For a GST-registered business buying construction materials, keep the supplier’s eligible GST tax invoice (or prescribed debit note/import document), proof that the goods were actually received, stock and project records showing where they went, payment and purchase records, and a GSTR-2B reconciliation. Those documents support the conditions for claiming input tax credit (ITC); possession of an invoice alone does not make construction-related credit available.
Before claiming any amount, test the purchase against the construction restrictions in section 17(5) of the CGST Act. Materials or services used to construct certain immovable property may remain blocked even when the invoice and ordinary section 16 conditions are in order.
As an Amazon Associate I earn from qualifying purchases.
First decide whether the construction-related credit can be claimed
Section 16 sets the general conditions for ITC, including possession of a qualifying tax invoice or other prescribed tax-paying document, receipt of the goods or services, supplier reporting and communication of invoice details, and the applicable payment and filing conditions. Those conditions operate subject to section 17(5), which contains specific blocked-credit rules.
Works-contract services
Section 17(5)(c) restricts ITC for works-contract services supplied for construction of immovable property other than plant and machinery. The stated exception is where the service is an input service for a further supply of works-contract service. A contractor therefore needs to examine its role in the chain and the nature of the outward supply rather than assume that every works-contract input is creditable.

Goods or services used on the taxpayer’s own account
Section 17(5)(d) restricts goods or services received for construction of immovable property other than plant and machinery on the taxable person’s own account, including when the construction is in the course or furtherance of business. The statutory explanations define “construction” and “plant and machinery”; capitalization in the accounts, the character of the property and how it is used can be relevant.
Accordingly, “business use” does not automatically make building-material ITC eligible, and it is also inaccurate to say that every building-material invoice is disallowed. A developer, owner, contractor or manufacturer should document the exact property, ownership or control, accounting treatment, project role and outward supply before taking a position. Check the Act, Rules, notifications and amendments in force for the relevant tax period.
Document categories and what each one proves
| Document group | What it establishes | How to treat it |
|---|---|---|
| Tax invoice, debit note or import document | The prescribed tax-document condition and the tax charged | Primary evidence; retain the original electronic or paper record and any amendment trail |
| Delivery and inward records | Receipt of the goods and quantities delivered | Supporting evidence; select records that fit the transaction |
| Purchase, stock, project and works-contract accounts | Traceability from purchase to site, inventory, contract and use | Required accounting records must be maintained accurately |
| GSTR-2B reconciliation | Whether supplier-reported invoice data appears in the portal information | Control and follow-up record; it does not replace the invoice |
| Payment and eligibility review | Payment control and the reasons credit is claimed, deferred, reversed or treated as blocked | Useful corroboration and governance evidence; not a substitute for the prescribed tax document |
Keep the prescribed tax document for every purchase
Supplier GST tax invoice
Retain a legible invoice issued to the correct GST registration and transaction. Check the particulars required by the GST rules, including:
- supplier’s legal name, address and GSTIN;
- invoice number and issue date;
- recipient identity and GSTIN where applicable;
- description of the material;
- HSN or other required classification;
- quantity and unit;
- taxable value; and
- the applicable GST rate and tax amounts.
Match the invoice to the purchase order or contract, the delivery and the entry in the accounts. Correct an error through the prescribed document process; do not silently overwrite the source invoice.
Debit notes and amended documents
Keep every debit note, credit-related adjustment and amended-document trail that changes the taxable value or tax. Preserve the link between the original invoice and the later document so the amount reported in the return can be explained.

Imported construction materials
For imported materials, retain the bill of entry or another prescribed import document supporting the IGST, together with the purchase and customs records that identify the goods. The import document is a recognized tax-document category under the rules; an ordinary domestic supplier invoice is not a substitute for it.
Prove that the materials were received
Receipt is a statutory ITC condition, so create an evidence trail from dispatch to inward entry. Depending on the transaction, useful records include:
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- delivery challan or supplier delivery note;
- goods-received note (GRN) or site inward register;
- transporter acknowledgement;
- weighbridge ticket where materials are weighed;
- e-way bill details where applicable; and
- site photographs, inspection notes or other internal receipt confirmation when appropriate to the project’s controls.
No single item on this list is mandatory for every purchase. The appropriate combination depends on how the goods move, whether the site is remote, whether quantities are measured by weight or units, and the records normally kept by the business. The objective is to show that the invoiced goods, quantities and date can be reconciled to an actual receipt.
Track materials through stock and project records
Purchase and stock ledger entry
Enter each purchase in a system that can connect the invoice to inventory and use. A practical control record can include:
- invoice number and date;
- supplier name and GSTIN;
- material description, HSN, quantity and unit;
- taxable value, GST rate and tax amount;
- receipt date and receiving location;
- site or project code;
- quantity issued or consumed;
- transfers between sites;
- wastage, returns or adjustments; and
- closing quantity or balance.
These fields are a useful control design, not a statement that every field is a separately prescribed invoice particular. They make it possible to explain why the purchase appears in the ITC claim and where the goods went.

