Check your area’s average last frost date and the near-term forecast before planting. Some flowers tolerate cool weather; frost-sensitive flowers should wait until frost danger has passed. The flowers below are examples, not a universal ranking, and local growing conditions matter.
When to plant flowers in spring
Use the average last frost date as a planning guide, not a guarantee: frost can arrive earlier or later in a particular year. Iowa State Extension notes that last-frost dates differ even between southern and northern Iowa, so its calendar should not be applied automatically elsewhere. See Iowa State’s spring planting guidance and check a local extension service or garden authority for your region.
Cool-season annuals can often go out several weeks before the local last frost, provided the soil is workable and conditions suit the plant. Tender annuals generally belong outdoors only after frost risk has passed. Cold, wet soil can slow establishment and contribute to root problems; do not plant simply because the calendar says spring. UMass Extension’s soil-temperature advice is specific to its regional context, not a universal threshold for every garden.
Flowers that tolerate cool spring conditions
These flowers are cited as cool-season or cold-tolerant choices in extension guidance. “Tolerates cool conditions” does not mean a plant is immune to hard freezes; check the label and local recommendations.

1. Pansies
Pansies are a cold-tolerant option for early spring planting once soil is workable. UMass describes their root growth in relation to soil temperatures in Massachusetts guidance; those temperature details should not be treated as a universal rule.
2. Violas
Violas are another very cold-tolerant choice in UMass guidance. Plant when your soil and local conditions are suitable rather than relying on a fixed date.
3. Snapdragons
Iowa State and UMass both include snapdragons among flowers suited to cool conditions. They can be considered for an earlier display than frost-sensitive annuals.

4. Sweet alyssum
Sweet alyssum appears in both Iowa State and UMass lists of cool-season or cool-tolerant flowers. It is a candidate for planting before the last frost where local conditions support it.

Iowa State lists stock among cool-season annuals. Use regional guidance to determine whether to sow it directly or plant a transplant and when.
6. Pinks
Pinks are another cool-season annual example in Iowa State guidance. Confirm the suitability and timing of the specific variety for your climate.

7. Nemesia
UMass includes nemesia among cool-tolerant flowers for its regional conditions. That recommendation is not a guarantee of performance in other climates.
8. Diascia
Diascia is also listed by UMass as a cool-tolerant choice in its regional guidance. Check local recommendations before planting outdoors.

10. Osteospermum
Osteospermum appears in UMass’s cool-tolerant flower guidance. Its inclusion there does not mean it will tolerate all frost conditions or suit every region.

The Royal Horticultural Society (RHS) identifies the following as hardy annuals suitable for spring sowing in its UK context. Its timing should not be transferred uncritically to other countries or climates. 11. Sunflowers
Sunflowers are among the hardy annuals the RHS recommends for spring sowing in the UK. Follow local sowing guidance for your region and variety.

12. Cosmos
Cosmos can be spring-sown as a hardy annual in the RHS’s UK guidance. Check local timing rather than assuming the UK schedule fits your garden.
13. Sweet peas
Sweet peas are another RHS example of hardy annuals for spring sowing. Use a locally appropriate seed-sowing schedule.
14. Zinnias
The RHS includes zinnias among hardy annual examples for spring sowing in its UK guidance. In your garden, account for local frost risk and follow regional instructions for sowing or transplanting.
Choose between direct sowing and transplants
Some flowers can be sown directly outdoors; others may be started indoors or bought as bedding-plant transplants. The right method varies by flower, region, and the display you want. A transplant can provide an earlier display than direct sowing, but it must be suited to outdoor conditions. Use species-specific and local guidance rather than assuming every flower should be started indoors.

The RHS spring-sowing advice is UK-specific; the UC chart is specific to Santa Clara County.
- For transplants: Harden plants off gradually before setting them into the garden. Iowa State recommends a 7-to-10-day transition for bedding plants: begin in a protected, shady place, increase outdoor exposure, monitor moisture and weather, and bring plants inside if frost or severe weather threatens.
- For either method: Wait if the soil is cold, wet, or otherwise unworkable, and use the forecast as well as the average last frost date to guide the decision.
These sources support fourteen named examples, but not fifteen flowers with equally specific timing and planting-method guidance across regions. Rather than add an unsupported species to reach the title’s number, use a locally recommended flower from your regional extension service or garden authority. Virginia Cooperative Extension’s annual flower culture and maintenance guidance is another regional resource for Virginia gardeners.
