The best hotel-conversion candidates are not defined by building type alone. They combine a credible hotel-planning route, a location that can support hotel demand, and a physical form that can accommodate guest rooms, corridors, lifts, stairs, services, fire protection, accessibility, deliveries and back-of-house space without wholesale reconstruction. Underused offices often deserve an early screen because their cores and floor plates can sometimes support efficient double-loaded hotel corridors. Historic and mixed-use properties can also work, but conservation, access, fire, servicing and repair constraints may add substantial cost and time.
A promising plan is only a first filter. Before buying or commissioning detailed design, verify local permissions, survey the building, model room yield and quality, price the required alterations, and test the resulting hotel against demand and operating revenue.

Start with planning, not the floor plan
A building can fit guestrooms on paper and still be unsuitable because the site has no acceptable path to hotel use. Planning policy is jurisdiction-specific, so the first question is whether the parcel can lawfully host the proposed hotel, at the intended scale, with the required access, servicing and parking arrangements.
Confirm the existing designation and the proposed use
Obtain the current zoning or land-use designation, permitted-use schedule, development-plan policies, overlays, listed-building or conservation status, and any limits on hotel floor area or intensity. Ask the planning authority whether a change of use, special approval, variance, or full planning application is required. Check whether the proposal would trigger separate approvals for signage, liquor service, restaurants, rooftop plant, event space or late-night operation.

Test compatibility with surrounding uses
Hotels generate arrivals, departures, deliveries, refuse collection, housekeeping movements, plant noise and sometimes evening activity. A site surrounded by housing, schools, industrial operations or protected streetscapes may face conditions even when hotel use is theoretically permitted. Review loading access, coach or taxi movements, servicing hours, noise-sensitive neighbours and the relationship between guest entrances and existing occupants.
Singapore’s Urban Redevelopment Authority (URA) illustrates the principle without creating a rule for other jurisdictions: hotel use is generally provided for on Hotel-zoned land, while proposals on other land may be considered case by case according to planning intention and compatibility with surrounding uses. Treat that as an example of site-specific review, not evidence that an office can be converted into a hotel everywhere.
Obtain a written planning view early
Before paying for a full design, ask a local planning consultant or architect to produce a short options note identifying the likely consent route, policy conflicts, required studies and approval risks. A written pre-application response is not a guarantee, but it can prevent an expensive design exercise for a use the authority is unlikely to accept.

Hotel conversion succeeds or fails on the typical floor. Draw the existing columns, windows, stairs, lifts, toilets, risers and structural walls, then test realistic guestroom modules around them. The objective is not simply to maximize the number of doors; it is to achieve rooms of the intended quality with compliant circulation, daylight, acoustic separation, housekeeping access and maintainable services.
Test the corridor pattern
Many hotels use a double-loaded corridor, with rooms on both sides. A reasonably regular office plate can therefore be adaptable when the core is central or otherwise positioned to create efficient travel distances. Irregular plates, deep floor areas with poor perimeter access, excessive structural obstructions or cores stranded at one end can produce long corridors, dark rooms, awkward corners and a low proportion of saleable area.
Measure yield in keys and quality, not just area
For each typical floor, calculate the number of rooms (or “keys”), room sizes, accessible rooms, housekeeping closets, linen storage, electrical and plumbing risers, escape routes and the area lost to corridors and walls. Compare the result with the intended segment: a compact limited-service hotel has different room and amenity requirements from an upscale property or an extended-stay operation.
CPG Corporation Design and Research Office’s December 2025 report, Office to Residential, Hotel and Serviced Apartments II Conversions, puts the point plainly: “Hotel rooms are small compared to most residential units, so it is generally not too difficult to meet the target number of keys for a given building.” That observation explains why some offices can produce a viable room count, but it does not guarantee acceptable room proportions, views, bathrooms, accessibility or operational space in another building.

Record how much of the floor plate must be demolished or rebuilt to make the layout work. CPG’s assessment considers floor area demolished, floor-plate efficiency, achievable hotel keys, parking and room quality. Its A-to-D matrix places a standalone conversion requiring no floor-plate modification at the most favourable end; schemes needing substantial alteration or a mixed-use treatment move toward the less favourable end. The grading is a Singapore professional screening method, not a universal rating system.

