There is no single best cooling system for every high-performance facility. The right fit depends on the heat load, required temperatures, local climate, water constraints, operating profile, and reliability needs. Three approaches are commonly considered: mechanical refrigeration with chilled-water distribution, evaporative cooling, and direct or hybrid liquid cooling for concentrated loads such as high-density computing. Industrial process cooling and data-center or HPC cooling overlap in some principles, but they are not interchangeable design problems.
How to compare industrial cooling approaches
Start with the heat that must be removed and the temperature the process or equipment needs—not with a preferred technology. Then assess climate, water availability, expected operating loads, maintenance capacity, and the consequences of an interruption. U.S. DOE/FEMP guidance also emphasizes evaluating chillers at the load conditions where they will operate, since full-load and part-load performance can differ. DOE/FEMP guidance on air-cooled electric chillers and water-cooled electric chillers provide procurement considerations, not a universal ranking.
- Temperature and heat load: Define the supply temperature and the amount and concentration of heat to remove.
- Climate: Ambient conditions, including wet-bulb conditions where evaporative processes are involved, affect what systems can achieve.
- Water: Availability, quality, treatment, and operating constraints can change the feasibility and upkeep of a design.
- Load profile: Determine how often equipment runs at full load versus partial load.
- Continuity: Establish redundancy, service access, and acceptable downtime before selecting equipment.
1. Mechanical refrigeration and chilled-water systems
Mechanical refrigeration is appropriate when a process or occupied space needs controlled cooling at temperatures that cannot be met by ambient or evaporative methods alone. Larger industrial installations may use chillers to produce chilled water, which is distributed to air-handling units or process loads. ASHRAE’s industrial cooling guidance describes refrigeration, evaporative cooling, and high-velocity ventilation among common approaches. ASHRAE Handbook, Chapter 20.
When it fits
- A process has a defined temperature target that requires refrigeration.
- Cooling must be distributed across multiple rooms, air handlers, or process users through a chilled-water loop.
- Temperature control and predictable operation outweigh the added system complexity.
What to evaluate
Compare air-cooled and water-cooled chiller options in the context of the facility’s climate, water conditions, and operating profile. Do not assume a chiller’s rated or full-load performance represents its performance across the year: DOE guidance specifically notes that selection should account for whether equipment operates mostly at full or part load. Maintenance requirements, water treatment where applicable, and redundancy also belong in the project evaluation.

2. Evaporative cooling
Evaporative cooling uses water evaporation to remove heat. ASHRAE identifies it as a useful option in some heavy industrial operations where mechanical cooling cannot be justified economically. It can also be combined with mechanical refrigeration when a lower leaving temperature is required than evaporation alone can provide. ASHRAE Handbook, Chapter 20 and ASHRAE Handbook resources.
When it fits
- The cooling duty and temperature target can be met under the site’s climate conditions.
- Water is sufficiently available and the facility can manage water quality and related maintenance.
- A combined evaporative-and-mechanical arrangement offers a practical way to meet a lower temperature target.
What to evaluate
Climate and water availability are central to the choice. There is no single water-use figure or universal climate threshold that applies to every industrial installation, so those values must be established for the actual equipment and site. If the target temperature cannot be met consistently by evaporation alone, a hybrid arrangement may be considered rather than assuming evaporative cooling replaces refrigeration in all conditions.

3. Direct or hybrid liquid cooling for concentrated loads
Direct liquid cooling is particularly relevant to data centers and high-performance computing (HPC), where heat is concentrated in high-power equipment. In many designs, liquid carries heat away from equipment through a technology cooling loop, which connects to the facility cooling system through a cooling distribution unit (CDU). Some systems are hybrid: liquid removes a substantial share of the equipment heat while air still cools components that are not liquid-cooled. ASHRAE cautions that traditional air cooling is increasingly limited as silicon heat density rises while next-generation HPC chips require lower temperatures. When it fits
- High-density computing equipment creates concentrated heat that is difficult to manage with air alone.
- A facility can integrate a technology cooling loop and CDU with its wider cooling plant.
- The design can support equipment service, coolant compatibility, water-quality controls, and required redundancy.
Temperature classes and limits
ASHRAE describes liquid-cooled facility classes using a W-class number to indicate the maximum supply temperature in degrees Celsius; W17, for example, denotes 17°C. Higher-temperature classes may make chiller-free operation possible in some locations, but the result depends on local climate and equipment limits. A temperature class is not a guarantee that a particular facility can eliminate chillers.
