For a non-emergency construction complaint in Oklahoma City, start with the City’s Action Center: call (405) 297-2535, email [email protected], text (405) 252-1053, submit an online report, or use the OKC Connect mobile app. Put the street address or nearest intersection first, then describe the noise, dust, obstruction, dates, times, and effect on access.

Call 911 for an immediate police or public-safety emergency. For a water or sewer emergency, call (405) 297-3334. The City says Action Center reports are investigated, but investigation and resolution times vary, so no channel promises an immediate result.

The Action Center is the City’s general intake for non-emergency concerns, including construction noise, dust, and access problems. It accepts several formats so you can choose between a live conversation and a written record.

How to report construction noise

Oklahoma City’s municipal code says excessive, unnecessary, or unusual noise disturbance is unlawful and addresses the subject in Chapter 34. That language does not mean every sound from a lawful project is automatically a violation. Your report should explain why the activity is excessive or unusually disruptive rather than simply stating that construction is occurring.

Information that makes a noise report useful

  • Give the project’s street address or the nearest intersection.
  • Identify the source if you can do so safely, such as demolition, backup alarms, generators, concrete work, or overnight loading.
  • List the dates and approximate start and stop times. If it happens repeatedly, describe the pattern.
  • Explain the impact: blocked sleep, inability to work, unsafe conditions, or disruption to a business, school, residence, or medical appointment.
  • Say whether the noise is occurring right now and whether there is an immediate safety issue.

Use the Action Center for a non-emergency report. The City’s published information does not identify a separate construction-noise-only telephone line or a named noise investigator, so do not wait for a specialized contact before reporting.

How to report construction dust

The City code includes air-pollution provisions addressing fugitive dust control. Construction-related sediment complaints are also recognized in the City’s Storm Water Quality Management Plan, revised July 7, 2025. Those provisions make dust, tracked soil, and sediment legitimate subjects for a City report, but the materials do not establish a separate dust-only intake office.

Describe the dust and where it travels

  • Start with the address or nearest intersection and identify the construction site.
  • Describe whether dust is blowing from excavation, demolition, hauling, stockpiles, or unpaved access routes.
  • Record when the dust occurs and whether it reaches a sidewalk, roadway, neighboring property, doorway, vehicle, or indoor space.
  • Explain any immediate access or visibility problem, such as a cloud crossing a travel lane or covering a pedestrian route.
  • Include photographs or other documentation only if you can gather it without entering the work zone or putting yourself in danger.

Send the report through the Action Center. The stormwater plan identifies Action Center reports among the sources of construction-related sediment complaints; it does not promise a particular inspector, cleanup deadline, or enforcement result.

Who to contact about a blocked sidewalk or street

For a blocked sidewalk, street, driveway approach, or other public right-of-way, report the problem to the Action Center unless it is an emergency. The City’s Public Works contractor guidance says work that obstructs street or sidewalk access is unauthorized until the necessary permits have been secured. It also says work-zone permit requests should be submitted at least two full workdays before the requested work.

Report the exact obstruction

  1. Write down the address or nearest intersection.
  2. Identify what is blocked: sidewalk, travel lane, crosswalk, curb ramp, driveway, alley, or another route.
  3. Describe the barrier, such as fencing, equipment, trenching, stored materials, mud, or a temporary closure.
  4. Explain how people or vehicles are expected to get through and whether the alternate route is unusable or unsafe.
  5. Note the date and time you observed it and whether the obstruction is continuous or intermittent.
  6. Submit the details to the Action Center by phone, text, email, online form, or app.

Do not assume that every closure is unpermitted. A contractor may have an approved work-zone arrangement, and the City’s statement makes the permit condition central. Your report should ask the City to verify the authorization rather than declare a violation as fact.

How to check whether a closure may be permitted

The City’s public quick-links page lists a permitted work-zone map covering street and sidewalk closures, lane reductions, and right-of-way closures. You can use that map as a corroboration step after noting the location and details of the obstruction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • An entry that matches the location can help explain why access is restricted and what area is covered.
  • An entry that is difficult to match, expired, or absent is a reason to ask the City for clarification, not proof by itself that the work is illegal.
  • Map information may not reflect every field condition in real time, so document what is physically blocking access when you report it.

Public Works contractor materials describe the permit process and timing; they do not provide a guarantee that a reported obstruction will be removed immediately.

Step-by-step: submit an Action Center report

1. Gather the location first

Use the full street address when available. If the project has no visible address, give the nearest intersection and a landmark such as a named business, park entrance, or block face. Text reporters are specifically asked to include an address or nearest intersection and a detailed description.

Keep the description factual and avoid guessing which permit or code section applies.

4. Keep your report reference

Save the confirmation, case number, sent email, or a screenshot of the submitted form. Do not submit duplicate reports in several channels unless the situation has materially changed or the City directs you to do so.

What happens after you report?

The Action Center says reports are investigated and that resolution time varies. That wording leaves room for differences in urgency, jurisdiction, field conditions, and the information available to staff. It is not a promise of same-day inspection, an immediate construction shutdown, or a particular enforcement action.

If the condition is still present, send a concise update with the new date and time, what has changed, and the original report reference. For a blocked route, explain whether the obstruction moved, expanded, or created a new hazard. For noise or dust, describe the latest occurrence rather than repeating a general accusation.

When the situation is an emergency

Call 911 for immediate danger

Use 911 for an immediate police or public-safety emergency, such as a crash, an active threat to people, or a condition requiring urgent emergency response. The Action Center is not a substitute for 911.

Use the water and sewer emergency number for those failures

For a water or sewer emergency, call (405) 297-3334. A construction complaint involving only noise, dust, or ordinary access should remain with the Action Center unless it has become an immediate safety emergency.

Common reporting mistakes to avoid

  • Leaving out the location: “Construction on Main Street” is less actionable than an address or nearest intersection.
  • Reporting only a conclusion: State what is blocked, when it happened, and how it affected access instead of asserting that a contractor broke the law.
  • Assuming a missing map entry proves a violation: Ask the City to verify the permit or closure status.
  • Entering a work zone for evidence: Stay outside barriers and do not create a traffic or personal-safety hazard while documenting conditions.
  • Expecting a guaranteed deadline: The City publishes variable investigation and resolution times, not an immediate-action guarantee.
  • Using 911 for routine complaints: Reserve it for immediate police or public-safety emergencies.

What the City’s published information establishes

The City has a single, verified general starting point for non-emergency construction complaints: the Action Center. Its code addresses noise disturbance and fugitive dust control, while the stormwater plan recognizes construction-related sediment complaints. Public Works guidance makes permits relevant when work obstructs streets or sidewalks and sets a two-full-workday lead time for work-zone permit requests.

The published materials do not provide a construction-noise or construction-dust complaint statistic, a named specialist who receives every such report, or a guaranteed response period. Reporting accurately, supplying the location first, and preserving your confirmation gives City staff the information needed to evaluate the condition without overstating what the rules or channels promise.

How the Action Center fits the City’s wider service workload

A City news release dated August 7, 2023, said five full-time Action Center employees handled more than 80,000 concerns annually at that time. That is a 2023-reported workload figure, not a current annual count, and it helps explain why a complete location and description matter. The same release quoted Action Center Supervisor Shameka Lee saying, “Our goal is to provide exceptional customer service to our residents.”
