Public art: The applicant must provide public art valued at 1% of construction value or make a contribution capped at $500,000.
- Landscaping: A detailed landscape plan requires approval, and the approved landscaping must be installed and maintained.
- Green Star: Before building approval, the applicant must provide a statement that the development can achieve a 5 Star Green Star rating. Before occupancy, an independent peer reviewer must confirm the rating and implementation of sustainability initiatives. This condition is not evidence that the building has already achieved the rating.
- Construction and site management: The conditions also require construction management planning, dilapidation reports for listed adjoining properties, stormwater planning and noise-related measures.
The approval is valid for four years and may lapse if the proposal is not substantially commenced within that period. The conditions and approved plans are recorded in the official MIDAP minutes.

Approval is not confirmation of construction
PerthNow reported that the project was planned as a two-stage build, with the north tower first. The available approval record and project report do not establish whether construction has since started or finished, whether later amendments were approved, or what the final build cost will be. A separate 2025 WA Government infrastructure-fund entry lists Henley Rise at the address with 111 apartments and a $1,110,000 allocation for that funding entry.
