For a garden bed that stays consistently moist or wet—not permanently underwater—consider swamp milkweed, turtlehead, Joe Pye weed, southern blue flag, and cardinal flower. They differ in sun needs, mature height, and bloom season, so match each plant to the light and space available. Extension guidance describes these plants for wet soils and, in some cases, brief standing water; it does not establish that they thrive under deep or permanent flooding.
Choose for wet soil, not permanent submersion
A soggy low spot, rain garden, or pond margin can support flowering perennials, but “wet” has limits. The University of New Hampshire Extension says its recommendations tolerate standing water for a short period, while Iowa State University Extension generally describes the featured plants as growing best in moist-to-wet soil. Neither source establishes that all five will grow well in permanently inundated or deeply flooded ground. Check how long water remains, how much sun the site receives, and whether the species suits your region before planting.

| Plant | Light | Moisture fit | Height and spread | Bloom |
|---|---|---|---|---|
| Swamp milkweed (Asclepias incarnata) | Full sun | Consistently moist or wet soil; tolerates short dry periods | 3–4 feet; tidy, clump-forming | July–August |
| Turtlehead (Chelone species) | Part sun to part shade | Moist-to-wet soil | 2–3 feet; slowly expands by rhizomes | August–September |
| Joe Pye weed (Eutrochium maculatum) | Full sun | Moist-to-wet soil | Up to 6 feet in Iowa State’s description; spreads and needs room | Late summer |
| Southern blue flag (Iris virginica var. shrevi) | Full sun | Consistently moist ground | 2–3 feet; rhizomes can form dense colonies | Spring |
| Cardinal flower (Lobelia cardinalis) | Full sun to partial shade | Uniformly moist soil | 2–3 feet; typically short-lived | Late summer |
Plant descriptions and growing conditions in this table are from Iowa State University Extension and Outreach’s “Which perennials grow well in wet soils?” and “Native Perennials for Moist to Wet Soils,” reviewed August 2026, with complementary guidance from University of New Hampshire Extension, April 25, 2019. Heights and bloom timing are source descriptions, not guarantees for every climate or cultivar.

Five flowers, matched to the site
1. Swamp milkweed for a sunny, wet low spot
Swamp milkweed is a strong choice when the ground stays moist or wet and receives full sun. Iowa State describes plants 3–4 feet tall with pale pink to rose-purple, vanilla-scented flowers in July and August, followed by seed pods. It can handle short dry periods, but its preference is consistently moist or wet soil. Its foliage feeds monarch butterfly larvae, as noted by both Iowa State and UNH Extension.
2. Turtlehead for a boggy spot with some shade
White turtlehead (Chelone glabra) and pink turtlehead (Chelone obliqua var. speciosa) suit moist-to-wet soil in part sun to part shade. Iowa State gives a height of 2–3 feet and an August–September bloom for white turtlehead; UNH also describes late-summer to early-fall white or pink, snapdragon-like flowers. The plants expand gradually through underground rhizomes, so allow room for a widening clump.

3. Joe Pye weed where height and spread are welcome
Joe Pye weed produces dense, flat-topped clusters of dusty rose flowers in late summer and performs best in moist-to-wet soil and full sun. Iowa State says it can reach 6 feet and cautions that its size and spreading habit make it better suited to large landscapes or naturalized areas than a small flower bed. UNH gives a 4–7-foot range and notes that the shorter, bushier ‘Gateway’ cultivar may suit a flower garden. Bees and butterflies visit its flowers.
4. Southern blue flag for a sunny spring display
Southern blue flag is an iris for consistently moist ground in full sun. Its 2–3-foot plants have sword-shaped leaves and violet-blue flowers marked with yellow. Iowa State notes that rhizomes can form dense colonies in favorable conditions. It is a reasonable candidate for wet ground near lakes, marshes, or streams, provided the planting site is not assumed to be permanently submerged.

5. Cardinal flower for vivid late-summer color
Cardinal flower grows 2–3 feet tall in full sun to partial shade when moisture remains uniform. Its spikes of cardinal-red or scarlet flowers bloom in late summer and attract butterflies and hummingbirds, including ruby-throated hummingbirds, according to UNH Extension. Iowa State cautions that the species is typically short-lived.

- Sunny and consistently wet: Consider swamp milkweed or southern blue flag; choose based on whether you want summer flowers or a spring-blooming iris.
- Partly shaded and boggy: Turtlehead fits a moist-to-wet site with part sun to part shade.
- Sun with ample room: Joe Pye weed is tall and spreading; reserve space for its mature size.
- Sun or partial shade with steady moisture: Cardinal flower offers late-summer red blooms, but is typically short-lived.
- Water stands for long periods or covers the planting area: These recommendations do not establish tolerance for permanent inundation. Confirm the site’s conditions and seek locally appropriate planting advice.
These are source-backed tendencies, not guarantees: actual growth depends on local climate, site conditions, and cultivar. For additional Iowa-focused options, see Iowa State Extension’s wet-soil perennial FAQ.
