The Western Australian Planning Commission approved the original 7–11 Station Street development application on 19 June 2025, subject to conditions. A later amendment application is now listed as lodged, with proposed changes that include building height, land uses, parking and basement access; the authority’s listing does not say that amendment has been decided. Neither approval nor the 48-month commencement condition establishes that construction has started.
What did the WAPC approve?
The Western Australian Planning Commission (WAPC) granted conditional development approval to application SDAU-054-21 on 19 June 2025 through the Part 17 pathway. The approval is the operative decision on the original application; it is not evidence that the project has been built or that work is under way. The WAPC meeting minutes state that the development must accord with plans stamped 16 September 2024 and 19 March 2025, subject to conditions and later working-drawing details.
The original approval includes a condition requiring the development to be substantially commenced within 48 months of the approval date, or the approval lapses. That deadline is a condition of the approval, not confirmation of commencement.
What was in the original proposal?
The Department of Planning, Lands and Heritage consultation record describes a proposed mixed-use development on Lots 35 and 50 at 7–11 Station Street, near Cottesloe Station. Its figures describe the proposal presented for consultation, not necessarily the design that would result from the lodged amendment.

These details are from the state consultation record. They should be read as the original proposal’s published scope, not as a statement that every feature remains unchanged in the amendment.
What is the status of the amendment?
As of 8 October 2026, the WA planning authority’s current application listing identifies an amendment application for 7–11 Station Street as lodged. The listed changes cover land-use mix, floor layouts, overall building height, basement access, parking provision and building elevations. The listing does not report a decision on the amendment.

Why did the Town of Cottesloe object?
The WAPC made the approval decision. The Town of Cottesloe’s objections are the Town’s assessment and local-policy concerns, not stated reasons for the WAPC’s decision. In its post-decision statement, the Town said planning staff and the Deputy Mayor objected to the height and scale and to overshadowing on Napoleon Street. It said the proposed towers exceeded the 10-storey limit identified in its precinct-plan work.

The Town reported that fewer than 10% of 764 submissions expressed unqualified support, while more than 90% opposed the scheme or supported it only with a maximum 10-storey limit. Those figures are the Town’s account of submissions, not an independently characterised survey result.
In its October and November 2024 council material, the Town also argued that the proposal came ahead of the Cottesloe Village Precinct Structure Plan and raised concerns about consistency with Local Planning Scheme No. 3, the Residential Design Codes (Volume 2) and State Planning Policy No. 7. Its cited issues included height and massing, winter shadow, visual impact on the heritage-listed Albion Hotel, access, parking and infrastructure. The Town’s material sets out its position; it does not change the legal status of the state approval.

Has construction started, and what happens next?
The cited approval and application records establish the original conditional approval and a lodged amendment, but do not establish that construction has started, name a hotel operator, show that hotel rooms are bookable or give a completion date. The next relevant planning milestone is a decision on the lodged amendment, if and when one is recorded. Until then, proposed amendment changes should not be described as approved.
For construction status, the 48-month substantial-commencement clause should not be treated as proof that work has begun. A confirmed commencement claim requires evidence beyond the existence of the approval or its deadline.
