UMOM New Day Centers has received final approval to begin construction on Salamanca Square, a planned 192-unit affordable housing development in Phoenix, according to KTAR’s September 26, 2026 report. The project is being developed in partnership with the Alhambra School District, but its opening date and exact site description differ across published accounts.
What is Salamanca Square?
Salamanca Square is a planned 192-unit community intended to provide affordable homes for families. KTAR reports that the apartments are intended for households earning at or below 60% of the area median income (AMI). A 2024 Phoenix Industrial Development Authority (Phoenix IDA) financing document described an earlier target range of 50% to 60% of AMI, so the current eligibility details should be confirmed with the project or housing provider when applications become available.
KTAR describes apartment options from one-bedroom, one-bathroom units to four-bedroom, two-bathroom units. The Phoenix IDA’s 2024 binder listed one-, two- and three-bedroom homes, an earlier plan rather than a final unit schedule.
Where will the project be built?
Published site descriptions do not align precisely. KTAR places Salamanca Square on 39th Avenue between Indian School and Dysart roads. AZBEX’s October 2, 2026 roundup gives the address as 4439 N. 39th Ave. in Phoenix, while the Phoenix IDA’s November 2024 binder describes the location as near 3828 W. Grand Avenue. Until UMOM, the school district or current permitting records confirm the parcel, the general Phoenix location is more reliable than any one street address.

When is construction starting, and when could it open?
KTAR reported that construction was expected to begin in fall 2026 and anticipated completion in 2027. AZBEX later reported a planned opening in May 2028. Completion and opening may refer to different milestones, but the published reports do not reconcile the dates; the public schedule therefore remains uncertain.
How is Salamanca Square being funded?
The City of Phoenix’s Preliminary 2026–31 Capital Improvement Program lists $2 million in HOME funding as a loan to help develop the project. That allocation is one component of the financing, not the full development budget.

The 2024 Phoenix IDA document described a proposed financing plan involving tax-exempt bonds and 4% tax credits, with State Housing Trust and City HOME funds anticipated. Those were financing assumptions under consideration at the time, not confirmation of the final funding package.

What construction and community effects were projected?
The Phoenix IDA’s 2024 project binder said the planned design would meet state Qualified Allocation Plan energy-efficiency standards and provide access to nearby public transit. It estimated approximately 200 or more construction-period jobs and two or three full-time salaried positions after completion. These are projections from the earlier financing document, not verified outcomes.