Inspect the building form, envelope and structure
A room layout cannot compensate for a failing envelope or inadequate structure. Commission a measured survey and condition assessment before relying on an architect’s test fit.
Envelope and daylight
- Map window positions, sill heights, opening sizes, glazing condition, solar exposure and external noise.
- Check whether every proposed room can obtain the daylight, ventilation and outlook required by local rules and the hotel’s brief.
- Inspect façades, roofs, waterproofing, thermal performance and any hazardous materials that could affect opening-up work.
- Identify whether replacement windows or façade alterations would require heritage consent, neighbour agreements or specialist detailing.
Floor-to-ceiling height and structure
Measure clear height below beams, ducts and existing ceilings, not just the nominal storey height. A hotel needs space for bathroom drops, ventilation, sprinklers, lighting, acoustic build-ups and maintenance access. Verify slab thickness, column grids, transfer structures, load capacity and vibration performance. New bathrooms, plant, water tanks or rooftop equipment may impose loads the original office design did not anticipate.
Openings and risers
Existing shafts, plumbing stacks and service openings can reduce demolition, but their positions must align with the proposed bathrooms, kitchens, laundry, plant and back-of-house routes. Historic England’s reuse guidance recommends working with existing openings and risers where possible to limit intervention. That guidance addresses housing reuse rather than hotel compliance, so use it as a design prompt and confirm the actual requirements with local engineers and authorities.
Recommended Free Tools
Check mechanical, electrical and vertical-transport capacity
Hotels operate continuously and have a more intensive hot-water, ventilation, laundry, kitchen and electrical profile than many offices. An apparently efficient room plan may be uneconomic if the services cannot be upgraded through the existing structure.
Mechanical and plumbing systems
- Trace incoming water, drainage stacks, hot-water generation, ventilation routes, cooling and heating plant.
- Confirm available pressure, flow, drainage gradients and capacity for simultaneous showers, kitchens and laundry.
- Locate plant rooms and assess whether replacement equipment can be installed, maintained and removed in the future.
- Allow for grease management, refuse storage, kitchen extraction and humidity control if food service or spa facilities are planned.
Electrical, data and life-safety systems
Establish incoming electrical capacity, standby generation, fire alarm infrastructure, emergency lighting, communications rooms and riser space. Hotels need reliable connectivity, access control, CCTV and building-management systems in addition to normal lighting and power. Identify where new cabling can run without lowering ceilings beyond acceptable heights.
Lifts and stairs
Count existing passenger and service lifts, measure car and landing dimensions, and check whether they can serve the proposed occupancy and accessible routes. Separate guest and goods movements where possible. Verify stair widths, travel distances, discharge points and smoke control. Adding a lift or a protected stair can consume valuable floor area and may require structural openings through every level.
Resolve fire, access and operational requirements early
Fire strategy, inclusive access and hotel operations are not late-stage details. They can determine the core, room count and ground-floor plan.
Fire and evacuation
Have a qualified local fire engineer test compartmentation, escape distances, stair capacity, protected lobbies, smoke control, sprinkler coverage, fire-resisting construction, alarm systems and fire-service access. Existing office cores may not provide the protected routes or compartment sizes required for sleeping accommodation. Any change to the façade, shafts or stair enclosure can affect the strategy throughout the building.

Accessible arrival and rooms
Trace a step-free route from the site boundary and drop-off point through reception, lifts, public amenities and a representative set of guestrooms. Test door widths, turning circles, bathroom layouts, visual and audible alarms, counter heights and accessible parking or transport links against the applicable code. A building with a raised entrance, narrow lift or inaccessible guest floors may need major work before it can serve its intended market.
Guest, service and back-of-house flows
Map separate paths for guests, housekeeping, linen, waste, food deliveries, maintenance staff and emergency services. Provide secure storage, staff changing areas, laundry or a practical outsourced-laundry route, housekeeping closets and refuse handling. A beautiful lobby does not make a viable hotel if deliveries cross guest queues or housekeeping must move carts through public areas.
Acoustics and neighbouring occupants
Test floor-to-floor and room-to-room sound transmission, plant vibration, façade noise and separation from other uses in a mixed-use building. Strengthening floors, adding partitions or relocating plant can reduce room yield. Agree management controls for shared entrances, deliveries and refuse before assuming that coexisting uses will remain compatible.

