Who to Contact About Road Damage or a Hazardous Construction Detour in Wisconsin

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the road’s responsible authority for routine repairs, and use the emergency system for immediate danger. For potholes, debris, or similar maintenance problems on a Wisconsin state highway, the Wisconsin Department of Transportation (WisDOT) directs motorists to the local county highway department. For an emergency hazard, call 911. For a non-emergency road hazard, call 511 in Wisconsin (866-511-9472 from outside the state) and leave a message through the automated “report a road hazard” option. For a construction detour, check current 511 Wisconsin roadwork information first, then contact the named project representative or the local government responsible for that route.

Choose the right contact before you report

Wisconsin roads are maintained through different jurisdictions, so the correct contact depends on both who controls the route and how urgently people need help. A state-highway pothole is handled differently from a city-street defect, and a blocked lane is different from a confusing but passable detour.

Construction detour or project-specific concern Named project contact or responsible local government Use 511 roadwork information to identify the project, route, dates, and detour. Local-route detours generally belong to the local unit of government with jurisdiction.

If you are unsure which government owns or maintains a road, record the route number, nearest cross street, municipality, and travel direction. Those details allow 511 or a project representative to route the report more accurately.

Reporting potholes or debris on a Wisconsin state highway

WisDOT’s Damage on state highways page identifies the local county highway department as the contact for a state-highway area needing attention, including potholes and road debris. WisDOT explains that county highway departments maintain state highways under Wis. Stat. 84.07(1), as part of the state–county highway partnership. The page identifies 72 county governments and describes the partnership as nearly 100 years old; those descriptions are WisDOT’s statements, not a promise that every road in Wisconsin follows the same reporting path.

What to do

  1. Get to a safe position. Do not stop in a live lane or stand on a shoulder with fast traffic unless an emergency requires it. If you must call while driving, use a hands-free method or wait until you are parked safely.
  2. Identify the location precisely. Note the highway number, direction of travel, nearest exit or cross street, municipality or county, and a landmark such as a bridge, interchange, mile marker, or business.
  3. Describe the defect. State whether it is a pothole, scattered debris, a damaged sign, a washed-out shoulder, exposed pavement, or another condition. Explain which lane is affected and whether vehicles are swerving or stopping.
  4. Contact the county highway department. WisDOT’s state-highway guidance directs routine maintenance reports to the county highway department. The Wisconsin Counties Association is identified by WisDOT as a resource for county contact information.
  5. Use 511 when a broader hazard notice is useful. A non-emergency report can also be left through the 511 phone system. Include the same location and danger details so roadway users and transportation personnel have usable information.

Photographs can help only when taken from a lawful, safe position. Never walk into traffic, cross a highway, or create a second hazard to document the first one.

When a road hazard needs immediate attention

Call 911 when the condition is an emergency: for example, a crash, a person in danger, a vehicle stopped in a travel lane, live electrical equipment, a collapse, or an obstruction that presents an immediate threat. Tell the dispatcher the roadway, direction, nearest cross street or mile marker, and what responders will encounter.

Using 511 for a non-emergency hazard

The 511 Wisconsin phone system is automated. Dial 511 while in Wisconsin or 866-511-9472 from outside Wisconsin, choose the road-hazard option, and leave an audio message. The system is not a staffed emergency line and does not replace 911.

Finding the right contact for a construction detour

A construction detour can involve WisDOT, a county, a city, a village, a town, or more than one road authority. Start with current project information instead of assuming the detour belongs to the agency whose logo appears on a nearby sign.

Check the live roadwork listing

Open 511 Wisconsin Roadwork and search the roadway or area. Look for the project location, closure or lane restriction, detour route, and planned dates. WisDOT’s Traveler Information page describes 511 as the place to check incidents, construction, road conditions, lane closures, and detours.

Information is live and can change. The 511 service notes that routing may not include every construction project, incident, or weather closure, so treat the listing as current travel information rather than a guarantee that every condition is displayed.

Use the named project contact when one is listed

Project pages and construction listings may identify a project manager or communications representative. Use that person for questions about a particular closure, an incorrectly placed sign, access to a business or residence, a changed schedule, or a detour that appears unsafe. For general improvement-project questions, WisDOT directs people to its regional offices through its Contact WisDOT page.