Works-contract and project accounts
Rule 56 requires stock accounts and separate accounts for works contracts. For a contractor or other works-contract business, retain project or contract records showing:
- the client’s name and address;
- the description, value and quantity of goods or services received for the contract;
- the goods or services used in executing the contract;
- payments received; and
- the names and addresses of suppliers.
Link each purchase invoice to the relevant contract account and stock movement. If one delivery is split between projects, record the allocation and the basis for it. If materials remain in inventory, show the balance rather than treating the entire purchase as consumed.
Reconcile the invoice with GSTR-2B and supplier records
GSTR-2B presents inward-supply and ITC-related information reported through the GST portal. Use it as a reconciliation aid:
- Download or preserve the GSTR-2B for the relevant period.
- Match the supplier GSTIN, invoice number, invoice date, taxable value and tax amounts to the purchase register.
- Match the same invoice to the supplier’s tax document and the receipt record.
- Record exceptions such as an invoice missing from GSTR-2B, duplicate reporting, an incorrect GSTIN or a value mismatch.
- Follow up with the supplier and retain the communication, revised document or other resolution.
- Document whether the credit was claimed, deferred, reversed or excluded and why.
Portal data cannot cure a missing or defective source document. Keep the underlying invoice, import document or debit note even when the transaction appears correctly in GSTR-2B. Conversely, an invoice in the business’s possession should not be treated as automatically claimable merely because it appears in the portal.
Retain payment and purchase-control records
Keep the purchase order, supply contract, quotation or work order where one exists, along with payment proof such as bank advice, payment voucher or ledger extract. These records help establish commercial linkage, prevent duplicate booking and support the payment-related conditions in section 16.

They are corroboration, not universal substitutes for the prescribed tax invoice, debit note or import document. A purchase order by itself does not create ITC, and a payment record cannot replace evidence that the goods were received.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.How long must GST purchase invoices and records be kept?
Section 36 of the CGST Act states: “Every registered person required to keep and maintain books of account or other records in accordance with the provisions of sub-section (1) of section 35 shall retain them until the expiry of seventy-two months from the due date of furnishing of annual return for the year pertaining to such accounts and records:”
The ordinary rule is therefore 72 months measured from the due date for the annual return for the relevant year, not simply 72 months from the invoice date. If the person is involved in an appeal, revision, other proceeding or a Chapter XIX investigation, records relating to that matter must be kept until one year after final disposal or until the ordinary retention period ends, whichever is later.
Preserve the invoice, supporting receipt and stock records, reconciliation, payment evidence and eligibility analysis as one retrievable file or linked electronic record. The section 16(4) time limit for taking credit has changed over time and depends on the invoice period and applicable amendments or notifications; verify the version in force before advising that a particular invoice is within or outside the claim period.

The GST rules permit records to be maintained electronically. A paper purchase or stock register is optional, not a legal prerequisite. Electronic systems should preserve the original document, maintain an audit trail for edits, restrict unauthorized changes, support search and export, and keep links between the invoice, receipt, ledger, project and reconciliation records.

Back up records in a way that keeps them available throughout the retention period. Scanned documents should be legible, and file names or indexing should allow an auditor to locate an invoice from the GSTIN, invoice number, project or date.
Common document mistakes and how to correct them
Claiming from an invoice alone
Problem: The invoice is filed, but there is no evidence of receipt or use. Correction: attach the GRN, delivery or inward record and update the stock or project ledger.
Treating GSTR-2B as the invoice
Problem: Portal data is retained while the supplier document is missing. Correction: obtain and preserve the prescribed tax document and record supplier follow-up.
Recommended Free Tools
Calling every checklist item mandatory
Problem: A business assumes that a weighbridge ticket, e-way bill or purchase order is required for every claim. Correction: treat these as transaction-specific corroboration while meeting the core legal conditions and accounting requirements.
Ignoring section 17(5)
Problem: Materials are claimed because they were used in a business project. Correction: classify the property and project role, assess capitalization and plant-and-machinery treatment, and review whether the supply is a further supply of works-contract service.
Overlooking retention extensions
Problem: Files are deleted after the ordinary period while an appeal or investigation remains open. Correction: apply the later endpoint for the relevant proceeding and document the hold.
A workable file structure for each material purchase
- Tax document: supplier invoice, debit note or import document.
- Commercial record: purchase order, contract or approved requisition, where applicable.
- Receipt record: delivery challan, GRN, transporter or site inward evidence.
- Accounting trail: purchase ledger, stock movement and project or contract allocation.
- Reconciliation: GSTR-2B extract, matching result and supplier follow-up.
- Payment: bank or accounting evidence and any payment-condition review.
- Eligibility note: section 17(5) assessment, including the treatment of blocked, deferred or reversed credit.
This structure separates the document that supports the tax condition from the records that prove receipt, use and reconciliation. It also leaves an audit trail for why a construction-material invoice was not claimed when the project facts made the credit unavailable.
