The right membership is the one that matches the committee’s legal assignment and gives it both technical competence and a credible view of people affected by public works. Start with the enabling ordinance, charter provisions and bylaws; then recruit the construction, public-works, planning or design expertise the remit requires, alongside community, business and institutional perspectives that can test impacts and accountability.
There is no universal roster. Austin offers a construction-specific model focused on prevailing wages, contracting choices, procurement policy and program performance. Portland’s development-review committee (DRAC) shows how a city can combine professional, business and public-interest viewpoints, but it is broader than construction. Treat both as adaptable examples, not automatic legal templates.

Begin with the committee’s legal job
Membership should follow the work, not precede it. Before asking who belongs, identify the ordinance or resolution that created the body, the bylaws adopted under it, and the decisions the committee may review. Those documents control formal eligibility, appointment authority, ethics duties, quorum, terms and the difference between advice and binding action.

Translate the mandate into capabilities
Write the committee’s duties as a short list of tasks. A construction committee may need to monitor wage compliance, examine contract-award policy, advise whether maintenance or construction work should be competitively contracted, and review quality, cost and improvement of municipal construction programs. Austin’s construction advisory committee is described in those terms. Each task points to a different kind of useful experience:

- Contracting and procurement: public contracting, bid evaluation, change orders, claims, insurance, bonding and contract administration.
- Delivery and operations: public-works or facilities experience, scheduling, inspection, maintenance and lifecycle costs.
- Planning and design: planners, architects, engineers or related professionals when the committee reviews project scope, design quality or development review.
- Impact and accountability: residents, businesses, institutions and organizations that experience construction disruption, access changes, environmental effects or historic-resource concerns.
If the committee’s remit is limited to contractor payment practices, a large design roster may distract from the work. If it also reviews project planning and neighborhood effects, technical and community seats need to expand accordingly.
Confirm what the committee cannot do
An advisory committee normally analyzes, comments and recommends; staff, a procurement officer, a department head or the city council may retain the final decision. Austin’s description emphasizes advice and review rather than independent contracting authority. The local code and bylaws determine the exact boundary. State that boundary in the committee’s charge so members do not promise approvals, direct staff or act as an unauthorized procurement panel.
A balanced membership model
A practical roster has two dimensions: delivery expertise and affected-interest representation. A candidate need not satisfy every dimension, and no single professional credential should be treated as a substitute for lawful eligibility.

| Perspective | What it contributes | When it is most important | Selection caution |
|---|---|---|---|
| Construction contracting | Bid structures, contract terms, change orders, claims, bonding and contractor performance. | Contract-award policy, procurement review or program oversight. | Balance industry experience with independence and disclosure of current business before the city. |
| Public works or municipal delivery | Constructability, inspection, maintenance, scheduling, safety and lifecycle cost. | Capital programs, maintenance-versus-contracting questions and performance review. | Include practical delivery knowledge without giving staff an automatic majority if the law calls for outside members. |
| Planning and design | Project scope, site planning, accessibility, design quality and development-review implications. | Committees that review project design or broader development issues. | Use only the disciplines relevant to the mandate; a construction-only body may need less design representation. |
| Neighborhood or resident interests | Construction impacts, access, noise, safety, displacement concerns and local priorities. | Projects that affect specific neighborhoods or public access. | Recruit beyond the loudest single neighborhood and follow any geographic requirements in local policy. |
| Business interests | Effects on commerce, deliveries, customer access and the city’s contracting market. | Downtown, corridor, utility or access-disruption projects and supplier diversity issues. | Do not let one trade or property interest stand in for all businesses. |
| Historic preservation | Protection of historic buildings, districts, materials and review obligations. | Work in designated historic areas or on historic public assets. | Make the seat conditional on relevance if the city has little historic-resource work. |
| Environmental organizations or expertise | Stormwater, habitat, emissions, resilience, materials and construction impacts. | Projects with environmental permits, climate goals or sensitive sites. | Specify the environmental issues the committee can actually evaluate. |
| Institutional properties | Operational needs of schools, hospitals, universities, faith organizations or other large civic properties. | Projects affecting major institutions or shared infrastructure. | Define “institutional” locally; avoid a seat that is too narrow to fill. |
Portland’s municipal code lists construction contracting, public works, planning, design, neighborhood, business, historic-preservation, environmental and institutional-property interests for its development-review advisory committee. That list demonstrates the value of mixing professional and public viewpoints; it does not establish a required construction-committee formula for another city.
Match seats to the subject being scrutinized
Prevailing wages and job classifications
When wage monitoring is a core duty, recruit members who can read wage determinations, understand classifications and recognize how subcontracting affects payroll records. Include a worker, labor or contractor perspective where permitted by local law, while preserving the committee’s ability to question all parties. A member who understands only general construction may not be able to test a classification dispute or an incomplete certified payroll.

