Concrete deck installation has reached a visible milestone in Phase 1 of the Port Authority of New York and New Jersey’s $10 billion Midtown Bus Terminal Replacement. The new decks span below-grade sections of Dyer Avenue and the Lincoln Tunnel Expressway, creating temporary bus-staging space that is essential to keeping service running while the existing terminal is demolished and rebuilt. ENR reported that four deck quadrants were being installed and that the latest quadrant received final concrete placement on October 24, 2026; the Port Authority’s project update says two quadrants were nearly complete while precast slabs were being placed elsewhere.
The decks are temporary operating infrastructure. Once the replacement terminal is complete, they are planned to become nearly 3.5 acres of publicly accessible green space.

What is the Dyer Avenue deck-over?
The deck-over is a pair of structures built above portions of roadways that run below grade between West 37th-38th Streets and West 38th-39th Streets. The structures cover sections of Dyer Avenue and the Lincoln Tunnel Expressway, allowing the Port Authority to use the new surface for bus operations during construction.
Construction began in May 2025, according to ENR, and the deck sections are expected to be completed in 2027. The work is being managed by AECOM Tishman, with MLJ Contracting as general contractor. STV-Turner is the Phase 1 construction manager.

How the concrete system is assembled
A 2026 milestone report from the Construction Industry Council Westchester & Hudson Valley describes 139 steel girders supporting the deck system. Each girder weighs between 60,000 and 80,000 pounds and can be as long as 81 feet. After the steel is positioned, precast concrete decking is installed; the Port Authority’s current update describes slabs being placed across the deck quadrants.
Port Authority Executive Director Kathryn Garcia said the first girders will support both the terminal construction process and future public open space.

Why is concrete being poured over Dyer Avenue?
The deck creates the operating room needed to replace the terminal without shutting down the region’s busiest intercity-bus gateway. It will provide bus staging and circulation space while the existing terminal remains in service, then support the temporary-terminal arrangement used during the main building’s construction.
Without this additional capacity, buses would have to queue or stage on more local streets, increasing idling, congestion and conflicts with pedestrians. The project’s stated goals include reducing those impacts and making surrounding streets safer and more walkable.
How will buses operate while the old terminal is demolished?
Phase 1 builds a temporary operating system before Phase 2 removes the existing terminal. Its principal elements are the deck-overs, a storage-and-staging building and a new ramp structure linked directly to the Lincoln Tunnel.

Storage-and-staging facility
The five-story facility is designed to hold up to 350 buses. It will also include 65,700 square feet of street-facing retail and serve a temporary-terminal function while the current terminal is demolished and the replacement is built.
New ramp structure
The planned ramp structure totals 500,000 square feet. It will connect directly to the Lincoln Tunnel, let buses change floors and gates within the complex, and include a bypass lane for disabled or stalled buses. Keeping these movements inside the complex is intended to reduce bus circulation on neighborhood streets.
Phase 1 contract value
Construction Dive reported a $1.87 billion guaranteed maximum price for the interim terminal and ramp structure. That figure covers the reported interim-terminal and ramp work, not necessarily every cost in the overall $10 billion program.
What will the finished replacement terminal include?
Phase 2 is the replacement main terminal on the existing site. The Port Authority describes a five-floor, 2.1 million-square-foot building with 182 gates: 142 commuter gates and 40 intercity gates.

When will the new Port Authority Bus Terminal be finished?
The Port Authority’s published baseline targets completion of the temporary terminal and new ramps in 2028, followed by completion of the new main terminal in 2032. Those dates describe the agency’s 2024 project baseline and approval summary.
Other published schedules use different boundaries. ENR places deck completion in 2027, while a 2026 industry-association report describes Phase 1 as complete in 2030 and Phase 2, including demolition of the existing terminal and construction on its site, as complete in 2035. These are not necessarily contradictions: they cover different scopes and reporting baselines. The 2028 and 2032 dates refer to the Port Authority’s temporary-system and main-terminal targets; the 2030 and 2035 dates reflect the later industry report’s phase definitions.
Will construction affect Lincoln Tunnel traffic?
The decks and ramp structure are being built around active below-grade roadways, so construction is taking place in a constrained transportation corridor. The project’s operating strategy is to keep buses moving through temporary facilities rather than diverting all service onto city streets. Specific lane closures and traffic restrictions can change as work advances; travelers should rely on Port Authority advisories for current conditions.
The completed ramp structure is intended to give buses a direct Lincoln Tunnel connection and internal floor-to-floor circulation. A bypass lane is planned so a disabled or stalled bus can be removed from the main flow.

How is the $10 billion program being funded and approved?
The Port Authority says New York City committed 40 years of tax revenue from three potential commercial developments, expected to help raise up to an estimated $2 billion—about 20% of the project cost.