Underused office buildings
Offices are a credible candidate class when their cores, windows, structural grid and service risers support a compact room-and-corridor plan. CPG’s study of six Central Area Singapore offices found four scored A for hotel conversion. The report examined 150 Cecil Street, 80 Robinson Road, GB Building, Prudential Tower, Tong Eng Building and the former AXA Tower. Its findings reflect those six buildings, their local regulations and its chosen assumptions; they are not a success rate for offices worldwide.
Office plates may work partly because hotel rooms are smaller than most residential units and can fit on both sides of a common corridor. Nonetheless, deep plates, poor window spacing, weak services, inadequate lifts or difficult fire upgrades can erase that advantage. Screen offices, but do not endorse them automatically.
Historic and heritage buildings
Older properties can offer character, prominent locations, robust structure and existing openings worth retaining. They can also impose the greatest constraints: protected façades, limited floor-to-ceiling height, irregular rooms, fragile materials, hidden defects, restricted plant routes and conservation requirements for stairs, windows or rooflines.
Historic England’s guidance on reusing buildings highlights circulation, entrances, fire exits, lifts, accessibility, servicing, repairs and the tension between fire safety and heritage. Because that guidance concerns housing rather than hotels, it should identify questions for the project team, not substitute for hotel engineering standards or local approvals. Obtain a conservation statement and agree what may be altered before developing a detailed room schedule.
Mixed-use and other commercial properties
A mixed-use building may be attractive when the hotel can obtain a clear entrance, dedicated or appropriately shared lifts, secure back-of-house routes, loading access and control of noise. Confirm how guests will reach rooms after hours, who maintains shared plant, how fire compartments interact and whether residential or office occupants accept the proposed operating pattern. Planning authorities may assess the hotel portion and neighbouring uses together.

Buildings with severe layout or service constraints
Low room yield, extensive floor-plate demolition, poor access, major structural repairs, difficult service routes or unresolved life-safety work are viability warnings. CPG’s matrix links greater modification with cost, time and lower conversion viability. A candidate can still proceed if its location or heritage value justifies the work, but that becomes a deliberate high-complexity project rather than an easy adaptive reuse.
A practical screening process before full design
Use the following sequence to eliminate unsuitable properties before commissioning construction documents.
- Document the site. Record address, parcel boundaries, current use, ownership constraints, access points, neighbouring uses, transport, parking, loading and any conservation or environmental designations.
- Confirm the planning path. Obtain the applicable zoning, permitted uses, hotel licensing requirements, development standards and written pre-application advice. Identify conditions that could limit keys, operating hours, servicing or external changes.
- Collect reliable building information. Assemble measured drawings, structural and façade surveys, fire records, asbestos or hazardous-materials information, plant schedules, utility data and maintenance history. Treat unverified marketing plans as provisional.
- Test a typical floor. Lay out the intended room modules, bathrooms, corridors, accessible rooms, stairs, lifts, risers, housekeeping storage and fire compartments. Calculate keys, net-to-gross efficiency and rooms that meet the quality brief.
- Trace every service. Mark drainage, ventilation, electrical, data, sprinkler and hot-water routes from plant to each room. Price the shafts, ceiling drops, plant replacement and temporary works needed to make the route buildable.
- Run fire and access studies. Confirm evacuation, compartmentation, smoke control, fire-service access and step-free travel with the relevant specialists. Do not rely on an office compliance certificate for sleeping accommodation.
- Model operations. Allocate reception, lobby, public toilets, breakfast or food service, housekeeping, linen, waste, deliveries, staff areas, plant and maintenance access. Test peak arrival, departure and delivery movements.
- Build the commercial case. Turn each viable layout into a room count and quality schedule, construction scope, programme, parking and servicing plan, and expected operating model. Compare the required investment with realistic local demand and revenue assumptions.
- Set a decision gate. Proceed to detailed design only when planning, physical fit, technical constraints and commercial assumptions are sufficiently evidenced. Record unresolved items with an owner and a date rather than treating them as solved.

