5 World Trade Center is a proposed residential tower planned for the World Trade Center site in Lower Manhattan. New York State announced Public Authorities Control Board approval on July 27, 2023. The announced plan calls for about 1,200 homes, including one-third permanently affordable apartments, alongside community, retail and office space. The available sources do not establish whether construction has begun or give a completion date.
What is planned for 5 World Trade Center?
The project is a mixed-use residential tower designed by Kohn Pedersen Fox (KPF), according to New Atlas’s July 31, 2023 report. The state’s approval announcement describes housing and several nonresidential uses as part of the proposal.
- About 1,200 homes, with one-third planned to be permanently affordable.
- About 10,000 square feet of nonprofit community space intended for Educational Alliance.
- More than 190,000 square feet of retail and office space.

These are announced project plans, not evidence that the spaces have been completed or occupied. New York State’s July 27, 2023 announcement says the Public Authorities Control Board approved the development.
How many affordable apartments are planned?
The state said one-third of the approximately 1,200 homes would be permanently affordable, with affordability levels ranging from 40% to 120% of area median income. It also said 20% of the affordable homes would be offered to people who lived or worked in Lower Manhattan during the September 11 attacks and their immediate aftermath. These are commitments described in the approval announcement, not a report of apartments already available.

The state announcement gives the figures and the eligibility preference in its project details. It does not, in the material cited here, provide a unit-by-unit breakdown of rents or the application process.
What will the tower look like?
New Atlas described a design made of interlocking forms, with a substantial podium and multiple terraces. Its account says the proposed façade combines metal-frame windows and solid panels, offering a different appearance from the nearby all-glass office towers. These descriptions reflect the proposal reported in 2023, not confirmation of the final as-built design.

The Empire State Development Site 5 RFP information-session presentation lists a 900-foot maximum height for a residential mixed-use option. New Atlas reported a planned height of 900 feet (274 metres). The planning document sets a parameter; it does not establish a construction schedule or confirm that the project has reached that height.
Who is developing the project?
New Atlas’s 2023 article named Silverstein Properties, Omni NY, Dabar Development and Brookfield Properties as developers. That is an article-era account of the development team; it should not be taken as confirmation that the lineup remains current.

What does the 2023 approval mean for construction?
Approval by the Public Authorities Control Board was announced by the state on July 27, 2023. Approval is a significant project milestone, but it does not by itself show that construction has started or that a tower is complete. The sources cited here do not establish current construction status or a completion date, so neither should be inferred from the approval or the planning presentation.