Apply the local-jurisdiction rule

WisDOT’s Construction and Materials Manual, section 145 (2026 edition), states: “Under Wisconsin law, a local unit of government is responsible for the detour of a route under its jurisdiction.” This is a jurisdictional rule, not a statement that WisDOT is never involved. A local-road detour may be the responsibility of a city, village, town, or county, while a project can still involve state coordination or a named WisDOT contact.

If a detour sign sends traffic onto a local road, report a dangerous condition to the local government responsible for that route and also notify the project contact shown in the construction listing. Give both parties the same factual information so the problem can be matched to the project and the road authority.

How to report a hazardous detour effectively

  1. Identify the project. Capture the road name or number, the closure point, the detour direction, and any project or reference number shown on signs or 511.
  2. Describe the specific danger. Examples include a missing advance-warning sign, a detour that sends trucks under a low bridge, an abrupt lane drop, an inaccessible driveway, flooding, poor visibility, or a route that cannot accommodate the traffic it is receiving.
  3. State when it occurs. Note the date, approximate time, weather, traffic volume, and whether the problem is continuous or appears only during certain construction stages.
  4. Report immediate threats to 911. If vehicles are colliding, a lane is blocked, or people face an imminent risk, make the emergency call first.
  5. Send the routine project report. Use the named project manager or communications contact, the responsible local government, or both. Attach photographs only when they were obtained safely and lawfully.
  6. Recheck 511. A project may have changed phases, dates, or detour routing. Compare the current listing with what drivers see on the road.

What information makes a report actionable

  • Road number and, if applicable, the local street name.
  • Direction of travel and the affected lane, shoulder, ramp, or intersection.
  • Nearest cross street, exit, mile marker, bridge, address, or landmark.
  • County and municipality.
  • Exact problem: pothole size only if you can estimate safely, debris type, flooding, missing sign, confusing arrow, unsafe merge, or blocked access.
  • Whether the condition is causing crashes, sudden braking, wrong-way movements, or traffic backups.
  • Date, time, weather, and whether the hazard is getting worse.
  • Your callback information if the agency requests clarification and you can provide it safely.

A precise description is more useful than a general statement such as “the detour is bad.” Identify what a driver encounters and where it happens.

If your vehicle was damaged

WisDOT states that the state or county is not liable for vehicle damage caused by a pothole, striking a construction barrel, or hitting debris, and advises contacting your insurance company. That guidance is specifically WisDOT’s statement about the state or county; it should not be generalized to every municipality or treated as a legal determination about every possible claim.

After reaching a safe location, document the date, time, road, direction, exact location, visible damage, and any photographs taken without exposing yourself to traffic. Keep repair estimates, towing records, and insurance correspondence. Report the hazard separately even if you file an insurance claim; the maintenance report helps alert the road authority to a continuing danger.

Common situations and the appropriate route

Example Recommended action Reason
A deep pothole on an interstate or numbered state highway, with no immediate crash risk Contact the county highway department and optionally leave a 511 hazard message. WisDOT directs state-highway maintenance reports to county highway departments.
A fallen object blocking a lane right now Call 911 from a safe location. The immediate obstruction is an emergency; 511 is not dispatch.
A detour sign is missing at an intersection, but traffic is moving Check 511 Roadwork, then contact the named project representative and the local route authority. The project listing identifies the responsible contacts and current routing.
A local street used as a construction detour is too narrow or damaged Report it to the local government responsible for that street and notify the construction project contact. WisDOT’s manual assigns a detour under local jurisdiction to the local unit of government, while projects may involve multiple agencies.
You are unsure whether a closure is current Check 511’s live construction and incident information before choosing a route. Roadwork, closures, and planned dates can change.

Safety rules while making the report

  • Do not stop in a travel lane to photograph a pothole, sign, or detour.
  • Do not stand between barriers, enter a work zone, or approach construction equipment.
  • Use hands-free calling where lawful, or wait until parked.
  • For an immediate threat, call 911 before attempting a routine report.
  • Follow temporary signs and instructions from law enforcement or flaggers, even when the posted detour appears confusing.

The practical sequence is simple: make the scene safe, identify the route, use 911 for immediate danger, use 511 for a non-emergency hazard, and direct routine state-highway maintenance reports to the county highway department. For a construction detour, let the current 511 listing and the route’s jurisdiction identify the right project or local-government contact.