| Criterion | Evidence to collect | Why it changes the decision |
|---|---|---|
| Planning and neighbouring-use compatibility | Zoning, hotel-use route, site obligations, access and surrounding activities | A physically suitable building may still lack an approvable hotel path. |
| Typical floor plate and core | Column grid, windows, stairs, lifts, risers, corridor options and travel distances | These determine room yield, circulation efficiency and the amount of demolition. |
| Achievable keys and room quality | Room schedule, accessible rooms, daylight, views, bathrooms and acoustic separation | Key count affects revenue, while poor rooms damage positioning and operations. |
| Structural and floor-plate intervention | Openings, slab changes, transfer structures, demolition area and temporary works | More intervention generally increases cost, programme and approval risk. |
| Envelope and floor height | Façade condition, window pattern, clear height, roof and waterproofing | These affect comfort, daylight, services, energy work and heritage permissions. |
| MEP and vertical transport | Plant capacity, drainage, ventilation, electrical supply, lifts and riser space | Inadequate systems can require invasive replacement through every floor. |
| Fire, accessibility and heritage | Egress, compartmentation, protected routes, step-free access and conservation limits | Code or conservation changes can remove rooms and extend the programme. |
| Servicing, parking and guest access | Loading, waste, deliveries, drop-off, parking and separation of public and service routes | Operational conflicts can make an approved plan impractical to run. |
| Construction and operating economics | Scope, cost plan, programme, demand, positioning and expected revenue | A good layout is not feasible if the investment cannot support the hotel business. |
What the available evidence says—and what it does not
The clearest comparative evidence is CPG’s December 2025 Singapore study. Four of six Central Area office buildings scored A for hotel conversion, while five of the same six scored C or D for residential conversion. The second figure is a comparison with residential use, not a hotel-conversion failure rate. The report’s conclusions depend on its local buildings, assumptions and grading method.
Gensler states on its corporate conversion-service page that it has analysed more than 1,300 buildings in 170 cities, that 30% of buildings will be suitable for conversion and that conversion construction time is 50% less than equivalent ground-up buildings. Those are Gensler’s own service claims, not independent industry statistics; they should not be used as a guarantee for a particular hotel.
No broadly applicable source establishes a universal renovation-cost premium, minimum number of keys, return threshold or ranking that makes offices, heritage buildings or mixed-use properties inherently best. Those values must be established for the site, market, hotel segment and approval regime under consideration.
Commercial feasibility: turn physical fit into a decision
Once a test fit produces a plausible key count, prepare a hotel-specific feasibility model. Include the quality and mix of rooms, public areas, food and beverage, meeting or amenity space, staffing, housekeeping, maintenance, utilities, insurance, taxes, technology, brand or franchise obligations if relevant, and the effect of phasing or temporary closures.

List every intervention required to reach the proposed standard: demolition, structural strengthening, façade work, windows, lifts, fire systems, accessibility, bathrooms, plant, risers, acoustic upgrades, finishes, furniture and external works. Then compare the resulting room count and quality with defensible local demand and rate assumptions. CPG includes achievable hotel keys because the number of sellable rooms directly affects operating revenue, but key count alone is not a business case.

Allow for uncertainty and programme
Older buildings conceal conditions behind ceilings, floors and façades. Carry explicit allowances for investigation, hazardous materials, temporary works, utility upgrades, conservation detailing and authority changes. Model the cost of a longer approval or construction period, including financing, taxes, security, insurance and lost operating income. A lower purchase price does not automatically offset a complex conversion.
When to pause or walk away
Stop advancing a candidate when a fundamental issue remains unresolved rather than trying to solve it with optimistic assumptions. Typical stop-or-pause conditions include:
- No credible planning or licensing route for hotel use.
- A room layout that requires extensive floor-plate demolition and still produces poor rooms.
- Insufficient stairs, lifts or protected escape routes with no practical location for additions.
- Drainage, ventilation, electrical or plant routes that cannot reach guestrooms without disproportionate reconstruction.
- Inadequate clear heights after required fire, acoustic and service build-ups.
- Unresolved heritage restrictions on essential life-safety or accessibility work.
- No workable guest drop-off, loading, waste or housekeeping route.
- A room count or quality level that cannot support the intended market position and operating revenue.
Walking away at this stage is a feasibility result, not a failure of design. It protects the project from acquiring a building whose constraints are visible only after contracts and construction have begun.

Who should verify the conversion
An adaptive-reuse architect can coordinate the test fit, but the decision should be multidisciplinary. Depending on the building and jurisdiction, involve a planning consultant, structural engineer, building-services engineers, fire engineer, access consultant, heritage specialist, façade or envelope consultant, quantity surveyor or cost manager, building-condition surveyor and hotel-operations adviser. Ask each to state assumptions, evidence, unresolved risks and the decision they support.
The minimum acquisition package should include a measured survey, condition and structural reports, planning and licensing advice, a fire and access strategy, a serviced test fit with room schedule, an operations plan, a cost and programme estimate, and a commercial model. Revisit the package after intrusive surveys or authority feedback; feasibility is a staged decision, not a single drawing.
Bottom line for owners and developers
The strongest existing buildings for hotel conversion are those where planning permission, room yield, services, safety, access and operations align with limited structural intervention. Underused offices are worth screening because some plates and cores can accommodate efficient hotel corridors, and a Singapore six-building study found four examples at its highest conversion grade. Historic and mixed-use buildings may deliver distinctive hotels, but their approval, conservation and servicing demands require a higher tolerance for complexity.
Do not rank a property by type or appearance. Rank it by a documented planning path, a measured and code-aware room test, buildable service routes, safe and accessible circulation, workable guest and back-of-house operations, and a commercial model that supports the required investment. Only that combined evidence can show whether a particular building is genuinely suited to hotel conversion.