Contracting versus city-performed work
For questions about whether the city should use its own personnel and equipment or competitively contract work, combine public-works operations knowledge with procurement, cost and workforce perspectives. The committee should be able to examine service levels, equipment utilization, safety, schedule, market capacity and total cost rather than treating “in-house” or “contracted” as an automatic answer.
Design, development review and neighborhood effects
If the assignment extends into design or development review, add planning and design expertise and representatives of affected neighborhoods, businesses, historic resources, environmental interests and institutions. Portland’s DRAC is useful here precisely because it is broader than construction: it illustrates a cross-interest design, not a legal requirement that every construction committee copy.
Eligibility, appointment and ethical safeguards
Use the city’s own appointment rules before publishing a recruitment notice. Local law may require residency, a connection to the city, a specified profession, a number of public seats, financial disclosures, conflict recusals or confirmation by the council.
How appointment models differ
Portland’s DRAC appointments are made by the Commissioner in Charge and confirmed by City Council, with eligibility based on a connection to Portland. Ottawa describes advisory committees as volunteer bodies appointed by Council and encourages prospective applicants to attend meetings to understand expectations. Those are examples of process, not rules that automatically apply elsewhere.
Recruit transparently
- Publish the charge and seat descriptions. State the committee’s duties, expected workload, term, meeting schedule, public-record obligations and any required qualifications.
- Open an application period. Ask for relevant experience, community or institutional connection, conflicts, accessibility needs and the time the applicant can commit. Do not require a professional license unless the law or the work genuinely requires one.
- Offer an orientation path. Invite applicants to observe a meeting, as Ottawa advises, and provide the ordinance, bylaws, recent agendas and plain-language explanation of advisory limits.
- Screen for eligibility and conflicts. Check residency or city-connection rules, financial interests, current city contracts, representation of an employer and any required disclosures. Document recusals rather than relying on informal assurances.
- Evaluate the roster as a whole. Compare candidates against the mandate, technical coverage, affected communities, independence, geographic reach and ability to serve the full term.
- Make and record the appointment. Use the authority specified by law, obtain any required council confirmation and publish the final roster, terms and vacancies.
Appointment transparency matters because an advisory committee’s legitimacy depends on both competence and public confidence. A technically strong panel can still be questioned if residents cannot see how seats were defined or filled.

Size, terms and workload
Do not copy another city’s headcount simply because it looks balanced. Derive size from the number of distinct perspectives required, the volume of materials, the frequency of meetings and the time needed for a workable discussion. Too few members create blind spots; too many can make quorum, deliberation and accountability difficult.

Those numbers describe Austin’s committee and are not a universal standard. The enabling law for the target city must settle the actual number, term length, reappointment rules and limits.
Design for continuity
- Stagger terms if the law permits, so institutional knowledge does not disappear at once.
- Define attendance expectations and a process for resignation or removal.
- Provide onboarding and periodic training on procurement, prevailing wages, public records, ethics and respectful participation.
- Budget for interpretation, accessible meeting materials and remote participation where required or useful.
A decision framework for choosing candidates
Use a written matrix rather than selecting the most familiar names. Score each candidate against the committee’s actual work, then test whether the assembled group is balanced.
| Question | What to verify |
|---|---|
| Mandate fit | Can the candidate contribute to one or more duties named in the ordinance without changing the committee’s purpose? |
| Technical coverage | Across the roster, are contracting, public works, wage/classification, planning or design skills present in the proportions the work requires? |
| Impact coverage | Are residents, businesses, institutions and issue-specific interests represented where projects affect them? |
| Independence | Can the candidate identify conflicts, disclose them and recuse when required? Does the roster avoid dependence on one contractor, department or advocacy group? |
| Reach and inclusion | Does the group meet local geographic, demographic, accessibility or city-connection requirements? |
| Practical service | Can the applicant attend, read technical packets, participate constructively and complete the full term? |
Use the matrix to identify gaps, not to create a secret ranking system. Publish the criteria and retain records consistent with public-record and privacy rules.

Choosing members before defining the remit
Problem: A city recruits prominent builders or neighborhood leaders without deciding whether the body handles wages, procurement, design, impacts or all four. Correction: write the task list first and map each task to needed knowledge and affected interests.

Making every seat an industry seat
Problem: Contractors may understand delivery but cannot alone represent residents, businesses, environmental effects or historic resources. Correction: combine technical seats with public-interest and institutional perspectives that the mandate touches.
Assuming one credential fits all
Problem: Requiring a license or a single profession can exclude people with directly relevant wage, neighborhood, operations or lived experience. Correction: require credentials only where local law or the task demands them, and describe equivalent experience where lawful.
Copying another city’s rules
Problem: A roster, term or appointment method from Austin, Portland or Ottawa is treated as binding elsewhere. Correction: use those jurisdictions as design examples and verify the target city’s code, charter, bylaws and appointment practice.
Ignoring conflicts and participation barriers
Problem: A member cannot attend, cannot access technical material or has an undisclosed financial interest. Correction: screen for time, accessibility and conflicts at application; provide orientation, accessible materials and a clear recusal process.

How the committee should work after appointment
Good composition is only useful if the operating rules let members use their expertise. At the first meeting, adopt or confirm procedures for agendas, public comment, recusals, meeting records, staff support and communication with the council. Give members a plain-language description of what staff may provide and what the committee may recommend.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access

For each major item, staff should identify the decision requested, evidence supplied, legal or policy constraints, affected groups and the deadline. Members can then ask focused questions instead of trying to redesign a project informally. Recommendations should state the issue reviewed, the reasons, any minority view recorded under the rules and the official body expected to act next.
Review the roster periodically against the workload. If the city adds wage oversight, historic projects or environmental targets, amend the seat mix through the lawful process rather than relying on informal self-selection. If a perspective is no longer relevant, avoid preserving a seat solely because it has always existed.
A usable roster test
Before finalizing appointments, the appointing authority should be able to answer “yes” to these questions:
- Does every seat relate to a duty in the enabling law or an explicitly permitted public-interest perspective?
- Can the full group scrutinize the committee’s most technical subject, such as wage classifications or contract awards?
- Can people affected by projects explain access, cost, environmental, historic or operational impacts?
- Are appointment, eligibility, disclosure and recusal rules documented and lawful?
- Can members attend, understand the materials and serve the published term?
- Is the committee clearly advisory, with recommendations routed to the staff or council body that has authority to act?
If any answer is no, revise the mandate, recruitment notice or roster before the committee begins substantive review.
